JULY 9th, 1923.
Regular 11eeting of the Board of Commissioners, July 9th,
1923. I,ieeting was called to order by Mayor Hargett, the roll
was called and Commissioners Hargett, Dyar and Chambers and City
Attorney Norris responded.
The minutes of the Regular Meeting of July 2nd., 1923, and
the Special Meeting of July 6th, 1923 were read and approved as
read.
Chas. H. Bren, Secretary of the Chamber of Commerce made
certain recommendations to the Board of Commissioners, and on mo -.t.
tion of Commissioner Chambers same were ordered filed.
An Ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of a certain claim."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its finaladoption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and
is numbered 2815.
An ordinance was introduced for second reading entitled:
"An ordinance requiring the payment of certain sums into the
City Treasury of the City of Salina, Kansas and providing for the
certification to the County Clerk of certain scans not paid in
and to be assessed as taxes against certain land."
On motion of Commissioner Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Hargrtt, Dyar and Chamb-
ers (3) Nays: (0) The Mayor approved the same and is numbered
2816.
An ordinance was introduced for second reading entitled:
"An ordinance requiring the payment of certain sums into the
City Treasury of the City of Salina, Kansas and providing for the
certification to the County Clerk of certain sums not paid in
and to be assessed as taxes against certain land."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its finala doption the roll was
called and the following vote was had; Ayes: Hargett, Dyar
and Chambers (3) Nays: (0) The Mayor approved the same and
is numbered 2817.

certification to the County Clerk of certain sums not paid in
and to be assessed as taxes against certain land."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Hargett, Dyar and
Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2819.

"An ordinance requiring the payment of certain sums into the
City Treasury of the City of Salina, Kansas and providing for
the certification to the County Clerk of certaim sums not paid
in and to bd assessed as taxes against certain land."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final a doption the roll was
called and the following vote was had; Ayes: Hargett, Dyar and
Chambers (3) Nays: (0) The Mayor approved the same and is
numbered 2821.
R. A. Rearwin appeared before the Board of Commissioners
and asked for a special permit to construct a corrugated iron
shed on North Santa Fe Avenue.
On motion of Commissioner Chambers special permit was
granted.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of excavating, grading, park -curb-
ing and paving Ash Street in the City of Salina, Kansas from the
west line of Penn Avenuo the west line of Oakdale Avenue in
said City, and relating to and providing for the collection and
payment of such assessments."
On motion of Commissioner Dyar same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of curbing, guttering, excavating,
grading and paving Minneapolis Avenue in the City of Salina,
Kansas from the west line of Santa e Avenue to the east line of
Highland Avenue therein, and relating to and providing for the
collection and payment of such assessments."
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning; and levying special
assessments on tertian lots and pieces of ground in the City of
Salina, Kansas to pay the cost of curbing, guttering, excavating,
grading and paving Phillips Street in said City from the north
line of Ash Street to t e south line of Park Street therein, and
relating to and providing for the collection and payment of such
assessments."
On motion of Commissioner Dyar same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of curbing, guttering, excavating, ,
grading and paving Wilson Street in said City from the west line
of Highland Avenue to the eas ne of Ninth Street therein, and
relating to and providing for the collection and payment of such
assessments."
On motion of Commissioner Chambers same was referred to the
Board of Commissioners.
A petition was presented asking for the construction of a
sewer on Center Street from Fourth Street east about 700 feet.
Same was referred to the City Manager.

A petition was received asking for the location of an incan-
descent light in the alley between Fourth and Fifth Streets, mid-
way between Iron Avenue and Walnut Street.
On motion, same was referred to the City Manager.
CitT Manager, W. A. Layton appointed A. L. Rinard as
Merchants Police, and on motion of Commissioner Dyar the appoint-
ment was confirmed.
Application for pool hall license was receeved from 11. X.
Shaw, and on motion of Commissioner Dyar same was granted subject
to the approval of the Welfare Board.
An ordinance was introduced for first reading entitled: "An
ordinance ratifying and confirming an agreement between the City
of Salina and the Union Pacific Railroad Company relative to the
payment of the cost of paving, curbing and guttering Fourth
Street north of the south line of Lot 120 on Fourth Street and
across private property belonging to said Union Pacific Railroad
Company, determining the amount to be paid and the manner of pay-
ment thereof."
On motion, same teas referred to the Board of Commissioners.
City Engineer submitted a report relative to the paving of
Fifth street from Elm Street to North Street, showing that the
majority of the resident property owners owning a majority of the
square feet in said block signed the remonstrance, therefore re-
ported that said resolution adopted and approved by the Board of
Commissioners is defeated.
J. J. Eberhardt, submitted his resignation as a member
of the Board of Trustees of the 1,1emorial, and on motion of Com-
missioner Dyar same was accepted.
Mayor Hargett appointed Dr. L. S. Nelson to fill vacancy
caused by the resignation of J. J. Eberhardt as a member of the
Board of Trustees of the Memorial Hall, and on motion of Commis-
sioner Chambers tree appointment was confirmed.
City i,Ianager V1. A. Layton, appointed G. W. Dickerson as
Assistant Chief of Police, and on motion of Commissioner Dyar the
appointment was confirmed.
On motion. of Commissioner Chambers, Board of Commissioners
adjourned.
