Regular Meeting of the Board of Commissioners April
23rd, 1923. Meeting was called to order by Mayor Hargett, the
Poll was called and Commissioners Hargett, Dyar and Chambers
and City Attorney Buzick responded.
The Minutes of the Regular Meeting of April 16th, 1923,
and Adjourned Meeting of April 20th, 1923 were read and approved
as read.
J. F. Barwick appeared before the Board of Commissioners
and asked permission to have the curbing in front of his property
in the parking in the center of Claflin Avenue removed, offering
to defray the expense of said removal.
On motion, the matter was taken under advisement by the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salinaansas to pay the cost of excavating, grading and paving
Eleventh Street in the City of Salina, Kansas from the north line
oT Walnutreet to the south line of Iron Avenue in said City,
and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Dyar same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning; and levying special
assessments on certain lots and pieces of ground in the City of �-
Salina, Kansas to pay the cost of excavating, grading, curbing,
guttering, park -curbing and paving Claflin Avenue in the City
of Salina, Kansas from the west line o an a e Avenue to the
west line of Highland Avenue in said City, and relating to and
providing for the payment and collection of such assessments."
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of excavating, grading, park -curb-
ing and paving Claflin livenue in the City of Salina, Kansas
from the east line of 6anEa-Fe A enue to the west line of Fourth
Street in said City, and relating to and providing for the
collection and payment of such assessments."
On motion of Commissioner Dyar same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas to pay the cost of excavating, grading and paving
Third Street in the City of Salina, Kansas from the south line
o a nu reet to the south line of Mulberry Street in said
City and relating; to and roviding for the collection and pay-
ment of such assessments.t
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
A petition was received asking for the excavating, grading ---
and paving of Ash Street in the City of Salina, Kansas from Oakdale
Avenue to Penn Avenue.
On motion, same was ordered filed.
A resolution was introduced for first reading providing
for the curbing, guttering, excavating, grading and paving of
Wilson Street from the west line of Highland Avenue to the east
line o n Street in said City.
On motion of Commissioner Dyar same was referred to the
Board of Commissioners.

A resolution was introduced for first reading providing
for the excavating, grading and paving of Ash Street in the
City of Salina, Kansas from the west line of Oakdale Avenue
to the west line of Penn Avenue in said City.
On motion of Commissioner Chambers same was referred to
the Board of Commissioners.
A resolution was introduced for first reading providing
for the curbing, guttering, excavating, grading and paving of
Phillips Street in the City of Salina, Kansas from the north
line of Ash 3Peet to the south line of Park Street in said
City.
On motion of Commissioner Dyar, same was referred to the
Board of Commissioners.
A resolution was introduced for first reading providing
for the curbing, guttering, excavating, grading and paving
Minneapolis Avenue in the City of Salina, Kansas from the vest
line of Santa Fe A enue to the west line of Highland Avenue in
the City of Salina; Kansas.
On motion of Commissioner Chambers, same was referred to
the Board of Commissioners.
A petition was presented protesting against the location
of street railway tracks on Last Iron Avenue. Same was referred
to the City Manager.
My Commission expires Dec. 8, 1926.
A petition was presented asking for the vacation of a strip
of ground on the ea at side of r'aulkner Street to conform with
the north end of said street recently opened by the City. tame
was referred to the City Manager.
A petition was presented asking for the construction of
a sewer on `twelfth Street between Morrison Avenue and Washington
Avenue. Same was referred to the City Manager.
A petition was presented asking for the vacation of an
alley between Lots six (6) and eight (8) on Ninth Street in the
Kansas Wesleyan University Addition from Ninth Street to west
side of alley between Highland Avenue and Ninth Street. Same
was referred to the City Manager.
The appraisers report for the opening, widening and extend-
ing certain streets in West View Addition was presented and read
as follows:

We, Alex Berg, J. E. Putnam and Edd 'aathews having been
appointed by the Board of Commissioners of the City of Salina,
Kansas to appraise the damage and benefitz resulting to the
owners of property to be taken for the purpose of opening, widen-
ing and extedning certain streets in West View Addition, do
hereby solemnly swear that we will faithfully, impartially and
to the best of our judgment and ability assess and determine the
amount of damage sustained by the person or persons whose land
or lot is wholly or partially to be taken or impaired thereby.

Notice is hereby given that the undersigned were here-
tofore on the 4th day of December 1922 appointed by the proper
authorities of the City of Salina, Kansas as appraisers to
assess the damages and benefits, if any, caused or accruing
by reason of the appropriation and condemnation, for the
purpose of opening Sherman Street in the City of Salina, Kan-
sas between Crawford Street and Republic Avente in said City,
for the opening of Franklin Stre,-t in said City between
Sherman Street and Ninth Street therein, for the opening and
extending of Tenth Street in the City of Salina, Kansas between
Frost Street and Republic Avenue therein, for the opening of
Frost Street in the City of Salina, Kansas between Sherman
Street and Ninth Street therein, for the widening of republic
Avenue in the City of Salina, Kansas between Ninth Street
and Sherman Street therein, and for the opening and extending
of Eleventh Street in the City of Salina, Kansas between
Crawford Street and Republic Avenue therein.
And notice is also given hereby that by Ordinance Dumber
2748 of the City of Salina, Kansas a Benefit District has
been created in reference to the opening, widening and extend-
ing of the streets above mentioned, and in reference to the
appropriation and condemnation of said property for said
purpose which Benefit District by the terms of Ordinance
Number 748 includes all that part of that land situate in
Saline County,.Kansas, known as Surveyor's Plat Number Ten
(10) according to the recorded plat thereof, on file in the
office of the register of Deeds in said County and State as
is situate within the corporate limits of the City of Salina,
Kansas, except so much thereof as shall have been heretofore
or otherwise appropriated and condemned for the opening, ex-
tending or widening of other street or streets within the
City of Salina, Kansas.
And notice is hereby given that the undersigned as
such appraisers will on the 13th day of April 1923, and
at the hour of 2 o'clock P. M. of said day meet on the corner
of Ninth Street and Crawford Avenue to hold a meeting as such
appraisers for the assessment of damages and benefits caused and
accruing through such appropriation and condemnation.

On motion of Commissioner Chambers the appointments
were confirmed.
City Manager Layton appointed Cecil L. atumph as driver
of the Street Sprinkler, and on motion of Commissioner Dyar
the appointment was confirmed.

Commissioner Chambers moved that the bid of the nansas
City Scenic Company for stage fitting for the h1emorial Hall
be accepted, and that the Mayor be authorized to sign a con-
tract between the City of Salina and The Kansas City Scenic
Company.
A report and recommendations of the Kansas Fire Inspection
Bureau T.vas presented, and on motion same was placed on file.
The appraisers reports for the curbing, guttering, exca-
vating, grading and paving of:
NINTH STREET from Crawford to Bond,
NINTH STRE,.:T from Bond to Milson,
NINTH STRF111T from Wilson to Ilepublic,
were received, and on motion of Commissioner Dyar, Friday,
April 27th, 1923 at 5:00 P. M. was designated as a special meet-
ing at which time the appral.sers reports will be taken up and
acted upon by the Board of Commissioners, and all persons
affected by such improvements can be present and heard if they
so desire., and that the City Clerk give notice in the official
City paper as provided by law.
The appraisers reports for the construction of sewers
in Lateral Sevier Districts numbered 5-C. 6-C, 4-F, 6-F, 7-F,
8-F, 9-F and 3-G were received, and on motion of Commissioner
Chambers, Friday, April 27th, 1923 at 5:00 P. PA. was designated
as a special meeting at which time the appraisers reports will
be taken up and acted upon by the Board of Commissioners, and
all persons affected by such improvements can be present and
heard if they so desire, and that the City Clerk give notice
in the official City paper as provided by law.
Commissioner Dyar moved that the City Attorney be instruct-
ed to draft an ordinance extending the fire limits from its
present boundaries on Ash Street to the Smoky Hill River, thence
south along the Smoky Hill River to Iron Avenue.
On motion of Commissioner Dyar, Board of Commissioners
adjourned until April 27th, 1923 at 5:00 P. Zvi.
