96-5031 Housing Rehabc��oaaieo-sar��a RESOLUTION NUMBER 96-5031 A RESOLUTION AUTHORIZING THE PREPARATION AND FILING WITH THE KANSAS DEPARTMENT OF COMMERCE AND HOUSING A HOMEOWNER REHABILITATION PROGRAM GRANT APPLICATION FOR FISCAL YEAR 1996; PROVIDING $50,000 IN MATCHING FUNDS FROM THE GENERAL FUND CONTINGENCY ACCOUNT; DESIGNATING THE MAYOR AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF SALINA TO ACT IN CONNECTION WITH THE APPLICATION; AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED. WHEREAS, K.S.A. 17-2337 et. seq. authorizes the City of Salina, Kansas to accept grants or other financial assistance for the repair and improvement of dwellings and housing accommodations, SO NOW, THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the City of Salina, Kansas, prepare and file with the Kansas Department of Commerce and Housing an application for housing rehabilitation under the Kansas Home Investment Partnerships Program for Homeowner Rehabilitation Program for Federal fiscal year 1996. Section 2. That the City of Salina will provide $50,000 in Matching Funds from the General Fund Contingency Account. Section 3. That the Mayor is designated as the applicant's chief elected official and authorized representative. Section 4. That as the chief elected official and authorized representative of the applicant, the Mayor is hereby authorized to sign and file the application, including all understandings, certifications, and assurances contained therein, to act in connection with the application and to provide such additional information as may be required. Section 5. That the City of Salina, Kansas, hereby resolves to actively pursue housing conservation activities to include housing rehabilitation and demolition of dilapidated structures throughout the community with special emphasis within the designated target area. Furthermore, that the City resolves to sustain this activity, subject to available resources, for approximately the next five years, at such time housing needs and future goals will be reevaluated. Section 6. That this Resolution shall be in full force and effect from and after its adoption. Adopted by the Board of Commissioners and signed by the Mayor this 8th day of July, 1996.
