1.0 CIMCITY COMMISSION INFORMATION MEMORANDUM February 7, 2022 ADMINISTRATIVE BRIEF FROM NATALIE FISCHER HUMAN RESOURCES Pay Plan and Classification Study Update During the October 4, 2021 City Commission meeting, the Governing Body approved an agreement with Evergreen Solutions to conduct a pay plan and classification study. Since that time, staff has worked with Evergreen to provide a lot of information about City of Salina policy, practices, and data. An Evergreen Solutions representative came to Salina January 10-11, 2022, to meet with employees, provide information and receive feedback. Employees were given the opportunity to attend one of six different orientation sessions and one of five different focus groups at Tony's Pizza Event Center. Social distancing was observed at sessions. For those unable to attend, an orientation video recording has been made available. Employees are in the process of completing survey information regarding their roles and responsibilities so that Evergreen representatives can gain a thorough understanding of what they do. Evergreen will soon be working on market data. The estimated completion is April 2022, but staff will provide additional updates as the project progresses. Time and Attendance Implementation Update During the November 22, 2021 City Commission meeting, the Governing Body approved an agreement with Andrews Technology to provide a time and attendance system. With the exception of Kenwood Cove, the City of Salina currently does not have timeclocks. Andrews Technology is supplying timeclock equipment along with Novatime software and support. Staff has been working with Andrews Technology staff assigned to this project to determine settings and receive guidance on software structure. City of Salina department heads and their designated staff have been tasked with completing requests for information. Staff in various departments will become more involved in the coming months to fine-tune the software programming and begin testing. By early February, an updated detailed project plan will be created but the tentative timeline for employee and supervisor training is April 2022 with a go -live date for equipment and software of June 2022. We have not determined if it will be best to phase-in departments or to do the entire organization at the same time, but that determination will be made in the coming weeks as we work through department -specific configurations and schedule variances.
