Meeting was called to order by Mayor Peters, the roll was i i called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and City Attorney Norris responded. i I The minutes of the Regular Meeting of June 1, 1936 were read and approved as read. An ordinance was introduced for second reading entitled: 'An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina designated as Lateral Sewer Districts No. 1722 and 173, providing for the construction of lateral sanitary sewers in such districts and for the cost thereof and for the levying of special assessments against the property in such districts for the payment of such cost, and for the issuing of bonds therefor." On motion of Commissioner Morgenstern the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4650. City Engineer filed Final Estimate of Cost for the: Paving of_ Tenth Street from the north line of Park Street to the south line of Elm Street; Re -paving Santa Fe Avenue from the north line of Elm Street to the north right-of-way line of the Union Pacific Railroad Company; Re -curbing Santa Fe Avenue from a point 130 feet south of the south line of Pine Street to the south line of Lincoln Avenue; and Constructing railroad crossings on Santa Fe Avenue from Elm Street to the north ri t -of -way line of Union Pacific Railroad Company. On motion of Commissioner Surface estimates were ordered filed. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of I Salina to pay the cost of paving Tenth Street from the north line of Park Street to the south line of Elm Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina to pay the cost of re -paving Santa Fe Avenue from the north line of Elm Street to the north right-of-way line of the main line right-of-way i of the Union Pacific Railroad Company in the City of Salina, Kansas, and assessing against certain railroad companies the cost of construct- ing railroad crossings across said street, and relating to and provid- Ing for the collection and payment of such assessments." On motion same was referred to the Board of Commissioners. I An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina j to pay the cost of re -curbing Santa Fe Avenue from a point 130 feet i south of the south line of Pine Street to the south line of Lincoln Avenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion, same was referred to the Board of Commissioners. The following report was received from the City Planning Commission: Salina, Kansas, June 4, 1936. Mr. Chas. E. Banker, City Clerk, Salina, Kansas. 0 til Dear Mr, Banker: The City Planning and Zoning Commission in a special called meeting considered the applications for the rezoning of certain properties on East Pacific Street as petitioned by Mrs. Julia H. Price and Harry Fuller. In connection with this application the committee, after careful investigation, find that the rezoning of the described proper- ties into either'a C or D zone would not permit of the establishing of the type of business for which the application for rezoning was made, and also represented in person by the petitioners. Accordingly, the petition is being returned to you. In connection with the application for the rezoning of Lots 1 to 8 inclusive, Block 13, Pacific Addition, from the present zoning to that of "C" Commercial, the committee having information that it was to be used for manufacturing purposes, find that the rezoning into a "C" zone would not permit of the type of industry for whcih we understood the petition for rezoning was made, but that it would be necessary to rezone the described property into "D" Light Industrial. The Commission, therefore, is returning the petition for such changes as may be necessary and, if possible, a description of the type of industry along with a preliminary sketch of the structure to be built. Commissioner Morgenstern moved that the petition asking for the rezoning of Lots 1 to 8 inclusive, Block 13, Pacific Addition be returned to the City Planning Commission for further action. Motion adopted. Commissioner Surface moved that the petition asking for the rezoning of certain property on East Pacific as petitioned by Mrs. Julia Price and Harry Fuller be granted subject to the type of building to be submitted to the City Manager and City Engineer for approval. Motion adopted. A petition was presented asking for the extension of water mains on Crawford Avenue from Third Street to Second Street, thence north on Second Street to Prescott Avenue. Same was referred to the Waterworks Advisory Board. City Clerk was instructed to publish notice in the official City paper for the rezoning of Lot 3, School Park Addition to the City of Salina. A resolution was introduced for first reading entitled: "A R solution revising and approving an estimate of the project cost of FIving Improvements -- Job No. 84.0 Same was referred to the Board of Commissioners. On motion of Commissioner Surface the Board of Commissioners adjourned to meet in regular session, June 10, 1936 at 1:30 P. M. City Clerk 1
