01-22-1923 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JANUARY 22nd, 1923. Board of Commissioners met in regular session, January 22nd, 1923. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Dyar and Hargett and City Attorney Buzick responded. Commissioner Campbell absent. The minutes of the Regular Meeting of January 15th, 1923 were read and approved as read. An ordinance was introduced entitled: "An ordinance mak- ing an appropriation for the payment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and Hargett (2) Nays: (0) Commissioner Campbell absent. The Mayor ap- proved the same and is numbered 2667. City Engineer, Vim. Theisner submitted the following report and acceptance of the Smith -Graham contract dated September 14th, 1922. Salina, Kansas. January 22nd, 1923. To the Hon. Board of Commissioners, City of Salina, Kansas. The excavating, grading, curbing, guttering and paving constructed by the Smith -Graham Construction Company under con- tract dated September 14th, 1922 has been completed and construct- ed as per plans and specifications. I hereby approve the work under the above construction and submit the same to your honorable body for its acceptance. Respectfully submitted, (Signed) Wm. Theisner, City Engineer. The Mayor ap- proved the same and is numbered 2671. 156 Application and Bond for Pool Hall License for the first half of 1923 was received from Arthur Watkins. On motion of Commissioner Hargett license was granted. The appraisers reports for the paving of street car tracks on: Santa Fe Avenue from Walnut Street to a point about 200 f eet sou o Sout Street; Iron Avenue from Penn Avenue to Delaware Street, were received, and on motion of Commissioner Hargett, Monday, January 29th, 1923 at 7:30 o'clock P. M. was designated as a Special Meeting, at which time the appraisers reports will be taken up and acted upon by the Board of Commissioners, and all persons having any complaint to make as to such appraisements can be present and heard if they so desire, and that the City Clerk give notice in the official City paper as provided by law. A remonstrance was received protesting against the curbing, guttering, excavating, grading and paving of Morrison Avenue from Eleventh Street to Twelfth Street. Same was re erred to the City Engineer. City Manager, W. A. Layton, appointed S. Britt as Special Police, (without pay from City), and on motion of Commissioner Hargett the appointment was confirmed.
