COMMISSIONERS PROCEEDINGS, REGULAR MEETING.

JUNE 25th, 1923,
Regular Meeting of the Board of Commissioners, June 25th,
1923. Meeting was called to order by Acting Mayor Dyar, the
roll was called and Commissioners Dyar and Chambers and Acting
City Attorney Norris responded. Commissioner Hargett and City
Attorney Buzick absent.
The minutes of the Regular Meeting of June 18th, 1923
were read and approved as read.
Bids were received for the changing of curbs at certain
street intersections from:
M. R. Amerman.
Commissioner Chambers moved that bid be rejected.
The Derby Oil Company presented a proposition asking for
the location of oil tank at Ninth and Bishop Streets. Game
was taken under advisement by the Board of Commissioners.
An Ordinance was introduced for sec and reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the excavating, grading, park -
curbing and paving Ash Street in the City of Salina, Kansas from
the west line of Oakdale Avenue to the west line of Penn Avenue
in said City."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Dyar and Chambers
(2) Nays: (0) Commissioner Hargett absent. The iylayor approved
the same and is numbered 2804.
An ordinance was introduced for second readirp, entitled:
"An ordinance specifying and selecting the paving material_ to be
used and letting a contract for the curbing, guttering, excavat-
ing, grading and paving Minneapolis Aveunue in the City of Salina,
Kansas from the west line or Sa'ntaFe Avenue to the east dine of
High3and Avenue in said City."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the b1 lowing vote was had; Ayes: Dyar and Chambers
(2) Nays: (0) Commissioner Hargett absent. The 111ayor approved
the same and is numbered 2805.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering, exca-
vating, grading and paving Phillips Street in the City of Salina,
Kansas from the north line of As street to the south line of
Park Street in said City."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar and Chambers
(2) Nays: (0) Commissioner Hargett absent. The Mayor approved
the same and is numbered 2806.
An Ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering exca-
vating, grading and paving Wilson Street in the City of Salina,
Kansas from the west line of highland A enue to the east line of
Ninth Street in said City."
On motion of Commissioner Chambers the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Chambers (2)
Nays: (0) Cbnnissioner Hargett absent. The 1viayor approved the
same and is numbered 2807.

An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City
of Salina, Kansas to pay the cost of curbing, guttering, excavat-
ing, grading and paving Crawford Avenue in said City from the
west line of Tenth Street o the west line of Ninth Street
therein, and relating to and roviding for the collection and
payment of such assessments .'
On motion of Commissioner Chambers the ordinance was
read and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Chambers and
Dyar (2) Nays: (0) Commissioner Hargett absent. The Mayor
approved the same and is numbered 2808.
An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special
assessmnets on certain lots and pieces of ground in the City
of Salina, Kansas to pay the cost of curbing, guttering, exca-
vating, grading and paving Fourth Street in said City from
the north line of South Street o the intersection of said
street and the Smoky Hill River south of the Iron Avenue Bridge
in said City, and relating to and providing for the collection
and payment of such assessments."
On motion of Commissioner Chambers the ordinance was
read and adopted by sections and on its final adoption the
roll was calldd and the following vote was had; Ayes: Dyar
and Chambers (2) Nays: (0) Commissioner Hargett absent.
The Mayor approved the same and is numbered 2809.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of a certain claim."
On motion of Commissioner Chambers the ordinance was
read and adopted by sections and on its final adoption the roll
was called and tre following vote was had; Ayes: Dyar and
Chambers (2) Nays: (0) Commissioner Hargett absent. The
Mayor approved the same and is numbered 2810.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of a certain claim."
On motion of Commissioner Chambers the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Chambers (2) Nays: (0) Commissioner Hargett absent. The
Mayor approved the same and is numbered 2811.
A remonstrance was presented protesting against the
curbing, guttering, excavating, grading and paving of Fifth
Street from Elm Street to North Street. Same was referred to
the City Engineer.
The following resolution was introduced for second read -
ing:
BE IT RESOLVED by the Board of Commissioners o f the
City of Salina, Kansas that the curbing, guttering, excavating,
grading and paving Ellsworth Avenue in the City of Salina,
Kansas from the west line of Santa Fe Avenue to the east line
of Highland Avenun in said City be and the same is hereby
determined to be a necessary improvement, and that said Ellsworth
Avenue in the City of Salina, Kansas be curbed, guttered, exca-
vated., graded and paved within the limits above defined.
Introduced for first reading, June 18th, 1923.

On motion of Commissioner Chambers the resolution was
adopted as read and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Chambers (2)
Nays: (0) Commissioner Hargett absent.
A resolution was introduced fox, first reading providing
for the curbing, guttering, excavating, grading and paving
Thirteenth Street in the City of Salina, Kansas from the north
line of State Street to the south line of Ash Street in said
City.
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
A resolution was introduced for first reading providing
for the curbing, guttering, excavating, grading and paving Sunset
Drive in the City of Salina, Kansas from the west line of Ninth
Street west to Highland Circle in said City."
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying spedial
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of curbing, guttering, excavating,
grading and psving Ninth Street in said City from the south line
of Crawford Avenue to the nor h line of t�epublic kvenue therein,
and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Chambers, same was referred to
the Board of Commissioners.
T. Marion Crawford submitted a bid for concession privileges
July 4th, 1923, during the automobile races.
On motion of Commissioner Chambers same was accepted.
Application for the location of a curb pump at the corner
of Ellsworth Avenue and Santa fe Avenue, also one at 214 South
Oakdale Avenue was received and referred to the City Manager.
On motion of Commissioner Chambers, Board of Commissioners
adjourned.

The following resolution was introduced for second reading:
BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas that the curbing, guttering, excavating,
grading and paving Front Street in the City of Salina, Kansas
from the north line of Elm treet to the south. line of Pine
Street in said City, be and the same is hereby determined to be
a necessary improvement, and that said Front Street in the City
of Salina, Kansas be curbed, guttered, excavated, graded and
paved within the limits above defined.
Introduced for first reading, June 18th, 1923.
