04-16-1923 Minutes1 COM!"ISSIOUNERS ROOM, REGULAR MEETING. COM11ISSIONERS ROOMt SALINA, KANSAS. APRIL 16th, 1923. Regular Meeting of the Board of Commissioners, April 16th, 1923. Meeting was called to order by Mayor Hargett, the roll was called and Commissioners Hargett, Dyar and Chambers and City Attorney Buzick responded. A resolution was introduced for first reading providing for the construction of a 10 -inch sewer in Lateral Seger District Number 10-F in the City of Salina, Kansas. On motion of Commissioner Chambers same was referred to the Board of Commissioners. The appraisers reports for the curbing, guttering, excavat- ing, grading and paving of: The minutes of the Regular Meeting of April 9th, 1923, and Special T,{eeting of April 13th, 1923 were read and approved as read, An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Dyar the ordinance was read and adopted by sections and on its final adoption the roll was called and Commissioners Hargett, Chambers and Dyar voted yes (3) Nays: (0) The Mayor approved the same and is numbered 2754. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Chambers the ordinance -was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hargett, Dyar and Chambers. (3) Nays (0) The Mayor approved the same and is numbered 2755. An ordinance was introduced entitled: "An ordinance creat- ing and establishing Lateral Sewer District Number 10-F in the City of Salina, Kansas." Commissioner Dyar moved that the ordinance be passed and approved and at this meeting because of a public emergency making the same necessary, and on roll call the motion was adopted by the following vote; Ayes: Hargett, Chambers and Dyar. (3) Nays: (0) The mayor approved the same and is numbered 2756. An ordinance was introduced for first reading entitled: "An ordinance vacating and discontinuing an alley in the rear of Lots 50-52 and 54 on Santa Fe avenue in the Grounds of the Kansas Wesleyan University Addition to the City of Salina, Kansas, south of Jewell Avenue." On motion of Commissioner Dyar same was referred to the Board of Commissioners. The appraisers reports for the curbing, guttering, excavat- ing, grading and paving of: GYPSUM AVENUE from Front to Columbia, PHILLIPS STREET from Nark to Bishop, TENTH STREET from Crawford to Frost, BELOIT AVENUE from Santa Fe to Railway Tracks, TV,IELFTH STREET from South to Morrison, rELTVENTH STREET from Prescott to Charles, ELEV E11TH STREH;T from Charles to Crawford, COLLEGE AVENUE from Walnut to Spruce, COLLEGE AVENUE from Spruce to South, MORRISON AVENUE from Eleventh to Twelfth, CRAWFORD AVENUE from Ninth to Tenth, CHARLES STREET from Ninth to Eleventh, were received, and on motion of Commissioner Dyar, Friday, April 27th, 1923 at 5:00 P. Ai. was designated as a special meeting, at which time the reports will be taken up by the Board of Commission- ers, and all persons affected by such improvements can be present and heard if they so desire, and that the City Clerk give notice in the official City paper as provided by law. City Manager Layton recommended that an incandescent light be'installed at the north end of Penn Avenue adjacent to Riverside Boulevard, also an incandescent light at the intersection of Euclid Avenue and Ninth Street. Commissioner Dyar moved that the recommendations of the City Manager be adopted. Mayor Hargett made the following appointments of trust- ees f or Memorial Hall: John Eberhardt., 3 years Fay Fitzpatrick, 2 years L. C. Webb, 1 year. Kemper Park Policeman ...................A. Roslund Assistant Milk Inspector .........L. L. Shoemaker On motion of Commissioner Dyar the appointments were confirmed. City Manager Layton called the attention of the Commis- sioners to the need of decorating the City Building both inside and out, also that other property owned by the City should be punted. The matter was referred to the City manager for investi- gation. The maintenance and performance bond of 1:1. R. Amerman for the paving of Ninth Street from Milson to Republic; and Twelfth Street from South Street to Morrison Avenue was received, and on motion of Commissioner Dyar same was approved by the Board of Commissioners. On motion of Commissioner Chambers, Board of Commissioners adjourned until Friday, April 20th, 1923 at 5:00 P. M. C y lerk. y
