04-20-1936 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALIVA, KANSAS. APRIL 203, 1936. Regular meeting of the Board of Commissioners of the City of Salina, Kansas, April 20, 1936. Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and City Attorney Norris responded. The minutes of the Regular Meeting of April 13, 1936 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims.* On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nayss (0) Mayor approved the ordinance and it is numbered 4631. The following claim to be paid from Relief Highway Fund was presented for payment: Chas. E. Banker, City Clerk, Cash paid out for labor $185.20 Commissioner Jackson moved that claim be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: *An ordinance making + an appropriation from the Relief Highway Fund for the payment of a certain claim."' On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4632. An ordinance was introduced for second reading entitled: "An ordinance amending Section 2 of Ordinance No. 4625 relating to taxicabs.* On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Mor- genstern and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4633. A resolution was introduced entitled: "A Resolution relat- ing to P. W. A. State File Kan. 1050-R Construction Account.* On motion of Commissioner Surface the resolution was adopted as read and on its final adoption the roll was called and the follow- ing vote was had; Ayess Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nayss (0) Mayor approved the resolution and it is numbered 658. The above resolution is recorded in full on Page 374 of Resolution Book Number 2. Commissioner Surface moved that the A B C Taxi Service be granted permission to place a taxi stand on Kansas Avenue north of Iron Avenue. Motion adopted. Application for taxicab drivers license received as follows: Hugh F, Saum George Mauch Commissioner Jackson moved that applications be approved by the Board of Commissioners, Motion adopted. i A petition was presented asking for the extension of water main on Merrill Street from Crawford Avenue to Republic Avenue. Same was referrdd to the Waterworks Advisory Board. A petition was presented from Mrs. Mary E. Clevenger asking for the rezoning of Lot 3, School Park Addition. Same was referred to the City Planning Commission. 1 1 1 1 1 Trust Deed with a deposit of $100.00 for perpetual care of Lot 21, Block 3, Gypsum Hill Cemetery of Salina, Kansas, was received from John F. Millikin. Commissioner Morgenstern moved that same be accepted by the Board of Commissioners and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery Endowmeht Fund as provided by Ordinance No. 3530 of the City of Salina, Kansas. Motion adopted. Rev. Raymond V. Kearns submitted his resignation as a member of the Board of Public Welfare of the City of Salina, and on motion of Commissioner Surface same was accepted by the Board of Commissioners. Mayor Peters submitted the name of Edwards A. Hiller as a member of the Board of Public Welfare of the City of Salina, Kansas, for a term ending May 21, 1937, to fill vacancy created by the resigna- tion of Rev. Kearns. On motion of Commissioner Surface the appoint- ment was confirmed by the Board of Commissioners. Motion adopted. Mayor Peters submitted the name of Mrs. L. S. Nelson as a member of the Board of Public Welfare of the City of Salina, Kansas, for a term ending May 21, 1939, to fill vacancy created by the death of Mrs. May Belleville Brown. On motion of Commissioner Surface the appointment was confirmed by the Board of Commissioners. Motion adopted. Mayor Peters submitted the name of Harold Bates as a member of the Memorial Hall Board for a term of three years from April 1st, 1936. On motion of Commissioner Surface the appointment was confirmed by the Board of Commissioners. Motion adopted. An ordinance was introduced for first reading entitled: *An ordinance amending Section 12 of Ordinance No. 4295 being an ordinance relating to and regulating the selling and dealing in of non -intoxicat- ing cereal beverages and providing for the licensing thereof and re- pealing original Seetion 12 of said ordinance." On motion, same was referred to the Board of Commissioners. Combination Gas Fitters and Plumbers Bond received from M. R. Powell, and on motion same was approved by the Board of Commission- ers* Commissioner Surface moved that`the City of Salina extend an invitation to the League of Kansas Municipalities to meet in Salina during the fall of 1936. adjourned. On motion of Commissioner Surface the Board of Commissioners City Clerk
