Amend the Public Safety Pay Schedule to reclassify the Fire Battalion Chief from grade S10* to grade
S9* and amend the position description from exempt to non-exempt.
BACKGROUND:
On February 28, 2022, the City Commission received a Fire Department Staffing Assessment and
Report. One aspect of the report was the recommendation to change the Battalion Chief position to
hourly rather than salaried. The Personnel Manual grants the City Manager authority to add, remove,
or realign current positions to better meet the City of Salina's needs, but requires City Commission
approval when there is a budgetary impact. The reclassification of the Battalion Chief position would
not be budget neutral. Consequently, City Commission approval is required.
The Battalion Chief positon is currently in the S10* pay grade with minimum hourly rate of $21.27 and
a maximum rate of $33.95. When this position was placed into this grade it was a salaried position
with no possibility for overtime. Staff is recommending that the position be moved down one pay
grade to grade S9*. This adjustment takes into account the added potential earnings due to the ability
to earn overtime. The S9* pay grade has a minimum hourly rate of $20.22 and a maximum rate of
$32.28.
The attached resolution amends the Public Safety Pay Schedule to reclassify the Fire Battalion Chief
from grade S10* to grade S9* and amends the position description from exempt to non-exempt.
FISCAL NOTE:
Reclassification of the Battalion Chiefs makes them eligible for overtime which represents a possible
added expense. It is difficult to quantify the value of overtime that will need to be paid in the future.
It will need to be actively monitored and managed going forward and analysis of overtime trends, etc.
can be assisted with the time and attendance system that is currently being implemented. Better
aligning the BCs duties to their shift work / schedule can assist in minimizing their overtime, but
overtime will undoubtedly occur.
RECOMMENDED ACTION:
Staff has identified the following options for the City Commission's consideration:
1.) Approve Resolution No. 22-8038.
2.) Approve Resolution No. 22-8038 with amendments as the City Commission deems
appropriate.
3.) Postpone consideration of Resolution No. 22-8038 to a specified date and time and provide
staff direction regarding additional information or amendments the City Commission would like
to request for their further consideration.
4.) Vote to deny Resolution No. 22-8038 resulting in the pay plan remaining un -amended.
Staff recommends Option 1.

A RESOLUTION AMENDING THE CITY OF SALINA PUBLIC SAFETY PAY
SCHEDULE IN THE CITY OF SALINA CLASSIFIED PAY PLAN TO RECLASSIFY
FIRE BATTALION CHIEF FROM GRADE S10* TO GRADE S9* AND AMEND THE
POSITON DESCRIPTION FROM EXEMPT TO NON-EXEMPT
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The policy of the City is that the salary provided for all employee positions is for
the purpose of attracting, employing, retaining and motivating competent individuals to
deliver the necessary services required by the residents of the city. Within sound fiscal
policy, salary ranges are established on the basis of internal equity, external competitiveness
and job content, based on analysis and review by the city manager. The city manager is
authorized to make implementation guidelines, interpretations, necessary modifications,
reclassifications or other appropriate adjustments to said classification and salary plan
within budgetary funding limits.
Section 2. The following title and pay grade is amended on the Public Safety Pay Schedule
in the City of Salina Classified Pay Plan.

Section 3. The Fire Battalion Chief Position description is amended from Exempt to Non -
Exempt.
Section 4. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 21 ` day of March,
