MARCH 12th, 1923.
Regular Meeting of the Board of Commissioners March 12th,
1923. Meeting was called to ordee by Mayor Dyar, the roll
was called and Commissioners Campbell and Dyar and City Attorney
Buzick responded. Commissioner Hargett absent.
The minutes of the Regular Meeting of March 5th, 1923;
Adjourned Meeting of 14arch 7th, 1923; and Adjourned Meeting of
March 8th, 1923 were read and approved as read.
A petition was received asking for the extension of water
mains on Columbia Avenie from Iron Avenue to Ash Street. Same
was r.ferred to the City Manager.
A bond and application for pool hall license was received
from James Mills.
Commissioner Campbell moved that license be granted sub-
ject to the approval of the Welfare Board.
A committee appeared before the Board of Commissioners and
presented a petition signed by 1175 electors and tax -payers in
the City of Salina, Kansas, asking the Board of Commissioners to
call an election April 3rd, 19233, to vote on the proposition
as to whether or not the City should buy or build its own water-
works.
On motion of Commissioner Campbell the petition was re-
ceived and placed on file.
C. R. Cravens appeared before the Board of Commissioners
stating that the County Commissioners had donated a bridge and
asked if the City would erect the bridge across Dry Creek near
the Ball Grounds.
On motion the matter was referred.
The resignation of R. E. VanDruff as Assistant Chief of
Police was presented, and same having been accepted by the City
Manager, he in turn submitted the name of Roy Bendure as Assist-
ant Chief of Police to fill vacancy.
On motion of Commissioner Campbell the appointment was
confirmed.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Ninth Street in the City of Salina, Kansas
from the south line of Mso`nSEr'eet to the north line of Repub-
lic Avenue in said City, and providing for the cost thereof,
how the same shall be assessed and manner of payment therefor ."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the folowing vote was had; Ayes: Dyar and Camp-
bell (2) Nays: 10) Commissioner Hargett absent. The Mayor _
approved the same and is numbered 2706.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Twelfth Street in the City of Salina,
Kansas from the south lineo South Street to the north line of
Morrison Avenue in said City, and providing for the cost there-
of, how the same shall be assessed and manner of payment there-
for."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell and
Dyar (2) Nays: (0) Commissioner Hargett absent. The Mayor
approved the same and is numbered 2707.

An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction of certain sewers
in the City of Salina, Kansas."
On motion of Commissioner Campbell the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Campbell and Dyar (2) Nays(W
Commissioner Hargett absent. The Mayor approved the same and is
numbered 2708.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction of a certain storm
sewer in the City of Salina, Kansas."
On motion of Commissioner Campbell the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Campbell and Dyar (2)
Nays: (0) Commissioner Hargett absent. The Mayor approved the
same and is numbered 2709.
The following resolution was introduced for second reading:
BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas that The Salina Mater Works Company be
and it is hereby instructed and ordered to lay and install a
four -inch water main, with water hydrants located as directed by
the Fire Chief of said City on Ninth Street from Otis Avenue to
Euclid Avenue.

On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell and Dyar
(2) Nays: (0) Commissioner Hargett absent.
The following resolution was introduced for second reading:
WHEREAS, The Union Pacific Railroad Company has
tendered to the City of Salina, State of Kansas an agreement
setting forth the conditions governing the construction, main-
tenance and operation by said City of a ten -inch sanitary sewer
pipe across the Right of way and underneath the roadbed and track
of said Railroad Company along a straight line at right angles to
and intersecting the center of said track at Engineers Station
No. 107 plus 82 feet in the vicinity of Milson Street at Salina,
Saline County, Kansas; and
17HEREAS9 it is considered that the best interests
of said City will be subserved by the execution of such agreements;
Therefore,
BE IT RESOLVED by the Board of Commissioners of the
City of Salina, State of Kansas that the terms of said agreement
be and the same are hereby accepted on behalf of said City, that
the Mayor of said City be hereby authorized, empowered and directed
to execute said agreement on behalf of said City and that the City
Clerk be directed to duly attest the same.

Salina Kansas from the north line of spruce Street to the
north line of South Street in said City."

the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the excavating, grading,
curbing, guttering and paving of College Avenue in the City of
Salina, Kansas from the south line of South--Ttreet to bhe
north line of Spruce Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the excavating, grading,
curbing, guttering, and paving Crawford Avenue in the City of
Salina, Kansas from the west line of Ninthtreet to the west
line of Tenth 6treet in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance eras introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering,
excavating, grading and paving of Cedar Street in the City of
Szlina, Kansas. from the west line of Baker Street to the east
line of Phillips Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering,
excavating, grading and paving of Eleventh Street in the City
of Jalina, Kansas from the south line or Mairles Street to
the north line of Crawford Avenue in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reRding entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering,
excavating, grading and pa wing of Eleventh Street in the City
of Salina, Kansas from the north 1M of Prescott --Avenue to the
south line of Charles Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:

excavating, grading and paving of -Charles Street in the City of
Salina, Kansas from the west line or Ninth-M-f—reet to the east

vating, grading and paving GYPSUM Avenue in the City of Salina,
Kansas from the east line of Front ree to the east line of

On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entit;ed:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering, ex-
cavating, grading and paving Fourth Street in the City of Salina,
Kansas from the north line of-'S'outh Street to the intersection
of said street and the Smoky Hill River south of the Iron Avenue
Bridge in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, uttering, exca-
vating, grading and paving of Elm Street in the ity of Salina,
Kansas from the west line of N n i greet to the east line of
College Avenue in said t'ity, (except the intersections of
Twelfth Street and Thirteenth Street which are already paved.)"
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the curbing, guttering, exca-
vating, grading and paving of Phillips Street in the City of
Salina, Kansas, from the north -line ;Park greet to the south
line of Bishop Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the paving, excavating,
curbing and guttering of Jewell Avenue in the City of Salina,
Kansas from the west line of San a Fe venue to the east line
of Ninth Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the paving. -excavating, curbing,
and guttering of Ninth Street in the City of Salina, Kansas from
the south line of'Craw or venue to the north line of Bond
Street in said City."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
'An ordinance spe-cifying and selecting the paving material to
be used and letting a contract for the paving, excavating, curb-
ing and guttering of Penn avenue in the City of Salina, Kansas

in said City."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the paving, excavating, curb-
ing, and guttering of Tenth Street in the City of Salina, Kansas
from the south line of raw o -r venue to the north line of
Frost treet therein."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.

be used and letting a contract for the curbing, guttering
excavating, grading and paving of Morrison Avenue in the 6ity
of Salina, Kansas from the east line of Eleventh Street to the
west line of Twelfth Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving; material to be
used and letting a contract for the excavating, grading, curb-
ing, guttering and paving of Beloit Avenue in the City of
Salina, Kansas from the east line of Na-n-Ta—'Fe Avenue to the
west line of the McPherson Branch Railroad Right of Way of the
Union Pacific Railroad Company, in said City.
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material to
be used and letting a contract for the excavating, grading,
park -curbing and paving of Claflin Avenue in the City of
Salina, Kansas from the eastline o SanEa Fe Avenue to the
west line of Fourth Street in said City.rr

park -curbing and paving of Ash Street in the City of Salina,
Kansas from the east line of -Penn Avenue to the west line of
Ohio street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance specifying and selecting the paving material
to be used and letting a contract for the excavating, grading
and paving of Third Street in the City of Salina, Kansas from
the south line of a .nu . Street to the south line of Mulberry
Street in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:

paving of Eleventh Street in the City of Salina, Kansas from
