5.1 3-14-2022 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS March 14, 2022 4:00 p.m. Mayor Davis asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Trent W. Davis, M.D. (presiding), Michael L. Hoppock, Bill Longbine and Karl Ryan. Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of March 7, 2022. (5.2) Authorize the fire department to purchase the following from Osage Ambulance via Emergency Services Supply, the authorized Osage Ambulance sales vendor for Kansas: 1) New 2022 RAM 4500 4 x 4 ambulance chassis; 2) Complete refurbishment and remounting of the ambulance patient module from an existing Salina Fire Department ambulance to the new RAM 4500 ambulance chassis; and 3) One Stryker Power Pro power EMS patient cot. (5.3) Award the bid for project number 22014, 2022 Microsurfacing to Vance Brothers, Inc. of Kansas City, Missouri in the amount of $850,669.82 with a 5% construction contingency for a total project authorization not to exceed $893,203.31 and authorize the City Manager to execute a contract with Vance Brothers, Inc. of Kansas City, Missouri upon fulfillment of all prerequisites under the bid documents. Commissioner Hoppock requested Item 5.2 be removed from the Consent Agenda. 22-0064 Moved by Commissioner Ryan, seconded by Commissioner Hoppock, to approve Item 5.1 and Item 5.3 on the consent agenda. Commissioner Hoppock inquired about reimbursement on charges related to Medicare and Medicaid. Shane Pearson, Salina Fire Department EMS, indicated the Salina Fire Department EMS is a contracted provider for CMS (Center for Medicare and Medicaid Services) and accepts what CMS is willing to pay for services. Mr. Pearson further indicated that the department had not historically billed the difference but would promptly explore that option. 22-0065 Moved by Commissioner Hoppock, seconded by Commissioner:, Ryan, to approve Item 5.2. ADMINISTRATION (6.1) Debt financing options discussion Debbie Pack, Director of Finance and Administration, explained the request, fiscal impact and action options or direction needed. A discussion followed concerning commitment of money to different funds, account balance, interest rate, investments, temporary notes and bonds. No action was taken. (6.2) Authorize the acceptance and placement of the 2021 People's Choice sculpture on public property. Brad Anderson, Director of Arts and Humanities, explained the request, fiscal impact and action options. A discussion ensued related to location of the sculpture, number of public votes, process for choosing winning sculpture, time frame for placement of new sculptures and purchase of sculptures by private individuals/entities. Ben Windholz, Salina, Kansas, inquired if the cement pad at the location was an existing pad or poured specifically for this project; and, it was determined it was an existing pad. 22-0066 Moved by Commissioner Ryan, seconded by Commissioner Longbine, to accept the placement of the 2021 People's Choice sculpture on public property. Aye: (4). Nay (0). Motion carried. (6.3) Petty Cash and Working Cash funds. (6.3a) Approve Ordinance No. 22-11101, on second reading, amending Article XIII, Sections 2-240 and 2-241 of the city of Salina Code pertaining to Petty Cash and Working Cash funds. (6.3b) Approve Resolution No. 22-8026 amending and restating the authorization for establishing and maintaining petty cash and working cash funds for departments of the city of Salina. Motion carried. 22-0068 Moved by Commissioner Hoppock, seconded by Commissioner Longbine, to approve Resolution No. 22-8026 increasing the working cash funds for the Landfill by $100, from $300 to $400 and Development Services by $200 from $400 to $600 and setting all other funds as previously established. Aye: (4). Nay (0). Motion carried. (6.4) Award the bid for project number 22006, 2022 Sidewalk Ramps and Parking Lot Repairs to Davis Concrete Construction of Salina in the amount of $99,185.00 with a 5% construction contingency for a total project authorization not to exceed $104,144.25 and authorize the City Manager to execute a contract with Davis Concrete Construction of Salina upon fulfillment of all prerequisites under the bid documents. Dan Stack, City Engineer, explained the request, fiscal impact and action options. 22-0069 Moved by Commissioner Ryan, seconded by Commissioner Hoppock, to award the bid for project number 22006, 2022 Sidewalk Ramps and Parking Lot Repairs to Davis Concrete Construction of Salina in the amount of $99,185.00 with a 5% construction contingency for a total project authorization not to exceed $104,144.25 and authorize the City Manager to execute a contract with Davis Concrete Construction of Salina upon fulfillment of all prerequisites under the bid documents. (6.5) Approve Ordinance No. 22-11104, on second reading, amending Section 42-415.2 of the Zoning ordinance to add travel center and/or truck stop, short term recreational vehicle parking area accessory to hotel, motel, truck stop or travel plaza and mini - warehouses to the list of conditional uses allowed in the South Ninth Street Corridor Overlay District. Dean Andrew, Director of Planning, explained that since the Governing Body previously overrode the Planning Commission recommendation regarding mini -warehouses that it would require 4 affirmative votes. Commissioner Hoppock recused himself from the previous vote on the item, would have to do so again and, as a result, there would not be four affirmative votes. It was suggested the matter be postponed until the March 21, 2022 meeting to be considered by all members of the Governing Body. 22-0070 Moved by Commissioner Longbine, seconded by Commissioner Ryan, to postpone Ordinance No. 22-11104 to March 21, 2022. Page 3 OTHER BUSINESS Tim Rogers, Executive Director, Salina Airport Authority provided information concerning the termination of SkyWest's air service to the Salina community and indicated the service would remain until another provider is in place so there will be no disruption to service. CITIZENS FORUM Ben Windholz, Salina, Kansas, provided his thoughts on a 2016 sales tax increase which was meant to stabilize the property tax rate and stated stabilization has not occurred ADJOURNMENT 22-0071 Moved by Commissioner Longbine, seconded by Commissioner Ryan, that the regular meeting of the Board of City Commissioners be adjourned.
