Regular 111eeting of the Board of Commissioners, July 2nd, 1923. 1v1eeting was called to order by Mayor Hargett, the roll was called and Commissioners Hargett, Dyar and Chambers and City Attorney Buzick responded. The minutes of the Regular Meeting of June 25th, 1923, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." Un motion of Commissioner Dyar the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; ayes: Dyar, Hargett and Chambers (3) mays: (0) The I,Iayor approved the same and is numbered 2812. An ordinance was introduced for first reading entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Chambers the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar, Hargett and Chambers (3) Nays: (0) The Mayor approved the same and is numbered 2813. An ordinance was introduced for first reading entitled: "An ordinance granting to The Salina Northern Railroad Company its successors and assigns the right to construct, maintain and operate rail,,iay tracks upon and across certain streets, alleys and public grounds in the City of Salina, Kansas. On motion, same was referred to the City Attorney. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of,ground in the City of Salina, Kansas to pay the cost of curbing, guttering, excavating grading and paving Ninth Street in said City from the south line of Crawford Avenue to the north line of Republic Avenue therein, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Chambers the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hargett, Dyar and Chambers (3) Nays: (0) The Mayor approved the same and is numbered 2814. Roy Bendure, Assistant Chief of Police of the City of Salina, Kansas, submitted his resignation to take effect July 1st, 1923. On motion of Commissioner Dyar same was accepted by the Board of Commissioners. — Performance Bond of 11. R. Amerman, for the paving of certain streets -was presented, and on motion of Commissioner Chambers same was accepted and ordered filed. A communication was received from `i'lie Board of Education asking for the installation of an arc light at the corner of Cedar and Baker Streets. On motion of Commissioner Dyar same was referred to the City Manager. A. R. Buzick, submitted his resignation as City Attorney of the City of Salina, Kansas, to take effect Monday, July 2nd, 1923. On motion of Commissioner Dyar same was accepted by the Board of Commissioners. City Manager W. A. Layton appointed W. S. Norris as City Attorney to fill unexpired term of A. R. Buzick., and on motion of Commissioner Chambers same was confirmed by the Board of Com- missioners. The following resolution eras introduced for second reading: BE IT R E.SOLVED by the Board of Commissioners of the City of Salina, Kanso s that the curbing, guttering, excavating; grading and paving of Thirteenth Street in the City of Salina, Kansas from the north 11ne of 'State Street to the south line of Ash Street in said City, be and the same is hereby determined to be a necessary improvement, and that said Thirteenth Street in the City of Salina, Kansas be curbed, guttered, excavated, graded and paved within the limits above defined. The following resolution was introduced for second reading: BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas that the curbing, guttering? excavating, grading and paving of Sunset Drive in the City of Salina, Kansas from the west line of ids Strwest to highland Circle in said City be and the same is hereby determined to be a necessary improvement, and that said Sunset Drive in the City of Salina, Kansas be curbed, guttered, excavate, graded and paved within the limits above defined. On motion of Commissioner Dyar same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance requiring the payment of certain sums into the City Treasury of the City of Salina, Kansas and providing for the certification to the County Clerk of certain sums not paid aryl to be assessed as taxes against certain land." + On motion of Commissioner Chambers same v7as referred to the Board of Commissioners. On motion of Commissioner Chambers same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance requiring the iDayment of certain sums into the City Treasury of the City of Salina, Kansas and providing for the certification to the County Clerk of certain sums not paid in and to be assessed as taxes against certain land." On motion of Commissioner Dyar same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance requiring the payment of certain sums into the City Treasury of the City of Salina, Kansas and Providing for the certification to the County Clerk of certain sums not paid in and to be assessed as taxes against certain land." On motion of Commissioner Chambers same was referred to the Board of Commissioners. Applications for pool hall licenses for the last half of 1923 were received from: C. M. Allen, C. H. Benjamin, W. A. Wilhelm, W. E. Gordon, King & Whitzel Lorin 0. is ilhelm Geo. Holzmeister Lamer Pool Hall, Clayton Pool Hall, Geo. McCullick. On motion of Commissioner Dyar, same were granted. The appraisers reports for the curbing, guttering, excavat- ing, grading and paving: Ash Street from Oakdale Avenue to Penn Avenue, Iiinneapolis Avenue from Santa Fe to highland; Phillips Street from Ash to Park Streets; V!ilson Street from Highland to Ninth; were received, and on motion of Commissioner Chambers, r'riday July 6th, 1923 at 5:00 P. M. was designated as a special meeting, at which time the reports will be taken up and acted upon by the Board of Commissioners, and all persons affected by such improvements can be present and heard if they so desire, and that the City Clerk give notice in the official City paper as provided by lava. On motion of Commissioner Dyar, Board of Commissioners adjourned, until Friday, July 6th, 1923 at 5:00 P. M. City Ulerk. 71
