Regular Meeting of the Board of Commissioners Wiay 5th,
1924. Meeting Wass called to order by Mayor r''argett, the roll
was called and Commissioners Hargett, Dyar and Cambers and
City Attorney Norris responded.
The minutes of the Regular T''teeting of April 28th, 1924
were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes..'
On motion of-CommIsioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chamb-
ers (3) Nays t0) The rlayor approved the same and is numbered
2 967 .
An ordinance was introduced fo second reading entitled:
An ordinance amending Section 1 of rdinance lumber 2919 entitled,
'An ordinance amending Ordinance No. 2906 entitled, "An ordinance
relating to salaries and compensation of officers and employees
of the City of Salina, h-ansas and repealing Ordinance 1 umber
2425 of the City of Salina, Kansas, and repealing such parts of
Ordinance ilumber 2906 as are in conflict herewith, and repealing
said original Oection 1 of Ordinance No. 2919.11
On motion of Commissioner Chambers the ordinance was read.

Dyar and Chambers (31 ays' `0) The payor approved the same
and is numbered 2968.
An Ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City
of �zlina, Kansas to pay the cost of excavzting, grading and
aving ,Una_versity_ glace in sa id City from the west line of
aker ofr- eet to the east line of Missouri Pacific Railroad
Right-of-way therein, and relating to and providing for the
collection and payment of such assessments.
On motion of Commissioner Dyar the ordinance was read and
adopter by sections and on its final adoption the roll was

AND, '=REAS, the engineer.t s preliminary estimate of the
cost of such improvements is 033,080.00$
AND, WHEREAS the cost of such improvements is authorized to
be paid for iii whole or in part, by the issuance of bonds.
AND,-VIHEREAS, in the contracts heretofore entered into be-
tween C. P; Barrington, the contractor, and the City of Salina,
Kansas, it has been provided that payments shall be made to said
contractor in partial estimates in cash or in warrants.
.AND, ??IiEREAS, the engineer has now filed reportx showing that
there is now due the contractor the sum of �P32,122.36 on work
completed under the above contracts, and such estimates have been
approved and accepted by the Board of Commissionees, said Estimate
Vo. 1 for u�12,632.27,being for X5,017.47 on the improvements first
above described and 47,614.80 on the improvements last above de-
scribed, and Estimate No. 2 being for X19,490.36 on the improve-
ments first above described.
AND, WHEREAS, under Section 10-123 the nevised Statutes of
nansas, 1923, proper and full authority is conferred upon the City
of alina Kansas to issue its TeM2orary Notes for the purpose
of providing fhe payment of partial estimates under said con-
tract,
NOW THERE FORE, BE IT RESOLVED, by the Board of Commissioners
of the City of Galina, Kansas,
That the 14ayor and City Clerk be and they are hereby author-
ized to issue Temporary Notes of the City of Galina, "-ansas in
the sum of 4123,632.27 dated April 22nd, 19241, and in the sum
of '19,490.36 dated April 29th, 1924, being the dates of the
approval of said engineer s estimates, said sums being for the
amount of work now completed under the above contracts.
Sa id notes are to draw interest at the rate of 1-1/4;1 per
annum from their respeeftive dates to the date on which they are
retired and that a said notes -be delivered to sa id C. P. Barring-
ton or to his order, in exchange for and upon the return of the
scrip or warrants heretofore issued and delivered in the amounts
above mentioned pursuant to Ordinance umber 2464 and Ordinance
Number 2466 of the City of Salina.

"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of curbing, guttering, excaysting,
grading and paving of Spruce treet in said City from the west
line of Baker treet to the east line of Phillips Stredt, there-
in, and relati:g to and providing for the collection and payment
of such assessments.
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
6a lina, Kansas, to pay the cost of curbing, guttering, excavat-
ing, grading and paving Morrison Avenue in said City from the west
line of Tenth Street to the east line of Eleventh Street therein,
and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Dyar same was referred to the
Board of Commissioners.

in said City from the south line of Mulberry Street south to the

On motion of Commissioner Chambers same was referred to the
Board of Commissioners.

City Manager Layton reported unfavorable on the petition ask-
ing for the vacation of alley between Lots 66 and 68 in Kansas
Wesleyan University Grounds. Report addopted by Board of Comiissiorf
ers.
An ordinance was introduced for first reading entitled: "An
ordinance relating to the construction of buildings and the issuing
of permits therefor, and providing penalties for violations hereof
and repeaing all ordinances and parts of ordinances in conflict
herewith..'
On motion of Commissioner Chambers same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance regulating the business of plumbing, drainage and
ventilation of buildings and repealing ail ordinances or parts
thereof in conflict with this ordinance.
On motion of Commissioner Dyar same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled:
"A n ordinance repealing Section One (1) of Ordinance 14umber 2801
entitled, An ordinance regulating the sale of gasoline 6from ch.rb
filling stations within the fire limits of the City of alines,
passed and approved June 11th, 1923."
On motion of Commissioner Chambers same was referred to the
Board of Coru'iissioners.
On motion of Commissioner Dyar, Board of Commissioners adjournel
