COMMISSIONERS PROCEEDINGS, REGULAR MEETING.

COMMISSIONERS ROOM,
SALINA, KANSAS.
MAY 22nd, 1922.
Board of Commissioners met in regular session, May 22nd,
1922. Mayor Dyar presiding, the roll was called and Commission-
ers Campbell and Dyar and Acting City Attorney Norris responded.
Commissioner Hargett and City Attorney Buzick absent.
The minutes of the regular meeting of May 15th, 1922,
were read and approved as read.
A bond from A. M. Barnard, for the construction of pergola
in Oakdale Park was presented, and on motion of Commissioner
Campbell same was approved and ordered filed.
Bert Holmquist appeared before the Commissioners and asked
for a license to conduct an amusement park.
Commissioner Campbell moved that same be granted.
An ordinance was introduced for second reading entitled:
"An ordinance establishing the office of Electrical Inspector
in and for the City of yAalina, Kansas, to regulate and define
the duties of such office and to establish rules and regulations
concerning the installation, operation and maintenance of elec-
trical wiring and appliances; to fix penalties for the violation
of its provision and repealing Ordinance Number 1300, entitled:
'An ordinance covering electrical wiring and gas piping in the
City of Salina'; Ordinance Number 1313 entitled: 'An-ordinanee
creating the office of City Electrician and Inspector, defining
the duties of same and repealing Section Eight (8) and Nine
(9) of Ordinance Number 1300; and Ordinance Number 1937 entitled:
"An ordinance amending Section Four (4) of Ordinance Number 1313
passed and approved June 18th, 1906 and repealing such origin-
al section' and all other ordinances in conflict herewith."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Campbell and Dyar
(2) Nays: (0) Commissioner Hargett absent. The Mayor ap-
proved the same and is numbered 2500.
An ordinance was introduced for first reading entitled:
"An ordinance establishing and creating a Benefit District in the
City of Salina, Kansas by reason of the opening and extending
of Faulkner Street in said City from the north line of said
Faulkner Street north to the south line of Iron Avenue therein,
and fixing the boundaries of said Benefit District."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance granting the right of way to the Union Pacific
Rialroad Company, its successors and assigns, for a switch tracip
on and across certain streets and alleys in the City of Salina.
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
R. A. Rearwin appeared before the Board of Commissioners
and asked for a special permit to construct a corrugated iron
building on his lot South of the Missouri Pacific Railway tracks
on the east side of oanta Fe Avenue.
Commissioner Campbell moved that permission be granted.
The new maintenance bond of the Smith -Graham Construction
Company for the maintenance of paving recently awarded to them -
was presented, this bond was to take the place of the one pre-
viously filed by said Company, with the exception of North Ninth
Street between Otis Avenue and Euclid Avenue being omitted, by
reason of the contract on this particular street having not been
let.
On motion of Commissioner Campbell same was accepted and
ordered filed.
A maintenance bond from Amerman & Snyder for the con-
struction of certain sewers was received, and on motion of Com-
missioner Campbell same was accepted and ordered filed.
A maintenance bond from the Smith -Graham Construction Com-
pany for the construction of certain paving recently awarded them
was received and on motion of Commissioner Campbell same was ac-
cepted and ordered filed.
City Manager, W. A. Layton submitted the following appoint -
ment:

Salina,
Kansas.
Gentlemen:
I take pleasure in submitting herewith the name of
J. W. Lee of the City -of Salina for the appointment as eatrolman
of the City of Salina, Kansas.
The said appointee to serve as Patrolman of the City of
Salina, Kansas at the discretion of the City Manager and may be
removed from office at any time.
The tenure of office of said appointee, J. W. Lee to
begin May 16th, 1922.

On motion of Commissioner Canpbell the appointment was
confirmed.
City Attorney, A. R. Buzick submitted a written opinion
for the paving of Third Street between Walnut Street and Mulberry
Street.
On motion, same was received and ordered filed.
A petition signed by J. E. Cobb and 11 other citizens was
presented, asking for the extension of water mains on Third street
from Prescott Avenue to Crawford Avenue.
Same was referred to the City Manager.
The appraisers reports for the construction of certain sewers
in Lateral Sewer Districts numbered 1-a, 3-A, 1-C, 2-C, 3-C, 4-C,
1-E, 2 -E,'3 -E, 4-E, 1-F, 2-F, 3-F, 1-G and 2-a as provided for in
Ordinance Number 2487 of the City of Salina, Kansas was received, ani
on motion of Commissioner Campbell Monday, May 29th, 1922 at 7:30
o1clock P. M. was designated as a special meeting at which time and
place the appraisers reports will be taken up and acted upon by
the CommiSgioners and all persons having any complaint to make as
to such appraisement can be present and heard if theso desire,
and that the City Clerk give notice in the official My paper as
provided by law.
On motion of Commissioner Campbell Board of Commissioners
adjourned.
