COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
NOVE11BER 26th, 1923.
Regular meeting of the Board of Commissioners November
26th, 1923. Meeting was called to order by Mayor Hargett, the
roll was called and Commissioners Hargett, Dyar and Chambers
and. City Attorney Norris responded.
The minutes of the Regular Meeting of November 19th, 1923
were read and approved as read.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of a certain claim."
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the followi vote was had; Ayes: Hargett, Dyar and Chamb-
ers (3) Nays:(0) The Mayor approved the same and is numbered
2879.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of a certain claim."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2880.

On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and, the following vote was had; Ayes: Hargett, Dyar and Chambers
(3) Nays: (0) The Mayor approved the same and is numbered

An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of a certain claim."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
znd Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2882.
A petition was received from property owners protesting
against the establishing of a cleaning plant on South Tenth Street.
No action taken.
Commissioner Dyar moved that an ordinance be prepared
authorizing the construction of certain sewers in Salina, Kansas
in accordance with resolutions heretofore passed by the Board of
Commissioners, same to be introduced for first reading at the
next Regular Meeting.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Beloit Avenue in the /city of Salina, Y'an-
sas from the west line or ganEg_a venue to the east line of
Ninth Street in said City, and providing for the cost thereof, how
the same shall be assessed and the manner of payment therefor.'=
On motion of Commissioner Chambers the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar ami Chamb-
ers (3) Nays: (0) The Mayor approved the same and is numbered
2883.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving Ellsworth Avenue in the City of Salina, Kansas
from the west line o an a Fe AveHue to the east line of Highland
Avenue in said City, and providing for the cost thereof, hR,w the
same shall be assessed and the manner of payment therefor.
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was hzd; Ayes: Hargett, Dyar and Chamb-
ers (3) Nays: (0) The Mayor approved the same and is numbered
2884.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving Eleventh Street in the City of Salina, Kansas
from the south line of Morrison Avenue to the north line of
Washington Avenue in said City, and providing for the cost there-
of, how the same shall be assessed and the manner of payment
therefor."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar and
Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2885.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering excavating,
grading and paving Eleventh Street in the City of Aalina, Kansas
from the north line "57 MOE STreetto the south line of Elm
Street in said City, and providing for the cost thereof, how the
same shall be assessed and the manner of payment therefor."
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chamb-
ers (3 ) Nays: (0 ) The Mayor approved the sante and is numbered
2886.
An ordinance was introduced for second reading entitled:;
"An ordinance providing for the curbing, guttering, excavating,
grading and. paving of Eleventh Street in the City of Salina,
Kansas from the north line or Washington Avenue to the north line
of Prescott Avenue in said City, and providing for the cost
thereof, how the same shall be assessed and the manner of pay-
ment therefor. +r
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following votr was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and
is numbered 2887.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Front Street in the City of Salina, Kansas
from the north line of reeT_to the south line of Pine
Street in said City, and providing for the cost thereof, how
the same shall be assessed and the manner of payment therefor, _
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the followinj vote was had; Ayes: Hargett, Dyar and Chamb-
ers (3 ) Nays: 0 ) The Mayor approved the same and is numbered
2888.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving Highland Avenue in the City of Salina, Kansas
from the south line of-7epubllcAvenue to the north line of
Beloit Avenue in said City, and providing for the cost thereof,
how the same shall be assessed and the manner of payment there -
f or."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2889.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of ,M r�rison Avenue in the City of Salina, Kan-
sas. from the west line or Tenth street to the east line of Elev-
enth Street in said City, and providing for the cost thereof,
how the same shall be assessed and the manner of payment there-
for."

On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had: Ayes: Hargett, Dyar and Chambers
(3) Nays: (0) The Mayor approved the same and is numbered 2890.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering excavating,
grading and paving Mulbbr Street in the City of Llina, Kansas
from the east line or Fii'htree to the west line of Second Street
in said City, (except the intersections of Third Street and Fourth
Street which are already paved) and providing for the cost thereof

On motion of Commissioner Chambers the ordinance was read and
adopted by sections and on its final adoption the roll was called

An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Putnam Avenue in the City of Salina Kansas
from the south line of SoUEE SE ewe`E—to the north line of Aorrison
Avenue in said City, and providing for the cost thereof, hpw the
same shall be assessed and the manner of payment therefor.
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chambers
(3) Nays: (0) The Mayor approved the same and is numbered 2892.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Prescott Avenue in the City of Salina, Kan-
sas from the west line or Eleventhreet to the west line of
Twelfth Street, south, in said City, and providing for the cost
thereof, how the same shall be assessed and the manner of payment
therefor."
On motion of Commissioner Chambers the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chambers
(3) Nays: (0) The Mayor approved the same and is numbered 2893.

"An ordinance providing for the excavating, grading and paving of
Ill of the unpaved portion of Santa Fe Avenue in the City of Salina,
ansas, in the center of said an a WvVenue as now occupied by
the tracks of the Salina Street R ilway Company, from a point 230
feet south of South Street to thenorthline of Beloit Avenue
therein, providing for the cost thereof, how the same shall be
assessed and the manner of payment therefor,rr

On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chambers
(3) Nays. (0) The Mayor approved the same and is numbered 2894.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing and guttering, excavating,
grading and paving Sunset Drive in the City of Salina, Kansas from
the west line of Nin i tr`eet-Thence west to Highland Circle in
said City, and providing for the cost thereof, how the same shall
be assessed and the manner of payment therefor."
On motion of Commissioner Chambers the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargett, Dyar and Chambers
(3) Nays: (0) The Mayor approved the same and is numbered 2895.

"An ordinance providing for the curbing, guttering, excavating,
grading and paving Thirteenth Street in the City of Salina, Kan-
sas, from the north e o e eet to the south line of
Ash Street in said City, and providing for the cost thereof, hRw
the same shall be assessed and the manner of payment therefor.
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3 ) Nays: (0 ) The Mayor approved the same and
is numbered 2897.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, and guttering of Third
Street in the City of Szlina, Kansas from the south line of-
Mull`'erry Street thence south to the Smoky gill River in said
City, and providing for the cost thereof, how the same shall be
assessed and the manner of payment therefor.11
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and
is numbered 2898.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the excavating, grading and paving
of UniversitZ Place in the City of Salina, Kansas from the
wesf line of baker Street to the east line of the Missouri
Pacific Railroad Right -of -Way in said City, (except the inter-
sections of Phillips Street and College Avenue -which are already
paved) and providing for the cost thereof, how the same shall be
assessed and the manner of payment therefor.""
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and
is numbered 2899.
On motion of Commissioner Dyar, Board of Commissioners
adjourned.
