Regular meeting of the Board of Commissioners, February
12th, 1923. Meeting was called to order by Mayor Dyar, the
roll was called and Commissioners Campbell, Dyar and Hargett
and Acting City Attorney Norris responded. City `ittorney
Buziek absent.
The minutes of the Regular Meeting of February 5th,
1923 were read and approved as read.
The following resolution was introduced for second
reading:
BE IT RESOLVED by the Mayor and Commissioners of the
City of Salina, Kansas, that whereas, H. C. Smither has
filed with the Board of County Commissioners, his petition
praying that the following described lots, blocks and alleys
in the City of Salina, be vacated, and excluded from the
said City of Salina, Kansas, to -twit:
"Commencing at the northvrest corner of Lot Number
Six (6) Block Number One (1) in Leavenworth
Addition in the City of Salina, Kansas, thence
east to the cneter of the channel of Dry
Creek; thence south down the center of the
channel of Dry Creek with its meanderings,
to a point where, the center of the channel
of the said Dry Creek intersects with the
south line of Walnut Street, in the City
of Salina, Kansas; thence west along the
south line of the said ''ialnut Street, to
the southwest corner of Leavenviorth Addi-
tion in the said City of Salina, Kansas;
thence north along the west line of L;eav-
enworth Addition to the place of beginning."
TI1:'BEFORE, in consideration of the above and foregoing
premises, the said Mayor and Commissioners, do hereby re-
commend to the said Board of Commissioners of the said County
of Saline, that the prayer of said petition of the said
H. C. Smither, for the vacation and exclusion from the said
City of Salina of the property hereinbefore described be
granted.

Commissioner Campbell moved that the resolution be
adopted as read and on its final adoption the roll was called
and the following vote was had; Ayes: Campbell, Dyar and
Hargett. (3) Nays: (0)
A petition was received, asking that the name Railroad
Street be changed to West Place.
On motion of Commissioner Campbell, same was referred to
the City, Manager.
A petition was received asking for the construction of
a 15 -foot parkeaay in the cneter of the pavement on -ish street
between Fenn Avenue and Ohio Street.
On motion of Commissioner Hargett same was referred to
the City 11anager.
A petition was received asking for the extension of
water main on Ellsworth Avenue from Santa Fe Avenue to Fourth
Street.
On motion of Commissioner Camx)bell same was referred to
the City ":tanager.

Petitions were presented asking for the installation of
street lights at the following locations:
At the south end of Highland Avenue, or at the inter-
section of Highland Avenue and Cloud Street;
At the intersection of Penn Avenue and Gypsum Avenue;
At the intersection of Ellsworth Avenue and Fourth Street;
At the intersection of Wilson Street and Third Street;
At the intersection of Second Street and Prescott Ave;
At the intersection of Ninth Street and Jewell Avenue;
At the intersection of State Street and Eleventh Street;
At the intersection of Oakdale Avenue and Park Place;
At the intersection of State Street and Thirteenth St;
At the intersection of Eighth Street and Pacific;
At the intersection of Eighth Street and Hamilton;
On Santa Fe Avenue in front of The Watson Wholesale
Grocery Company.
On motion of Commissioner Hargett all of the above
petitions were referred to the City Manager.
An ordinance was introduced for first reading entitled:
"An ordinance providing for the issuance ofImprovement Bonds
of the City of Salina, Kansas in the sum of 077,132.35 to pay
the cost of improving certain streets in said City."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for second reading entitled:,
"An ordin-ince providing for the curbing, guttering, excavating,
grading and paving of College Avenue in the City of Salina,
Kansas from the south 13ne off" 1'alnut Street to the north line
of Spruce Street in said City, and providing for the cost
thereof, how the same shall be assessed and the manner of
payment therefor."
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the following vote was had; Ayes:- Camp-
bell, Dyar and Hargett (3) Nays: (0) The Tlayor approved
the same and is numbered 2676.
An ordinance was introduced for second reading entitled:`
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of College Avenue in the City of Salina,
Kansas from the north line of spruce Street to the north line
of gouth Street in said City, and providing for the cost there-
of, how the same shall be assessed and the manner of payment
therefor."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Campbell,
Dyar and Hargett (3) Nays: (0) The Mayor approved the same
and is numbered 2677.
An ordinance was introduced for second reading entitled:,
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Crawford Avenue in the City of Salina,
Kansas from the west line oT Ninth Street to the west line of
Tenth Street in said City, and providing for the cost thereof,
how the same shall be assessed and the manner of payment there-
for."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Campbell,
Dyar and Hargett (3) Nays: (0) The Mayor approved the
same and is numbered 2678.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Cedar Street in. the City of Salina, Kansas
from the west line of Baker St-r—e-eT to the east line of Phil-
lips
hillips Street in said City, and providing for the cost thereof,
how the same shall be assessed and the manner of payment there-
for."

On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Ilayor approved the same and
is numbered 2679.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving Eleventh Street in the City of Salina, Kansas
from the south line or STreet to the north line of Craw-
ford Avenue in said City, and providing for the cost thereof, „
hog^, the same shall be assessed and manner of payment therefor.
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar

An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Charles Street in the City of Salina,
Kansas from the west line oT Mi_nTYTEreet to the east line of
Eleventh Street in said City, and providing for the cost therepf,
how the same shall be assessed and manner of payment therefor.
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Mayor approved the same and
is numbered 2681.
An ordinance was introduced for second reading entitled:
"An .ordinance providing for the curbing, guttering, excavating,
grading and paving of Gypsum Avenue in the City of Salina, `1an-
sas from the east line of Front to the east line of Colum-
bia Avenue in said City, and providing for the cost thereof,
how the same shall be assessed and the manner of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar and
Hargett (3) Nays: (0) The Mayor approved the same and is
numbered 2682.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Eleventh Street in the City of Salina,
Kansas from the north line of PrescotE Avenue to the south line
of Charles Street in said City, and providing for the cost there-
of, how the same shall be assessed and the manner of payment
therefor."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Mayor approved the same and
is numbered 2683.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Fourth Street in the City of Salina, Kansas
from the north line of SouUh Street to the intersection of said
street and the Smoky Hill River south of the Iron Avenue Bridge
in said City, and providing for the cost thereof, how the same
shall be assessed and the manner of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The 11ayor approved the same and is
numbered 2684.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Elm Street in the City of Salina, Kansas,
from the west line of Ninth Street to the east line of College
Avenue in said City, (except the intersections of twelfth Street
and Thirteenth Street which are already paved) and providing for
the cost thereof, how the same shall be assessed and the manner of
payment therefor."

On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, I>yar
and Hargett (3) Nays: (0) The Ilayor approved the same and
is numbered 2685.
An ordinance was introduced for'second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Phillips Street in the City of Salina,
Kansas from the north line o ar treet to the south line of
Bishop Street in said City, and providing for the cost thereof,
how the same shall be assessed and manner of payment therefor.
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (31' 11ays : (0 ) The Mlayor approved the same and
is numbered 2686.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Jewell Avenue in the City of Salina,
Kansas from the west line of Sana Fe A enue to the east line
of Ninth Street n said City, and proviHng for the cost there-
of how the same shall be assessed and manner of payment there-
for."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Mayor approved. the same and
Is numbered 2687.
An ordinance was introduced foil second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
gradin; and paving of Ninth Street in the City of Salina, Kansas
from the south line of Urawford Avenue to the north line of
Bond Street in said City, and providing for the cost thereof,
how the same shall be assessed and manner of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Campbell, Dyar
and Iiargett (3 ) Nays: (0 ) The Payor approved the same and
is numbered 2688.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Penn Avenue in the City of Salina, Kansas
from the north line of AsF1 StrFe—t7to the south line of Elm Street
in said City, and providing for the cost thereof, how the same
shall be assessed and the manner of payment therefor."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Mayor approved the same and is
numbered 2689.
An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Tenth Street in the City of Salina, Kan-
sas from the south line o raw ord Avenue to the north line
of frost Street in said City, and providing for the cost there-
of, how the same shall be assessed and manner of payment there-
for."
On motion of Commissioner Campbell the ord-inance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar

grading and paving of Ninth Street in the City of Salina, Kan-

Wilson Street in said City, and providing for the cost thereof
how the same shall be assessed and manner of payment therefor.`

grading and paving of Beloit Avenue in the City of Salina, Kansas
from the east line of Sana Fe Avenue to the west line of the
McPherson Branch Railroad Right-of-way of the Union Pacific
Railroad Company, in said City, and providing for the cost there-
of, how the same shall be assessed and manner of payment there-
for."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was

An ordinance was introduced for second reading entitled: -
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Claflin Avenue in the City of Salina Kansas
from the east line of Sana Fe Avenue to the west line of 141ourth
Street in said City, and providing for the cost thereof, how the
same shall be assessed and the manner of payment therefor. 11

providing for the cost thereof, hour the same shall be assessed
and the manner of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays- (0) The Mayor approved the same and

An ordinance was -introduced for second reading entitled:
"An ordinance provding for the excavating, grading and paving of
Third Street in the City of Salina, Kansas from the south line of
VvIa_nut Street to the south line of Mulberry Street in said City
and providing for the cost thereof, how the same shall be assessed
and the manner of payment therefor."

read and adopted by sections and on its final adoption the
