COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA.. KANSAS.
APRIL 3rd, 1922.
Board of Commissioners met in regular session April
3rd, 1922. Meeting was called to order by Mayor Dyar, the
roll was called and Commissioners Campbell, Dyra and Hargett
and City Attorney Buzick responded. —
The minutes of the regular meeting of March 27th, 1922,
were read and approved as read.
Frank Eberhardt appeared before the Commissioners in w
reference to the construction of the new National Bank Build -
Ing at the corner of Santa Fe Avenue and Iron Avenue, asking
permission to excavate seven feet in the alley at the rear
of said building, to accomodate the storage of coal; also
asked permission for the closing of the alley during the con-
struction of the building.
Commissioner Campbell moved that the request be granted.
! I Jas. P. Quinn appeared before the Commissioners for a
special permit for the construction of a cement plaster build -
Ing on Walnut Street on the lotTwest of the Grand Theatre.
Commissioner Hargett moved that the matter be taken under
advisement.
D. E. Berger appeared before the Commissioners asking
for permission to construct a galvanized iron room on top of
his bottling plant on North Santa Fe Avenue, same to be used —
in the distilling of water.
On motion, the matter was taken under advisement.
j An ordinance was introduced entitled: "An ordinance mak-
ing appropriations for miscellaneous purposes."

On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor approved the same and
is numbered 2480.
An ordinance was introduced for second reading entitled:
"An ordinance extending the corporate limits of the City of
Salina, Kansas."

On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays (0) The Mayor approved the same and
is numbered 2481.

An ordinance was introduced for second reading ng entitled:
An ordinance providing for the excavating, grading, paving,
curbing and guttering of Republic Avenue in the City of Salina,
Kans as, from the east line of Fifth Street in said City to the
east line of Santa Fe Avenue in said City and providing for
the cost thereof, how the same shall be assessed and the manner
of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was --
called and the following vote was had: Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor approved the same and
is numbered 2482.

"An ordinance providing for the exacavating, grading, paving,
curbing and guttering of Crawford Avenue in the City of Salina,
Kansas, from the west line of Fifth Street in said City to the
East line of Santa Fe Avenue in said City and providing for the
cost thereof, how the same shall be assessed and the manner of
payment therefor."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor approved the same and
is numbered 2483.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the eAcavating, grading, paving,
curbing and guttering of Bond Street in the City of Salina,
Kansas from the west line of Fifth Street in said City to the
east line of Santa Fe Avenue in said City and providing for the
cost thereof, how,tthe same shall be assessed and the manner of
payment therefor.
On moition of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the roil
was called and the following vote was had; Ayes: Campbell,
Dyar and Hargett. (3) Nays: (0) The Mayor approved the
same and is numbered 2484.

The fdllo*ing resolution was introduced for second
reading:
BE IT RESOLVED by the Board of Commissioners of the City
of Salina, Kansas that the Mayor and City Clerk be, and they
are hereby authorized and directed to execute and deliver on
behalf of said City the contract with the Missouri Pacific nail -
way Company, covering the construction, maintenance and opera-
tion of the City sewer extending underground across the premises
and underneath and across the roadbed and track of the Missouri
Pacific Railway Company between Ash Street and State Street, also
on University Place in Salina, Kansas.
Introduced for first reading, March 27th, 1922.
Adopted and approved, 0000.0. April 3rd, 1922.

On motion of Commissioner Hargett the resolution was
adopted as read and on its final adoption the roll was called
and the following vote was had; Ayes: Campbell, Dyar and
Hargett. (3) Nays: (0)
An ordinance was introduced for first reading entitled:
"An ordinance providing for the construction of certain sewers
In the City of Salina, Kansas."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
,The appraisers reports for the curbing, guttering, exca-
vating and paving of Eleventh Street from Ash Street to State
Street; also for the excava ng an paving of State Street from
Ninth Street to College Avenue, were received, and on on of
Commissioners Campbell, Monday evening, April 10th, 1922, at
7:30 O'clock P. M. was designated as a Special Meeting, at
which time the appraisers reports will be taken up and acted
upon by the Commissioners, and all persons affected by such
Improvements can be present and heard if they so desire, and
that the City Clerk give notice in the official City paper as
provided by law.
Bert Lamb appeared before the Commissioners and stated
that after consideration the ball league had decided to transfer
their games from Oakdale Park to Kenwood Park if the same was
agreeable to the Board of Commissioners.
Commissioner Hargett moved that permission be granted.
A petition was presented signed by J. R. Smith and 15
other citizens, protesting against the construction of a side-
walk on the a*st side of College Avenue from a point 100 feet
south of Park Street to Thirteenth Street. Same was referred
to the City Engineer for investigation.
Commissioner Hargett moved that the Salina Candy Company
be given permission to put in "No Parking' signs on the west
side of their building in front of the door, said space to be
not over 25 feet and said permit to be given for one year.
--/On motion of Commissioner Campbell Board of Commissioners
adjourned.
