CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
February 23, 2022
2:00 p.m.
Mayor Davis asked the Clerk for verification that notice had been sent for today 's City Commission meetin g.
The Clerk replied yes .
The Special Meeting of the Board of Commissioners was called to order at 2:00 p .m. in Room 107 , City-
County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence.
Those present and comprising a quorum : Mayor Trent W. Davis, M.D. (presiding), Michael L. Hoppock (via
Zoom), Greg Lenkiewicz, Bill Longbine and Karl Ryan.
Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee, Assistant
City Manager, Greg Bengtson, City Attorney ; and JoVonna A . Rutherford , City Clerk .
Mike Schrage, City Manager, briefly explained the purpose of the special meeting.
ADMINISTRATION
(3 .1) Executive Session -Trade Secrets
Moved by Commissioner Longbine , seconded by Commissioner Ryan , to rece ss into executive session for 25
minutes to discuss the subject of a specific economic development based upon the need to discuss data
relating to financial affairs or trade secrets of corporations, partnerships , trusts , and individual
proprietorships pursuant to KS.A. 75-4319(b)(4). The open meeting will resume in this room at 2:30 p.m.
Aye: (5). Nay (0). Motion carried.
Also present in the executive session was Commissioner Hoppock (by telephone), Mike Schrage, City
Manager, Jacob Wood , Deputy City Manager, Shawn Henessee, Assistant City Manager, Greg Bengtson,
City Attorney, and Mitch Robinson , Executive Director of Salina Community Economic Development
Organization.
No action was taken and the meeting resumed at 2:32 p.m .
(3.2) BASE Grant Application Discussion.
Jacob Wood , Deputy City Manager, explained the request and provided an overview of the proposed
housing projects for which the grants were being requested.
A discussion followed on said projects which included the number of units for proposed housing,
locations, annexation , benefit districts , housing prices , affordable housing, infrastructure, road
improvement and maintenance, KDOT funding, future business expansion, matching funds , and fund
balances.
Derek Lee, Salina, Kansas , on behalf of Aero Plains Development, thanked the commission for their
time and consideration.
Jacob Wood, Deputy City Manager, summarized the recommendations for the Governing Body a s
follows: (I) authorize city staff to submit a BASE grant application for the Drever Housin g
Development project, commit $1 ,000 ,000 as a local cash match and give the Mayor authority to sign
a letter of commitment to be included in the application ; (2) authorize city staff to submit a BASE
grant application for the Holmes Road Improvement project, commit $2 , 7000 ,000 as a local cash
match and give the Mayor authority to sign a letter of commitment to be included in the application ;
(3) authorize city staff to submit a BASE grant application for the Aero Plains Housing Development
project with the local match being funded by the developer; (4) authorize commitment of $1 ,300,000
as a local cash match for the North Side Industrial Park Wastewater and Rail Realignment project

and authorize the Mayor to sign a letter of commitment and support to be included with the BASE
grant application; and (5) authorize the Mayor to sign a letter of support for the University Housing
project to be included in the BASE grant application.
Moved by Commissioner Ryan , seconded by Commissioner Lenkiewicz, to authorize city staff to submit a
BASE grant application for the five (5) proposed projects including the proposed local matches detailed and
authorize the Mayor to sign a letter of commitment and support to be included in the application. Aye: (5).
Nay (0). Motion carried.
Mike Schrage, City Manager, clarified that three (3) of the applications would be submitted by the City of
Salina, one would be submitted by the Salina Community Economic Development Organization and one
would be submitted by Saline County.

Moved by Commissioner Ryan , seconded by Commissioner Longbine, that the special meeting of the Board
of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The meeting adjourned at 3:26
p.m.
