01-10-2022 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS January 10, 2022 4:00 p.m. Mayor Hodges asked the Clerk for verification that notice had been sent for today 's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107 , City- County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. The moment of silence continued for 94 seconds, which represented two deaths each second , in remembrance of the 188 Salina citizens that have lost their lives due to COVID-19. Those present and comprising a quorum: Mayor Melissa Rose Hodges (presiding), Trent W. Davis, M.D., Michael L. Hoppock, Aaron Peck and Karl Ryan. Also present: Mike Schrage, City Manager (via Zoom), Jacob Wood , Deputy City Manager, Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. A WARDS AND PROCLAMATIONS (3.1) Recognition of January 17 , 2022 , as Dr. Martin Luther King, Jr. Commemoration Day in the City of Salina. Sandy Beverly and Ramona Malone presented the proclamation, announced related activities and provided hi storical information . Commissioner Davis shared information on a statewide Martin Luther King, Jr. program to r be held on January 17 , 2022. ... 22-0008 r 22-0009 CITIZENS FORUM Dalton McDowell , Salina, Kan s as , provided his thou g hts on depletion of ground water, drought resistant grasses and zeroscape. ADMINISTRATION (7 .1) Authorize the City Manager to enter into a copier and printer lease with Century Business Systems. Rachel McDaniel, City Accountant, explained the request, fiscal impact and action options. A brief discussion ensued about existing leases, penalties, current equipment and disposal. Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to authorize the City Manager to execute an agreement with Century Business Systems for copier and printer equipment lease in the amount of $2 ,966.70 a month plus impression charges for 60 months . Natalie Fischer, Director of Human Resources , explained the request, fiscal impact and action options. A discussion followed related to keeping staff healthy, quarantining, symptoms, testing, monitoring of time taken , encouragement of employees to get vaccinated , incentives and vaccination clinics . Carol Reed , Salina, Kansas, shared her thoughts on possible abuse of this system with cold and flu and testing for natural immunity before vaccinations. Rosemary Mai , Salina, Kansas, inquired about length of paid leave to December, 2022 , and suggested it should only cover 60 to 90 days. Further discussion resulted related to ability to amend the resolution at a later date, documentation required to be provided by employees and eligible use of COVID-19 paid leave . Chad Farber, Salina, Kansas , stated there was a definite need for a time frame and suggested possibly six months to revisit the issue . Moved by Commissioner Peck, seconded by Commissioner Davis, to approve Resolution No. 22-8014 . Aye : (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS (8.1) Holm Real Estate, LLC (8.1 a) Consider acceptance of the offered easement and restricted access dedications from Holm Real Estate , LLC to serve the Holm Addition , a 9.42 acre tract of land located at the northwest corner of South 9th Street and Water Well Road. (8.lb) Approve Ordinance No. 21-11083 , on second reading, changing the zoning district classification from A-1 to PC-5 on a 9.42 acre tract of land located at the northwest corner of South 9th Street and Water Well Road . Commissioner Hoppock recused himself. Dean Andrew, Director of Planning, explained the request, fiscal impact and action options of Item 8 . la. Mayor Hodges subsequently stated Ordinance No. 21-11083 was passed on first reading on September 27, 2021 , and no questions or comments have been received since that time. Moved by Commissioner Ryan , seconded by Commissioner Davis , to accept the offered easement and restricted access dedications and to authorize the Mayor to sign the plat on behalf of the City . Aye: ( 4). Nay (0). Motion carried. Moved by Commissioner Ryan , seconded by Commissioner Davis, to approve Ordinance No . 21-11083 on second reading. A roll call vote was taken . Aye : (4). Nay (0). Motion carried . Commissioner Hoppock returned to meeting. Page 2 - L - ... 22-0013 (8.2) Approve Ordinance No . 22-11095, amending Chapter 8, Article III, Division 2, Sec. 8-172 .1 Chart 1 of the Salina Municipal Code to allow class A , B & C general contractors to install swimming pools . Greg Bengtson, City Attorney, explained the ordinance had been revised to elaborate on the title and proposed summary which addressed the impact on specialty contractors. Sean Pilcher, Building Official , explained the request, fiscal impact and action option s. A discussion ensued which included confirmation that the ordinance only pertained to swimming pool installation, confirmation that current contractors would be grandfathered in as long as renewals were kept current, unavailability of reciprocation for general contractors and testing. Dalton McDowell, Salina, Kansas, inquired about the status of ordinance if the state initiated its own issuance of contractor licenses. Mr. Pilcher responded that each city in Kansas abides by their own codes ; however, if the state enacted a statewide license, the city could agree to accept that license. Moved by Commissioner Hoppock, seconded by Commiss ioner Peck, to approve Ordinance No. 22-11095. Aye: (5). Nay (0). Motion carried. Mayor Hodges acknowledged the street crews , noted the huge improvement that was seen from the first snow event to the recent snow event and expressed appreciation in the willingness to respond. OTHER BUSINESS (9.1) Comments were provided by outgoing City Commissioner Peck. (9 .2) Comments were provided by May or Hodges at the end of her Mayoral term . ORGANIZATIONAL MEETING (CITY CLERK PRESIDCNG) (10.1) City Clerk administers Oath of Office to New Commissioners . JoVonna A. Rutherford , City Clerk, administered the oath of office to the new commissioners and following said oath Commissioner Hoppock, Commissioner Lenkiewicz and Commissioner Longbine took their seats at the dais. (10.2) Organizational meeting is called to order and roll call taken. The Organizational Meeting of the Board of Commissioners was called to order and roll call was taken. Davis, M.D. as Mayor and Chairman of the Board of Commissioners . Aye: (5). Nay (0). Motion carried. 22-0015 (10.4) Nominations for Acting Mayor and Vice Chairman of the Board of Commissioners. Moved by Commissioner Hoppock, seconded by Commissioner Davis, to nominate Karl Ryan as Acting Mayor and Vice Chairman of the Board of Commissioners. Aye: (5). Nay (0). Motion carried . (10.7) Mayor Davis presented a "Plaque of Appreciation " and gavel to Melissa Rose Hodges for her term as Mayor. (10.8) Mayor Davis provided comments and thoughts on the start of his new mayoral term.
