MARCH 19th, 1923.
Regular Meeting of the Board of Commissioners, March 19th,
1923. Meeting was called to order by Mayor Dyar, the roll
was called and Commissioners Dyar and Hargett and City Attorney
Buzick responded. Commissioner Campbell absent.
The minutes of the Regular Meeting of March 12th, 19239
were read and approved as read.
An ordinance was introduced entitled: "An ordinance
making appropriations for miscellaneous purposes."
On motion of Commissioner Hargett the ordinance was
read and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2710.
An ordinance was introduced entitled: "An ordinance mak-

On motion of Commissioner Hargett the ordinance was
read and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2711.
City Engineer submitted plans and specifications and
estimate of cost for the curbing, guttering, excavating, grad-
ing and paving of:
Ninth Street from Wilson Street to Republic Avenue;

On motion of Commissioner Hargett same viere adopted and
approved by the Board of Commissioners, and the City Clerk
was instructed to advertise for bids to be received up to and
including Monday, March 26th, 1923 at six o'clock P. %i.
City Engineer submitted plans and specifications and
estimate of cost for the construction of certain sewers in
the City of Salina, Kansas.
On motion of Commissioner Hargett same were adopted and
approved by the Board of Commissioners, and the City Clerk
was instructed to advertise for bids to be received up to and
including Monday, "larch 26th, 1923 at six o1clock P. M.
A committee from the Taxpayers League appeared before
the Board of Commissioners insisting that an election be called
April 3rd, 1923 to give the citizens an opportunity to express
their desire as to whether or not the City should purchase the
present Waterworks system.
The Committee was assured by the Mayor that such oppor-
tunity would be granted.
A petition was received asking for the extension of
water main on Jewell Avenue from McPherson Branch Right of way
to Osborne Street. Same was referred to the City T''Vtanager.
A petition was received asking for the construction of a
sewer on Jewell Avenue from Fourth Street to Osborne Street.
Same was referred to the City t::anager.
A petition was received asking for the widening of the
alley in Block 4, Morrison's Addition, and making the extension
of Baker Street from South Street to Morrison Avenue. Same was
referred to the City Manager to have the necessary ordinance
drafted providing for said extension.
James mills, who filed an application for pool hall li-
cense on March 12th, 1923, asked permission to withdraw the
same. The same had been returned from the Welfare Board with-
out any recommendations.
On motion of Commissioner Hargett James Mills was per-
mitted to withdraw his application for pool hall license.

Mayor Dyar appointed the following Judges and Clerks for
the Primary election of 11arch 26th, 1923 and the General Yunicipal
Election of April 3rd, 1923:

On motion of Commissioner Hargett the appointments were
confirmed.
Mayor Dyar appointed W. S. Frey, C. J. Peck. and Vim. Muir
to act as appraisers in ascertaining the valuation of lots and
pieces of ground liable to special assessment for the cost of
curbing, guttering and paving:
Ninth Street from Wilson to Republic;
reet from South to Morrison.
On motion of Commissioner Hargett the appointments were
confirmed.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the excavating, grading, curbing,
guttering and paving of College Avenue in the City of Salina
sas from the south line of Walnut' Street to the north line of
Spruce Street in said City.
Mayor Dyar appointed VU. S. Frey, C. J. Peck and elm. Muir
to act as aplr aisers in ascertaining the valuation of certain
lots and pieces of land in the City of Salina, Kansas liable to
special assessment for the cost of constructing certain sewers.
On motion of Commissioner Hargett the appointments were
confirmed.

be used and letting a contract for the excavating, grading, curb-
ing, guttering and paving of College Avenue in the City of Salina,

Street in said City."
On motion of Commissioner Hargett the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Hargett (2)
Nays: (0) Commissioner Campbell absent. The Mayor approved the
same and is numbered 2712.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the excavating, grading, curbing,
guttering and paving of College Avenue in the City of Salina
sas from the south line of Walnut' Street to the north line of
Spruce Street in said City.
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and -
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2713.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be I
used and letting a contract for the excavating, grading, curbing,
guttering and paving of Crawford Avenue in the City of saliva,
Kansas from the west line or Ninthreet to the west line of
Tenth Street in said City."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Vargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2714.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the curbing, guttering, excavat-
ing, grading and paving of Cedar Street in the City of Salina,
Kansas from the west line of Baker reet to the east line of
Phillips Street in said City."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The

An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the curbing, guttering, exca-
vating, grading and paving of Eleventh Street in the City of
Salina, Kansas from the douth line of Charles 7treet to the
north line of Crawford Avenue in said City."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2716.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering, ex-
cavating, grading and paving of Eleventh Street in the City of
Salina, Kansas from the north line of PrescottAvenue to the
south line of Charles Street in said City."
On motion of Commissioner 11argett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2717.
An ordinance was introduced for second rending entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering,
excavating, grading and paving of Charles Street in the City of
Salina, Kansas from the west line of Street to the east
line of Eleventh Street in said City."
On motion of Commissioner Hargett the ordinance was read
adn adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Dyar and
Hargett (2) Nays: (0) Commissioner Campbell absent. The
Mayor approved the same and is numbered 2718.
An ordinance was introduced for sedond reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the curibing, guttering, exca-
vating, grading and paving of Gypsum Avenue in the City of
Salina, Kansas from the east line o. From Street to the east
line of Columbia Avenue in said City."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar and Hargett
(2) Nays: (0) Commissioner Campbell absent. The Mayor approved

An ordinance was introduced for second reading entitled:
An ordinance specifying and selecting the paving material to be
used and letting a contract for the curbing, guttering, excavating,
grading and paving Fourth Street in the City of Salina, riansas
from the north line of South=reet to the intersection of said
street and the Smoky Hill River south of the Iron Avenue Bridge
in said City."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar and Hargett
(2) Nays: (0) Commissioner Campbell absent. The Mayor approved
the same and is numbered 2720.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the curbing, guttering, excavating,
grading and paving of Elm Street in the City of Salina, Kansas
from the west line of NTnth Street to the east line of College
Avenue in said City, (except the intersections of Twelfth Street
and Thirteenth Street which are already paved.)
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Hargett and Dyar
(2) Nays: (0) Commissioner Campbell absent. The Mayor approved
the same and is numbered 2721.
An ordinance was introduced for second reading entitled:
An ordinance specifying and selecting the paving material to be
used and letting a contract for the curbing, guttering, excavat-
ing, grading and paving of Phillips Street in the City of Salina,
Kansas from the north line o arktri eet to the south line of
Bishop Street in said City."
On motion of Commissioner Hargett the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Hargett (2)
Nays: (0) Commissioner Campbell absent. The Mayor approved the
same and is numbered 2722.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the paving, excavating, curbing
and guttering of Jewell Avenue in the City of Salina, riansas from
the west line of Santa {e Avenue to the east line of Ninth Street
in said City."
On motion of Commissioner Hargett the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Hargett (2)
Nays: (0) Commissioner Campbell absent. The h1ayor approved
the same and is numbered 2723.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the paving, excavating, curbing
and guttering of Ninth Street in the City of Salirm, Kansas, from
the south line of raw or Avenue to the north line of Bond Street
in said City.
On motion of Commissioner Hargett the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Largett (2)
Nays:. (0) Commissioner Campbell absent. The hlayor approved the
same and is numbered 2724.
An ordinance was introduced for second reading entitled;
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the paving, excavating, curbing and
guttering of Penn Avenue in the City of Salina, Kansas from the
north line ofski Sfree to the south line of elm Street in said
City."

An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the paving, excavating, curbing
and guttering of Tenth Street in the City of Salina, Kansas from
the south line of raw oraAvenue to the north line of Frost
Street therein."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar and Hargett
(2) Nays: (0) Commissioner Campbell absent. The Mayor approved
the same and is numbered 2726.
An ordinance was introduced for second reading entitled:

On motion of Commissioner Hargett the ordinance was read and

Nays: (0) Commissioner Campbell absent. The Mayor approved the
same and is numbered 2735.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction'of certain water
service pipes in the City of Salina, Kansas."
On motion of Commissioner Hargett the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar and Hargett (2)
Nays: (0) Commissioner Campbell absent. The Mayor approved the
same and is numbered 2736.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction of certain sewer
service pipes in the City of Salina, Kansas."

On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar and Hargett —
(2) Nays: (0) Commission er Campbell absent. The Mayor approved
the same and is numbered 2738.
Commissioner Hargett moved that the City extend the x;10.00
per month payment on rent for Mexican Community Building for
another six months. Motion adopted.
Commissioner Hargett moved that the Board of Commissioners
adjourn until six o'clock P. M. March 20th, 1923. --
