02-14-2022 Minutes- L "' "' z c.. w "' .s «i (/) i :!l g c: 8 22-0036 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS February 14, 2022 4:00 p.m. Mayor Davis asked the Clerk for verification that notice had been sent for today 's City Commission meeting . The Clerk replied yes . The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107 , City- County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence . Those present and comprising a quorum : Mayor Trent W. Davis, M.D. (presiding), Michael L. Hoppock, Greg Lenkiewicz, Bill Longbine and Karl Ryan. Also present: Mike Schrage , City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee , Assistant City Manager, Greg Bengtson , City Attorney ; and JoVonna A. Rutherford , City Clerk. A WARDS AND PROCLAMATIONS (3.1) Recognition of the week of February 20 1h through February 26°1, 2022 , as Engineers Week in the city of Salina. Kris Upson, President of the Smoky Valley Chapter of KSPE, read the proclamation and announced related activities. (3 .2) Recognition of the month of February, 2022 , as Teen Dating Violence Awareness Month in the city of Salina. Angie White, Parent/Child advocate for DVACK, read the proclamation and announced related activities. CITIZENS FORUM Debrah Corrales, Salina, Kansas , presented information about breed specific legislation and different cities starting to repeal bans. Norman Manne!, Salina, Kansas, provided his thoughts about water issues in the United States. Leslie Bishop , Executive Director of Salina Downtown , Inc. thanked city street crews for assisting them in putting up and taking down the snowflakes displayed downtown. Greg Bengtson, City Attorney, addressed a question that had been posed related to signs being utilized by citizens during the meeting; and , as such , confirmed under meeting rules, no signs of any form were allowed. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None . CONSENT AGENDA (6.1) Approve the minutes of February 7, 2022 . Moved by Commissioner Ryan , seconded by Commissioner Hoppock, to approve the consent agenda as oresented. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (7.1) Approve Ordinance No. 22-11096, on second reading, amending the Salina Zoning Ordinance to add Section 42-229.1 establishing regulations for short term RV parking at travel plazas and hotel and motels within the city and amending Sections 42-318 and 42-339 to add short term RV parking as a listed conditional use in the C-5 and C-7 zoning districts . Moved by Commissioner Ryan , seconded by Commissioner Longbine, to approve Ordinance No. 22-11096 , on second reading. A roll call vote was taken. Aye: (5). Nay (0). Motion carried . (7.2) Approve Resolution No. 22-8021, appointing members to citizen boards , commissions and committees. Mayor Davis announced the board appointments. Commissioner Hoppock stated his reasoning for voting against the Planning Commission appointment. Commissioner Longbine voiced a concern about the Tree Advisory Board appointee not being a resident of Salina. A discussion followed related to a vote on the resolution and residency requirement for boards and commissions . Moved by Commissioner Ryan , seconded by Commissioner Longbine , to approve Resolution No . 22-8021 , appointing members to citizen boards, commissions and committees. Aye: (4). Nay (1 -Hoppock). Motion carried . (7.3) Salina Fieldhouse QALICB /Leverage Lender, Inc. (7.3a) Approve Resolution No. 22-8015, appointing members to the Salina Field House Qualified Active Low-Income Community Business, Inc . (7.3b) Approve Resolution No . 22-8016 , appointing members to the Salina Field House Leverage Lender Inc. Debbie Pack, Director of Finance and Administration , explained the request, fiscal impact and action options . A brief discussion took place regarding the process of appointments and reappointments. Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to approve Resolution No. 22-8015 , appointing members to the Salina Field House Qualified Active Low-Income Community Business, Inc. Aye: (5). Nay (0). Motion carried . Moved by Commissioner Ryan , seconded by Commissioner Hoppock, to nominate and appoint Trent W. Davis, M.D. to the Salina Field House Leverage Lender, Inc. Aye: (5). Nay (0). Motion carried. Moved by Commissioner Ryan , seconded by Commissioner Lenkiewicz, to approve Resolution No. 22- 8016 , as amended, appointing Trent W. Davis , M .D . to the Salina Field House Leverage Lender, Inc. Ay e: (5). Nay (0). Motion carried. (7.4) Approve Resolution No . 22-8018 , authorizing the purchase and installation of a prefabricated metal building in the General Services compound to house automated sanitation packer trucks . Debbie Pack, Director of Finance and Administration , explained the request, fiscal impact and action options. Page 2 ,... A discussion followed related to where the trucks are currently parked, the number of trucks and the value of each. Ill 22-0042 Moved by Commissioner Ryan, seconded by Commissioner Lenkiewicz, to approve Resolution No. 22- 8018 , authorizing the purchase and installation of a prefabricated metal building in the General Services compound to house automated sanitation trucks . "' "' 22-0043 (7.5) Approve Resolution 22-8019 , authorizing and providing for the design and construction of the new Fire Station #4 in the amount of $5 ,000 ,000 and authorize the issuance of Temporary Notes and /or General Obligation Bonds to pay the costs thereof. Debbie Pack, Director of Finance and Administration, explained the request, fiscal impact and action options. Commissioner Hoppock suggested the new commissioners tour the current fire station . Commissioner Longbine indicated there were still a lot of things going on with the Fire Department and had hoped this would be delayed until the Fire Department was in a good place ; however, he also indicated he had no qualms getting the ground work going. Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to approve Resolution No. 22-8019 , authorizing and providing for the design and construction of new Fire Station #4 and authorizing the issuance of Temporary Notes and/or General Obligation Bonds of the City to pay the costs thereof. Aye: (5). Nay (0). Motion carried . (7.6) Approve Ordinance No. 22-11098 , on second reading, requesting the annexation of a 53 .26 acre tract of land located east of Centennial Road between Schilling Road and Magnolia Road. Mayor Davis stated the ordinance was approved on first reading on February 7, 2022 ; and , since that time no comments had been received. A discussion took place regarding access to the land , current ownership, platting, easement and emergency access. 22-0044 Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to approve Ordinance No. 22-11098 on second reading . A roll call vote was taken. Aye: (5). Nay (0). Motion carried . 22-0045 (7.7) Approve Ordinance No. 22-11099 , on second reading, exempting certain property in the city of Salina, Kansas , from ad valorem taxation for economic development purposes. Mayor Davis stated the ordinance was approved on fir st reading on February 7, 2022; and, since that time no comments had been received. Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to approve Ordinance No. 22-11099 on second reading. A roll call vote was taken. Aye: (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS None . OTHER BUSINESS Mayor Davis inquired about an update from the Law Enforcement Citizen Review Board. Mike Schrage, City Manager, indicated it was planned as a study session in the near future.
