STACK, P.E FISCAL APPROVAL: BY: V FINAL APPROVAL: BY: 11.0 ITEM: Consider awarding the bid for project number 22006, 2022 Sidewalk Ramps and Parking Lot Repairs to Davis Concrete Construction of Salina in the amount of $99,185.00 with a $4,959.25 (5%) construction contingency for a total project authorization not to exceed $104,144.25 and authorizing the City Manager to execute a contract with Davis Concrete Construction of Salina upon fulfillment of all prerequisites under the bid documents. BACKGROUND: The 2022 Streets sub-CIP designates funds for a sidewalk ramps project and a parking lot repair project. The two concrete projects were combined into one to hopefully make it more attractive to bidders. As further described in the attachments, the sidewalk ramp project includes replacing sidewalks that currently terminate at full depth curbs with sidewalk ramps that are in compliance with the various Americans with Disabilities Act laws. This project includes 29 ramps at 9 locations. Sidewalk ramps are a small part of Salina's 2022 sidewalk effort. Later this year staff plans to bid a $200,000+ project to install sidewalks at various locations in Salina. Staff are currently working to address property owner concerns prior to putting the project out for bids. The project also includes the replacement of the curb and gutter in front of five entrances to the parking lots on west side of 5th Street between Mulberry and Walnut. The work will be staggered to maintain as much parking as possible and limit the impacts to users. Bids were received for this project on Thursday, February 24, 2022 and are as shown at right: Davis Concrete Construction, Salina $99,185.00 Lancaster Construction, Salina $119,921.75 Engineer's Estimate $110:975.50 Davis Concrete Construction of Salina is a reputable contractor who has successfully performed this type of work for the City of Salina for many years. FISCAL NOTE: The 2022 Streets sub-CIP budget includes $529,243.00 of gas tax funds for the item which includes parking lot repairs, $227,077.24 of which has not yet been authorized. The 2022 Streets sub-CIP budget includes $290,000.00 of gas tax funds for the item which includes sidewalk ramps, all of which has not yet been authorized. COMMISSION ACTION OR RECOMMENDED ACTION: Staff has identified the following options for the City Commission's consideration: 1.) Postpone consideration of the award of bid for project number 22006 to a specified date and time and provide staff direction regarding additional information or amendments the City Commission would like to request for its further consideration. 4.) Do not award project number 22006, and provide staff with any further direction. Staff recommends Option #1.
