1.0 CIMCOMMISSION INFORMATION MEMORANDUM - March 28, 2022 ADMINISTRATIVE BRIEF — 41h Quarter 2021 JEFF HAMMOND DIRECTOR OF PARKS & RECREATION Athletics & Fieldhouse • The Recreation Division had two Full -Time vacancies during this period: Recreation Supervisor & Park Technician. The Parks Technician was recently filled for Field Maintenance. • Available staff pressed forward while attempting to get back to as "normal" as possible by initially offering the most popular/participated programs. Some programs and tournaments are back to normal participation, while most are still falling within the 60-70% of normal range, which matches numbers nationwide rebounding from COVID. • Official's shortage was an issue during this timeframe and will continue moving forward. • The Bill Burke drainage project started during the timeframe. The drainage project is now completed with minor items to be addressed by Public Works. • A Request for Qualifications was sent out to begin the Bill Burke Turf and Renovation project. • Dean Evans practices ceased late October. The Berkley Family Recreational Area Committee met on-site and identified items to address/improve before next season. Only the mound needed replaced by the turf contractor and funded by Kansas Wesleyan University. • A UTV unit was purchased to properly perform the weekly/monthly maintenance necessary for turf. • Fall outdoor activities started winding down: o Fall Soccer: 13 teams o Adult Softball: 16 teams • A few outdoor tournaments were held at Bill Burke Park to finish the outdoor season: o NCS Fast pitch Softball: 22 teams o NCS Fast pitch Softball: 9 teams o USSSA Fast pitch Softball: 15 teams With the cool weather settling in, Fieldhouse activity picked up including: o Adult Fall Volleyball: 22 teams o Youth Fall Volleyball: 13 teams o Youth Fall Flag Football: 4 teams o Youth Fall 3 on 3 Basketball: 20 teams o Futsal Indoor Soccer: 23 teams o Adult Winter Volleyball: 14 teams o Adult Winter Basketball: 14 teams o Youth 5 on 5 Competitive Team Basketball: 20 teams o Youth Individual Recreational Basketball: 10 teams Moving into the winter indoor season, space was filled with volleyball practices/rentals, youth basketball practices/rentals and Smoky Valley Home School basketball practices. o Adult Drop-in is increasing with pickle ball and volleyball being the main requests. o An exercise stroller class was established by drop-in users of the Salina Fieldhouse in efforts to keep moms fit. Other events to mention: o Community Halloween Party (700+ participants) o XWE Pro Wrestling (averaging 225 spectators) o World Class Basketball Academy (averaged 50 girls/session) o Kansas Wrestling Coaches Association Clinic hosted in conjunction with Homewood Suites. o Fast pitch Masters Softball camp • Two tournaments occurred during this timeframe with events drastically picking up in January: o MAYB Basketball: 30 Teams o Holiday Youth Basketball Classic: 23 teams • The COVID pandemic drastically affected tournament numbers starting 2020. The same rolled into 2021, but rebounding. o Fieldhouse: 249 teams with 194 out-of-town o Outdoor: 493 teams, with 337 out-of-town o Total: 742 teams, with 531 out-of-town Special Events • We hosted the Community Halloween Party at the Salina Fieldhouse on October 30th. o Hosted 22 local businesses that handed out candy to the 700 that attended. • The month of November was spent preparing for the two events in the month of December, the Mayor's Christmas Party and Noon Year's Eve. • The Mayor's Christmas Party was held on December 5th at Tony's Pizza Events Center. o 5 local dance groups performed, Santa was — '7 available for pictures, and we had multiple crafts available for those that attended. • The Noon Year's Eve Party was held on December 31St, at „ Tony's Pizza Events Center. 0 300 members of the community attended the event t and helped us celebrate the New Year with a balloon drop at Noon and a milk and cookie toast. Kenwood Cove • Water was circulated in the lazy river to finish curing the resurfaced plaster flooring and walls. At the end of October, the water was drained and the facility was winterized. • The Aquatics Supervisor was accepted into the American Red Cross Lifeguard Instructor Trainer Academy in 2022. Parks and Forestry Highlights • One parks staff member attended the Kansas Turfgrass Conference in Manhattan, KS for continuing education related to pesticide application. • Staff replenished the engineered wood fiber mulch on the Oakdale playground. • Found continued presence of blue green algae at Jerry Ivey Pond after completing jar test. • Worked with Pace Analytics to sample water and sediment in Jerry Ivey Pond. • Due to the December windstorm, Parks staff were called in during the strong wind storm to assist with re -opening streets, assisted with limb and tree removal at the Cemetery and assisted the street department with tree limb removal for three days. • Installed "Tobacco Free Park" signs at Barkley Park. • Reviewed trees downtown that needed to be trimmed and/or removed due to construction. • Parks staff took down all sun shades at Kenwood Cove and Centennial Park's splash pad. • Forestry worked on dead tree removal in Jerry Ivey Park (20) and Oakdale Park (6). 2 • Trees were trimmed at Founders Park to allow a contractor to remove the old overlook. • Staff winterizing facilities and park amenities. • Contacted the Salina Police Department in reference to a homeless person living near the entrance of Oakdale Park. • Worked with Salina Municipal Golf Course to discuss storage space for engineered wood fiber for playgrounds. • Applied limestone screenings to Jerry Ivey for the walking trail. • Precision Electrical made repairs to Oakdale light pole in the formal garden, several GFCI outlets were replaced, thermostat in the greenhouse was replaced, flood light by the foot bridge was repaired, and several bulbs were replaced at the tennis courts. • Discussed Community Gardens with the K -State Extension office. Parks currently have garden areas at Stimmel and Carver Center. K -State Extension office would like us to partner with them on the garden behind the Food Bank. • Removed 5 park signs to be reskinned and painted. • Conducted interviews for two positions for the Landscape Division. • Staff poured cement at Oakdale Park, Sunset Park, and Lakewood for sidewalks and memorial benches. • Met with representative of the War Memorial at Sunset Park to discuss future additions and improvements. Landscaping Highlights • Four (4) landscape staff members attended the Kansas Turfgrass Conference in Manhattan, KS for continuing education related to pesticide application. • Staff cleaned landscape beds of dead plant material to prepare for next spring's plantings. • Staff has winterizing irrigation systems. • Due to the December windstorm, Parks staff were called in during the strong wind storm to assist with re -opening streets, assisted with limb and tree removal at the Cemetery and assisted the street department with tree limb removal for three days. • Staff removed shrubs from in front of the old pool/new tennis complex. • Staff sprayed cattails in the old river channel in Oakdale Park. • Staff assisted with irrigation on Tower Field while it is being renovated by USD 305. • Major irrigation repairs: Main break Magnolia Soccer Complex and replaced the master valve in the downtown streetscape. • All Athletic Fields, the Salina Fieldhouse, and irrigated park areas were fertilized. • Oakdale Formal and other park areas were overseeded. • Mulched downtown public parking landscape beds, North Ohio overpass and trim shrubs. • Trimmed shrubs on the S. Ninth medians. • Staff planted 4 trees at Jerry Ivey Memorial Park. • Staff power washed under the crosswalk downtown to cleanup bird droppings. Cemetery Highlights • During the months of October, November, and December, there were 21 burials, 7 spaces, 10 marker permits, and 1 niche sold. • Staff put up and made repairs to the snow fence at Indian Rock that was damaged during the high wind storm. • Staff performed major wind storm clean up. o A BIG thank you to the park staff for the extra man power and many thanks to Street Department and Waste Water Department for the extra trucks. • Staff dug a burn pit for the Golf Course. • Purchased new structure and foundation for the Charles Hyde Memorial. • Worked with Memorial Art on evaluation and cost on resetting monuments that were knocked down by wind storm and downed trees. In total, there were 17-20 monuments that were damaged or knocked over. • Staff completed leaf mulching. • A dead pine tree removed by a contractor in Block 19. • Staff planted 2 more trees for a total of 4 new. • Fixed one of the two water leaks in the Cemetery's irrigation system. • Staff landscaped Glen Street entrance (except for shrubbery.) • Reworked monuments in Block 24 for mower clearance. • Staff performed stump grinding on 5 stumps. • Staff completed CPR & First Aid Classes at the Salina Fieldhouse. • Removed graffiti and repaired picnic tables and benches at Meadowlark Park. • Staff worked with Mary from Smoky Valley Genealogy on history of Gypsum Hill Cemetery on the oldest monument death date that was found in an old newspaper article. • Worked on layout for monument tablets Lakewood Highlights • During the quarter, Lakewood Discovery Center hosted 25 programs with 310 participants. There were 110 walk-in visitors and had 3 weekend facility reservations. • Staff repaired the educational displays and reworked the artwork in the Lakewood Discovery Center. • Trout was restocked in the lake. • Staff completed two grants for potential future projects. • Lakewood assisted with 2 Eagle Scout projects. o Archery range seating and a learning station • Pestinger Distribution joined staff for a company work day that consisted of planting trees and removing debris from around the lake. • Staff cleared trees and brush away from the shores with a volunteer group from Crown Distributors. • Lakewood planted 2 replacement apple trees and had school groups transplant 22 redbud trees to the park. 4 Parks Special Events • SOLO races at Berkley Family Recreational Area were held twice during the quarter. • Veterans Day Memorial service at Sunset War Memorial. • Ark Church held their annual food give away at Berkley Family Recreational Area. • Frosty Fun Run • Dedication was held for a Memorial bench placed at the Lakewood Disc Golf Course. Salina Municipal Golf Course • There were 34,345 Rounds were played for 2021. o This is 8,753 more rounds than 2020 and 9,249 over 2019 • Managed expenses and revenue to finish the year with a positive cost recovery. This was a total team effort from our full time pro shop staff, full time maintenance staff, as well as our part-time staff. • Our driving range revenue for 2021 was up 24% over 2019 ($33,430/$26,792) • New superintendent continues to do a great job. Many compliments on condition of golf course. • December storm event extensively damaged the driving range net. We need to get it replaced so we can honor our contracts with KHSAA, area high schools, Bethany College and all our tournament events that expect to be able to use the range, not to mention, the general public and our members. • New pavilion continues to be a great asset to the course. • We hosted the Girls 4A State Golf Championship over 2 days on Oct. 25 & 26. Over 100 young ladies and their families spent 2-3 days in Salina at hotels and eateries. Animal Services • During the quarter two Animal Control Officers (ACO's) and a Kennel Technician were hired. • Money Motors sponsored a month long Adoption Event. o 67 cats and 37 dogs were adopted out. • Staff transferred 6 dogs to Fort Collins Colorado on 11/11/2021 to Big Dog Rescue. • One officer completed the ACO 1 online training and received his certification. • The Salina Animal Shelter ran a $5 dollar adoption special on all cats and 68 were adopted out. • The Salina Animal Shelter helped with a cat hoarding situation and with reduced cat adoption prices, were able to adopt 17 out. Facilities Maintenance Division Building Maintenance • Building Maintenance staff jack hammered & excavated the existing electrical feed to re-route and relocate disconnects and electrical meter from the back of Salina Urology's building to the public Right -of -Way. Staff installed a new in -ground junction box, & piped conduit into the new 5 main power distribution panel now located within this pedestal. This electrical service feeds power to Spilman Plaza and downtown SW restroom. • Secured a broken window as a result of vandalism at Kenwood Cove • Fixed a water leak in evidence lab at Salina Police Department. • Removed damaged ceiling tile & replaced with new ceiling tile in the Drug Task Force office at Salina Police Department. • Removed the existing scoreboard from the old soccer field at Bill Burke, refinished the score board to match what is in our current system. • Started refinishing the old Kenwood Pool Bath -house exterior in preparation to put it back into service as the new bathroom facility for the new Tennis Complex. • Removed old Modine heater, installed new Reznor heater, hooked up gas, thermostat, electrical & flue at Waste Water • Accompanied Tox-eol throughout the city's facilities so they could perform quarterly pest control services • Repaired damaged gutter from the Friendship Center, bought & installed new gutter & downspout • Maintenance staff removed the thresholds, ground down the concrete, & re -installed thresholds to resolve door sticking , as well as, lubricated the door locks at the Soccer Complex • Painted & installed a handrail on the South side of the new pavilion located at the Golf Course • Posted & removed zoning signs from multiple locations • Maintenance staff started interior demolition at the Tennis Complex, removing block walls and steel door casings, along with finished installing fascia boards on the building • Painted the Ad Astra stage gutters and columns, and installed drain pipe for the front gutter system. • Assembled a new desk and cabinet for the county Prosecutor at Municipal Court • Installed four new double -roll toilet paper dispensers at the Soccer Complex replacing the ones that were previously vandalized. • Rebuilt the fence around the electrical panels at Bill Burke • Inspected for storm damage at all of the city's facilities after the wind storm • Repaired the roofs at the Friendship Center, Memorial Hall and Magnolia Soccer Complex. The tracking expense for each facility includes custodial labor, custodial material, maintenance labor, maintenance material, subcontract expense, and utility expenses. Vandalism from All Divisions • Kenwood shelter spray painted, fire on the concrete under the shelter. • Oakdale playground restroom toilet paper set on fire several times. • Meadowlark Park gazebo and bench vandalized. • Indian Rock Lodge had pellet gun damage to the north, outer wall. 7
