Board of Commissioners met in regular session, September
18th, 1922. I,Ieeting was called to order by Payor Dyar, the
roll was called and Commissioners Campbell, Dyar and Hargett
and City Attorney Buzick responded.
The minutes of the Regular Meeting of September 11th,
1922, were read and approved as read.
Air. Chas. H. Bren appeared before the Commissioners and
asked that Santa Fe Avenue from Elm Street to the International
Harvester Company grounds be vacated and allowed closed until
after the closing of the Pageant of Progress.
On motion, permission was granted.
Ms. Bren also requested that automobiles and all traffic
on Santa Fe Avenue between 1alnut Street and Elm Street be
prohibited during the parade of the Pageant of Progress.
On motion, request was granted.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the licensing of amusement parks
and so-called tent shows, whether operated in a tent or in the
open, carried on and operated within the City of Salina, Kan-
sas, and for the levying and collection of a license tax there-
on, and providing for a penalty for the violation of the pro-
visions of said ordinance and repealing Ordinance Number 2383
of the City of Salina, Kansas."
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the following vote was had; Ayes: Camp- I
bell and Hargett (2) Nays: Dyar (1) The Payor approved
the same and is numbered 2598.
An ordinance was introduced entitled: "An ordinance mak-
ing appropriations for miscellaneous purposes.'
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Campbell.,
Dyar and Hargett (3) Nays: (0) Teh Mayor approved the same
and is number d 2599.
An ordinance was introduced. entitled: "An ordinance mak-
ing an appropriation for the payment of a certain claim."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Campbell,
Dyar and Hargett (3) Nays: (0) The Mayor approved the same
and is numbered 2600.
A resolution was introduced for first reading providing
for the laying of a six-inch water main on Elm Street from Kan-
sas Avenue to Ohio Street.
On motion of Commissioner Hargett same was referred to
the Board of Commissioners.
Mayor Dyar appointed vim. Mdir, C. J. Peck and W. S. Frey
to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the cost
of curbing, guttering and paving:
Ash Street from Ash Street Bridge to Oakdale Avenue;
Street Railway Tracks on Santa Fe Avenue from ?,ialnut
Street to a pointerfeet south of South Street;
Street Railway Tracks on Iron Avenue from Penn Avenue
to Delaware S-Ereet;
Eleventh Street from Iron Avenue to State Street;
Elm Street from Third Street to Front Street;
Elm Street from Front Street to -Elm Street Bridge;
Penn Avenue from Elm Street to Fiver -side Boulevard;
Elm Street from Elm Street Bridge to Ohio Street;
Twelfth Street from State Street to Ash Street;
Curbing and Guttering:
Johnstown Avenue from Front Street to Oakdale Avenue.
On motion of Commissioner Campbell the appointments were
confirmed.
A petition was presented signed by M. S. Jennings and
six others asking for the location of an are dight at the corner
of "Prescott Avenue and T!,ontrose Avenue. Same was referred to the
City Manager.
A petition was presented signed by Koyden Eby and thirteen
others asking for the extension of water mains on -Eighth Street
from Pacific to Harsh Street. Same was referred to the City
Manager.
A committee from the American Legion appeared before the
Board of Commissioners and asked permission to use Kenwood nark
October 14th, 15th and 16th for the purpose of putting on a flying
meet.
On motion permission was granted.
Contract as to paving of street car tracks and repairing
of same and laying new 80 -pound rails was read, accepted and May-
or was authorized to sign same.
Lease of part of sidewalk and parking to a 11r. C. W. Johnson
for the purpose of establishing a merchandise business and put-
ting store building on said. ground was discussed, and as lease
had not been complied with present owner was ordered to remove
it from City property.
On motion of Corrnissioner Campbell, Board of Commissioners
adjourned.
