03-05-1923 MinutesI ), COMMISSIONJRS PROCEEDINGS, REGULAR 117ETING. COMMISSIONERS ROOM SALINA, KANSAS h1ARCH 5th, 1923. Board of Commissioners met in Regular Session, Monday, March 5th, 1923. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbe;; Dyar, and Hargett and City Attorney Buziek responded. The minutes of the Regular Meeting of February 26th, 1923 were read and approved as read. Bids on proposed issue of -Paving Bonds were received from: Fidelity National Bank & Trust Co., Branch-Middlekauff Investment Company, Guarantee Title & Trust Company, Brown & Crummer Investment Company, Commerce Trust Company, Shawnee Investment Company: Commissioner Campbell moved that all bids be rejected and new bids to be received and opened at five o'clock P. M. March 6th, 1923. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett (3) Nays: (0) The Mayor approved thes ame and is numbered 2704. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett (3) Nays: (0) The Mayor approved the same and is numbered 2705. A remonstrance was presented protesting against the pav- ing of Twelfth Street from Morrison Avenue to South Street. Same was referred to the City Engineer. City Engineer submitted the following report on the Twelfth Street paving remonstrance: Salina, Kansas, March 5th, 1923. To the Hon. Board of City Commissioners, Salina, Kansas. Gentlemen: I hereby respectfully submit a report on the remonstrance against the paving, excavating, grading, curbing and guttering of Twlefth Street in the City of Salina, Kansas from the south line of South Street to the north line of Morrison "venue in said City. Total area in Benefit District .............241,346.25 sq. ft. 1/2 total area in benefit District .........120,673.13 " Total area included in Remonstrance ........102,736 " It Note: This area included all legal, equitable and non-resident remonstrance signers. Remonstrance lost by 17,937.13 " it 11,1m. Theisner, City Engineer. Commissioner Campbell moved that the remonstrance be de- clared to be insufficient. 186 :? s I An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering excavating, grading and paving of Ninth Street in the City of Aalina, Kan- sas from the south line o i son Street to the north line of Republic Avenue in said City, and providing for the cost there- of, how the same shall be assessed and manner of payment therefor." i On motion of Commissioner Hargett same was referred to to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering, excavating, grading and paving of Twelfth Street in the City of Salina, Kansas from the south line o ou treet to the north line of Morrison Avenue in said City, and providing for the cost there- of, how the same shall be assessed and manner of payment there- for." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain se.^vers in the City of Salina, Kansas." On motion of Commissioner Hargett same was referred to the Board of Commissioners." An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain storm sewers in the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. A resolution was introduced for first reading providing for the installation of a four -inch water main on Ninth Street from Otis Avenue a to Euclid Avenue. On motion of Commissioner Hargett same was referred to the Board of Commissioners. A petition was received asking for the location of an are light at the corner of Penn Avenue and Riverside Boulevard. On motion, same was referred to the City Itiganager. Welfare Boa rd reported favorably on the application of Jule rpt. Higgins for license to operate a pool hall in the Clayton Hotel Building. Commissioned Hargett moved that Fourth Street between South Street and alnut Street be paved eighteen (18) feet in width with two -foot gutter on each side of railroad tracks. Welfare Board submitted the following recommendations: Salina, Kansas, Feb. 27th, 1923. Mr. W. A. Layton, City Manager, Salina, Kansas. Dear Mr. Layton: The Board of Public Welfare met at the City Hall yes- terday afternoon and considered the communication received from you relative to permission being given to Mr. Bert Holmquist to open a prospentive swimming pool on Sunday and to operate a skating rink. The Board voted to grant Mr. Holmquist permission to oper- ate the skating rink. The Board voted that it would not grant the privilege to open the pool on Sunday. Sincerely yours, B. R. Lantz Secretary, On motion of Commissioner Hargett same was accepted b gy the Board of Commissioners. Commissioner Campbell moved that bids be received March 20th, 1923 until six o'clock P. M. for supplies for the Memorial Hall Building. A resolution was introduced for first reading providing for the construction of a sewer in the vicinity of V+ilson Street, property cw ned by the Union Pacific Railroad Company. On motion of Commissioner Campbell same was referred to the Board of Commissioners. Mrs. Lydia Ziegler asked for the privilege of donating a flag to be used in the Memorial Hall Building, in honor of her late husband, who served in the Civil "ar. On motion of Commissioner Hargett same was accepted. On motion of Commissioner Campbell, Board of Commissioners adjourned until Wednesday, March 7th, 1923 at 7:30 o'clock P. DI. ity er . 1 1 18
