Consider awarding the bid for project number 22003, 2022 Pavement Sealing to Circle C Construction
of Goddard, Kansas in the amount of $287,776.91 with a $14,388.85 (5%) construction contingency for
a total project authorization not to exceed $302,165.76 and authorizing the City Manager to execute a
contract with Circle C Construction of Goddard, Kansas upon fulfillment of all prerequisites under the
bid documents.
BACKGROUND:
This project primarily consists of sealing cracks for approximately 23.5 centerline miles/200 city blocks,
the purpose of which is explained in the attached brochure. Additional operations in the project include:
sweeping a concrete street and a concrete parking lot that are being crack sealed, since concrete cracks
are usually wider and contain enough debris that sweeping is necessary; and utilizing the equipment
used to prepare the cracks for sealing to blow out (clean) the expansion joints and deck drains at eight
bridges around town.
Bids were received for this project on
Thursday, January 13, 2022, and are as
shown at right:
The low bidder has successfully provided
crack seal and chip seal services for the
City of Salina for many years, most
recently in 2020.
FISCAL NOTE:
The 2022 Streets sub-CIP budget
includes $529,243.00 of gas tax funds for
Streets, all of which remains for this
purpose.

COMMISSION ACTION OR RECOMMENDED ACTION:
Staff has identified the following options for the City Commission's consideration:
1.) Approve a motion awarding the bid for project number 22003, 2022 Pavement Sealing to Circle
C Construction of Goddard, Kansas in the amount of $287,776.91 with a $14,388.85 (5%)
construction contingency for a total project authorization not to exceed $302,165.76 and
authorizing the City Manager to execute a contract with Circle C Construction of Goddard,
Kansas upon fulfillment of all prerequisites under the bid documents.
2.) Approve a motion awarding the bid for project number 22003, 2022 Pavement Sealing to Circle
C Construction of Goddard, Kansas with amendments as the City Commission deems
appropriate and authorizing the City Manager to execute a contract with Circle C Construction of
