,/Board of Commissioners met in regular session, Monday,
ray ist, 1922. Meeting was called. to order by Mayor Dyar, the
roll was called and Commissioners Campbell, Dyar andargett
and City Attorney Buzick responded.
The minutes of the Hegular Meeting of April 24th, 1922,
were read and approved as read.
An ordinance was introduced emtled: "An ordinance making
appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor approved. the same and
is numbered 2492.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the paving, excavating, curbing
and guttering of certain streets in the City of Salina, Kansas."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett (3) Nays: (0) The Payor approved the same and
is numbered 2493.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be
used and letting a contract for the paving, excavating, curbing
and guttering of certain streets in the City of Salina, Kansas."
On motion of Commissioner Campbell the ordinance was read
and adopteb by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The ivdayor approved the same and
is numbered 2494.
An ordinance was introduced for second reading entitled:
"An ordinance specifying and selecting the paving material to be

On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was

The following resolution vias introduced for second reading:
BE IT RESOLVED by the Board of Commissioners of
the City of Salina, Kansas that the curbing, guttering, excavat-
ing, grading and paving of 'Twelfth Street in the City of Salina
Kansas, from the north line of State Street to the south line
of Ash Street in said City, be and the same is hereby determined
a to be a necessary improvement, and that said Twelfth Street
' in the City of Salina, Kansas be curbed, guttered, excavated,
graded and paved within the limits above defined.

City of Salina, Kansas that the curbing, guttering, excavating,
grading and paving of Elm Street in the city of Salina, Kansas
from the east side ofZ�lm Street Bridge to the west line of
Ohio Stret in said City, be and the same is hereby determined to
be a necessary improvement, and that said Elm Street in the City
of Salina, Kansas be curbed, guttered, excavated, graded and paved
within the limits above defined.

from the horth line of Ash treet to the south line of Elm Street
in said City be and the same is hereby determined to be a neces-
sary improvement, and that said Penn Avenue in the City of Salina,
Kansas be curbed, guttered, excavated, graded and paved within
the limits above defined.

grading and paving of Beloit Avenue in the City of Salina, Kan-
sas from the east line of Santa -77 --Avenue to the west line of
the McPherson Branch Railroad Right -of -`eBay in said City be and
the same is hereby determined to be a necessary improvement, and
that said Beloit Avenue in the City of Salina, Kansas be curbed,
guttered, excavated, graded and paved within the limits above,
defined.

"An ordinance providing for the construction of certain sewers
in the City of Salina, Kansas, letting the contract therefor and
providing for the payment of the cost of the same."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Pdiayor approved the same and
is numbered 2496.
Plans and specifications for the erection of the Memorial
Hall �-1ere submitted by Chas. Shaver, Architect, and on motion
of Commissioner Hargett same were approved and ordered filed.
The following resolution wa-s introduced:
BE IT RESOLVED by the Board of Commissioners
of the City of Salina, Kansas that the plans and specifications for
the Memorial Community Building to be built in the City of Sali-
na, Kansas as prepared for said City by Charles Shaver, Architect
and filed in the office of the City Clerk of said City on the
first day of May, 1922, be and the same are hereby adopted as and
for the plans and specifications for the erection, construction
and completion of the building aforesaid. Provided, However,
that such adoption of said pland and specifications as aforesaid,
shall and the same is hereby made.subject to the approval of the
State Architect of the State of Kansas.

making the same necessary, and on its final adoption the roll

An ordinance was introduced entitled: "An ordinance making

The following resolution was introduced.:
BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas that the Mayor and City Clerk be and they
are hereby authorized and directed to execute on behalf of said
City of Salina the Agreement entered into between the City of
Salina, Kansas party of the first part and Th.e Salina Retailers
Association party of the second part, bearing date of May 2nd,
19223, for the installation of a ten (10) gauge 800 -gallon sprink-
ling and flushing; tank, including a complete sprinkling and flush-
ing outfit with motor pump by second partt, on one certain Kissel
Fire Truck chassis belong to first partt, to be used in sprink-
ling and flushing the streets in the business section of the City
of Salina, Kansas, on and between Fifth Street and Seventh Street;
and on and between '.'.;alnut Street and Ash Street; and upon North
Santa Fe Avenue therein between Ash Street and Elm Street; and
upon Iron Avenue from the Iron Avenue Bridge to Ninth Street, said
sprinkling and flushing to be done between April 15th and uctob-
er 15th in each ,year and in such time as the party of the first
part shall deem necessary and proper.

Commissioner Campbell moved that the resolution be adopt-
ed and approved and at this meeting because of a public emergency
making tiie' same necessary and on its .final adoption the roll was
t-HEREAS, the City of Salina, Kansas has by action of its
Board of Commissioners adopted the plans and specifications for
a Memorial Community Building to be built in the city of Salina,
as heretofore filed by Charles Shaver, Architect, as and for
the plans and specifications of said building, and
1,,HERE;AS, an estimate of the cost of the building, erection
and completion of said Memorial Community Building has been
heretofore filed in the off.ce of said City Clerk by Charles
Shaver Architect, aforesaid, N01.'1 TH'-REFORE,
BE IT RESOLVED by the Board of Commissioners of the City
of Salina, Kansas that when said plans and specifications shall
have been approved by the State Architect of the State of Kansas,
then that sealed, written bids be received up to and including
the hour of seven otclock P. 12. on June 2nd, 1922, for the build-
ing, erection and completion of said building under and in accord-
ance with the plans and specifications aforesaid, said bids to
be invited by advertisement for three (3) days in the official
paper of said City, and
BE IT FURTITI_ ;R. R'`�SOLVED that the right be and it is hereby
reserved to reject any and all bids therefor.

On motion of Commissioner Hargett all bids were placed on
file to be tabulated and final action to be taken at the next
meeting.
The appraisers report for the curbing, guttering, excavating,
grading and paving of:
Republic Avenue from Santa Fe Avenue to Ninth Street;
Milson Street from Santa Fe Avenue to Fifth Street;
Bond Street from Highland Avenue to Ninth Street;
Baker Street from ?alnut Street to South Street,
were received and on motion of Commissioner Campbell, 'donday
evening, May 8th, 1922, at 7:30 otclock-. was designated as a
special meeting, at which time the appraisers reports will be
taken up and acted upon by the Board of Commissioners, and all
persons affected by such improvements can be present and heard
if they so desire, and that the City Clerk give notice in the
official City paper as provided by law.
A petition signed by J. R. Bortle and thirteen others was
presented asking for the curbing, guttering, excavating, grading
and p aving of E'lm Street from Ninth Street to College Avenue.
Same was received and ordered filed and that a resolution
be drafted and introduced.
A petition signed b�:- J. C. Price and seven others was pre-
sented asking for the excavating, grading and paving of Elm Street
from Third Street to Front Street; and for the curbing, guttering,
excavating, grading and paving of Elm Street from Front Street to
Elm Street Bridge.
Same was received and ordered filed, and that a resolution
be drafted and introduced.
A petition signed by Louis Serrault and nineteen others
was presented asking for the curbing, guttering, excavating,
grading and paving of Fourth Street from Iron Avenue to South
Street, which petition was referred to the City Attorney for a
decision.
A petition signed by ,'!. L. nipper and two others was pre-
sented asking for the construction of a sewer on Baker Street,
commencing at present manhole in alley between Spruce Street and
South Street, running thence south on Baker Street to South Street.
Same was referred to the City Manager.
A petition signed by Vim. Garvin and six others was presented
asking for the extension of water mains on Front Street from Mis-
souri Pacific Railroad to North Street. Same was referred to the
City Manager.
A petition signed by H. A. R.agle and two others eras presented
asking for the extension of water mains on Ninth Street between
Claf lin Avenue and Woodlawn Avenue. Same was referred to the City
Manager.
A resolution was introduced.. for first reading providing
for the paving, excavating and grading Elm Street from Third
Street to Front Street; and curbing, guttering, excavating,
grading and paving lm Street from Front Stre;t to Elm Street
Bridge.
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
A resolution was introduced for first reading providing
for the curbing, guttering, excavating, grading and paving Elm
Street from Ninth Street to College Avenue.
On motion of Commissioner Hargett same was referred to the
Board of Commissioners.
A resolution was introduced for first reading providing
/for or the curbing and guttering of Johnstown Avenue from Front
/Street to to Oakdale Avenue.
On motion of Commissioner Campbell same was referred to
the Board. of Commissioners.
A. resolution was introduced for first reading; providing
for a four -inch water main from the end of the present main
at the intersection of Spruce Street and. Colaege Avenue, running
thence west on Spruce Street to Llissouri Pacific I�1ight-of- ;ay.
On motion of Commissioner Hargett same was referred to the
Board of Commissioners.
Commissioner Hargett moved. that no paving petitions or
resolutions be received or introduced after I'onday, 1`3ay 8th,
1922, for the construction of paving to be laid—during the year
1922.
On motion of Commissioner Campbell, Board of Commissioners
adjourned.
