01-08-1923 MInutes1 1 0 1 I- I COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JANUARY 8th, 1923. Regular Meeting of the Board of Commissioners, January 8th, 1923. Meeting was called to order by -Mayor Dyar the roll was called and Commissioners Campbell, Dyar and ?iargett and City Attorney Buzick responded. The minutes of the Regular Meeting of January 2nd, 1923, were read and approved as read. The following resolution was introduced for second read- ing: BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas that the curbing, guttering, excavating, grading and paving of College Avenue in the City of Salina, Kansas from the north line of Spruce Street to the north line of South Street in said City be and the same is hereby deter- mined to be a necessary improvement, and that said College Avenue in the City of Salina, Kansas be curbed, guttered, excavated, graded and paved within the limits above defined. On motion of Commissioner Hargett the resolution was adopted as read by the following vote: Ayes: Campbell, Dyar and Hargett (3) Nays: (0) The following resolution was introduced: 14HEREAS, according to the provisions of Ordinance Number 2568 finally passed and approved on the 21st day of August, 1922 it was intended to levy and assess against Lots 12, 14, 18 and 20 in Block 28 in Military Addition to the City of Salina, Kansas the cost and expesne of constructing a certain sidewalk on the west side of Eighth Street and abut- ting and benefiting said lots, and 117HEREAS, in said ordinance said lots were by inad- vertance and mistake described as being situate in Block 45 instead of Block 28, said mistake being caused by a typo- graphical error. NOVI THEREFORE, BE IT RESOLVED by the Board of Com- missioners of the City of Salina, Kansas that the City Clerk of said City be instructed to correct said typographical error upon his books and that the County Clerk and the County Treas- urer in Saline County Kansas be and said officers are hereby authorized and directed to correct the certification previous- ly made by the City Clerk of Salina, Kansas together with the records of said offices so that the description of said lots to which said levy and assessment so attached shall read Lots - 12$ 141? 18 and 20 in Block 28, in Military Addition to alina, Kansas. On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and establishing Lateral Sewer District Number 6-F in the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and establishing Lateral riSewer Dis- trict Number 7-F in the City of Salina, Kansas. On motion of Commissioner Hargett same was referred to the Board of Commissioners. On motion of Commissioner Campbell same was referred to the Board of Commissioners. On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and establishing Lateral Sewer Dis- trict Number 3-G in the City of Salina, Kansas. On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction ofcertainsew- er service pipes in the City of Salina, Kansas. On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain water service pipes in the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. 'An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain gas service pipes in the City of Salina, Kansas." On motion of Commissioner Hargett same was referred to the Board of Commissioners. A petition was received asking for the vacation of the alley extending Nast and west along the south side of origin- al Block two (2), Morrison's Third Addition to the city of Salina, Kansas, and the north side of Block Two (2) in the Replat of part of Morrison's Third Addition,and the alley extending north and south through Block Tyro N) in the Re - plat of part of Morrison's Third Addition to the City of Salina, Kansas. The above petition was referred to the City Manager. 15-2 e I f An ordinance was introduced for first reading entitled: "An ordinance vacating and discontinuing an alley extending f east and west from Phillips Street to College Avenue along the north line of Lots One (1) and Two (2) in Block Two (2) in the Replat of part of Morrisons Third Addition to the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled "An ordinance vacating and discontinuing an alley extending north and south in Block Two (2 lin the Replat of part of Morrisonts Third Addition to thg City of Salina, Kansas." On motion of Commissbner Hargett same was referred to the Board of Commissioners. A contract from The Salina Municipal Band was presented and read, and on motion of Commissioner Hargett the Mayor was authorized to execute the same in behalf of the City. City Manager, W. A. Layton, appointed Mrs. Llla Farhar as Special Police for all dances under supervision and oper- ating under permit from the Welfare Board, and on motion of Commissioner Campbell the appointment was confirmed. A communication was received from Chas. 17. Shaver, Architect for the Memorial Hall stating that the cost of building two reinforced concrete beams in the wall between the auditorium and state wing of the building, leaving two openings 9 feet wide and 8 feet high each that may be opened j up as sound openings for a pipe organ will cost $10.22. Commissioner Hargett moved that the additional work be authorized. A petition was received protesting against the erection of a grocery store on the north 75 feet of Lots 8 -and 9, Block 1, Fruitland Addition to the City of Salina, Kansas. Same was ordered filed. The following petitions were received asking for the curbing, guttering, excavating, grading and paving of: Ninth Street from Wilson Street to Republic Avenue; Minneapolis Avenue from Santa Fe Avenue to Highland Avenue. ' Same were referred to the City Manager. City Engineer was instructed to make a survey of the City to determine the number of properties that have been properly connected with the sewer system. On motion of Commissioner Hargett, Board of Commission- ers adjourned. City Clerk, 0
