Board of Commissioners met in regular session, August 21st, 1922. RIeeting was called to order by IIa,,ror Dyar, the roll was called and Commissioners Dyar and Hargett and -''sting City Attorney Norris responded. Commissioner Campbell and City Attorney Buzick absent. The minutes of the regular meetin;f�-, of August 14th, 1922, were read and approved as read. A petition was received asking for the parking through the center of the block on Penn Avenue from him Jtreet to Kiver- side Boulevard. Same was referred to City Manager. A petition was received asking for the extension of eater mains on Wilson Street from Fifth Street to Third Street. -ame was referred to the City Manager. On motion of Commissioner Hargett permission was granted to the Pageant of Progress for the use of certain streets for the erection of arches on display booths for the week of Septem- ber 25th to 30th. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous mrposes.11 On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and hargett. (2) Nays: (0) Commissioner Campbell absent. The Mayor ap- proved the same and is numbered 2562. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted b7 sections and on its final adoption the roll was called and the following vote arias had; Ayes: Dyar and Hargett. (2) Nays: (0) Commissioner Campbell absent. The Mayor approved the same and is numbered 2563. An ordinance was introduced entitled: "An ordinance making an appropriation for the Dayment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and Hargett (2) flays: (0) Commissioner Campbell absent. The ISayor approved the same and is numbered 2564. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll. was called and the following vote was had; Ayesij Dyar and Hargett. (2) Nays: (0) Commissioner Campbell absent. The Mayor approved the same and is numbered 2565. An ordinance was introduced for second reading entitled: "An ordinance providing for the issuance of improvement bonds of the City of Salina, Kansas in the sum of 41657.99 to pay the cost of building`and constructing certain storm sewers, manholes and catchbasins in said City." On motion of Commissioner Fargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; ;yes: Dyar and Hargett (2) Nays: (0) Commissioner Campbell absent. An ordinance was introduced for second reading entitled: "An ordinance making a special assessment and levy of taxes for the cutting of t -,reeds on certain lots and parts of lots in the City of Salina, Kansas." On motion of Con issioner Hargett the ordinance rias read and adopted b71r sections and on its final adoption the roll eras called and the following vote was had; Ayes: Dyar and Hargett (2) Nays: (0) Commissioner Campbell absent. `l'h.e Mayor approved the same and is numbered 2569. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading and paving of all the unpaved portion of Iron Avenue in the City of Salina, Kansas in the center of said Iron Avenue occupied by the tracks of The Salina Street Railway Company from the east line of Penn Avenue to the wrest line of Delaware Street in said City, and z roviding for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote t°ras had; Ayes: Dyar and Hargett. (2) Nays: (0) Commissioner Campbell absent. The Mayor ap- proved the same and is numbered 2570. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading and paving of all of the unpaved portion of Santa Fe Avenue in the City of Salina, Kansas, in the cneter of said Santa Fe Avenue as noir occupied bT the tracks of the Salina Street Railway Company, from the suoth line of Walnut Street in said City to a point 200 feet south of South *treet therein, providing for the cost thereof how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and Har- gett (2) Nays: (0) Commissioner Campbell absent. The Mayor approved the same and is numbered 2571. An ordinance was introduced for second reading entitled: "An ordinance providing for the";curbing, guttering, excavating, grading and pavimg of Penn Avenue in the City of Salina, Kan- sas from the north line of Elm Street to .Riverside Boulevard, in said City and providing for the cost thereof, how the same shall. be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and Hargett. An ordinance was introduced for second reading entitled.: E "An ordinance providing for the curbing and guttering of Johnstown Avenue in the City of Salina, Kansas from the east - line of Front Street to the west line of Oakdale Avenue in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar and Hargett (2) Nays: (0) Commissioner Campbell absenth. The Mayor approved the same and is numbered 2579. A representative of The Salina High School appeared before the Commissioners and asked permission to play foot -ball in Kenwood Park immediately in front of the Grand Stand. Commissioner Hargett moved that permission be granted to the High School for the use of the ground after October lst, 1922. City Manager, 'VY. A. Layton appointed IiI. W. Enyeart as Special Police at the Kansas Wesleyan University. On motion of Commissioner Hargett the appointment was confirmed. On motion of Commissioner Ilargett the City Clerk was instructed to advertise for concession privileges at the auto races, .,Monday, September 4th, 1922, bids to be received up to and including Monday, August 28th, 1922 at 6 o'clock P. M. On motion of Commissioner Hargett, Board of Commissioners adjourned, City Clerk.
