Board of Commissioners met in regular session lVionday, March 20th, 1922. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbell, Dyar and 11ar- gett and City Attorney Buzick responded. The minutes of the Regular I*leeting of March 13th, 1922, were read and approved as read. The following resolution was introduced for second read - im BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas that the Mayor and City Clerk be and they are hereby authorized and directed to execute and deliver on behalf of said City the contract with the Union Pacific Railroad Company, covering the construction, mainte- nance and operation of the City sewer extending underground across the premises and underneath and across the roadbed and track of the McPherson Branch of the Union Pacific Railroad in alley between Minneapolis Avenue and Beloit Avenue in Galina, Kansas. Commissioner Campbell moved that the resolution be adopted as read, and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The following resolution was introduced for second read- ing: VffH AREAS, the Sinking Fund of the City of Salina, Kansas, as now shown on the books of the City Treasurer shows a balance of 4p4,113.32. At present investments have been made from the Sinking Fund of 44,000.00 for Iron Avenue Bridge Bonds and ,24,000.00 for certificates of deposit, with. no account covering these two investments, Now, Therefore, BE IT SES (LVED by the Board of Commissioners of the City of Salina, Kansas, that the City Treasurer be instructed to credit the Sinking Fund with the above mentioned 328,000.00 showing the actual balance of 1'$'32,113.32, and that a new ac- count be opened and called, "Investment Account --(Sinking Fund)", and charged with said 328,000.00 Introduced for first reading, March 13th, 1922. Commissioner Hargett moved that the resolution be adopted as read, and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett (3) Nays: (0) An Ordinance was introduced for first reading entitled: "An ordinance extending the corporate limits of the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance repealing Ordinance No. 2355 passed and approved September 20th, 1920, entitled, ""An ordinance regulating the use of automobiles, motorcycles and other vehicles on the streets, avenues and alleys of the City of Salina, Kansas; regulating the passage of pedestrians upon and over the public streets of the City of Salina; regulating the operation of street cars in the City of Salina; providing penalties for the violation hereof and repealing Ordinances numbered 1521, 1698 and 1782 of said City of Salina," and repealing such original sec- tions." On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain side- walk in the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance establishing and creating a Benefit District by reason of the widening of Johnstown Avenue in the City of Sali- na, Kansas, and fixing the boundaries thereof." On motion of Commissioner Hargett same was referred to the Board of Commissioners. Mr. Earl Branson appeared before the Commissioners in reference to the construction of auto garage that was present- ed at the meeting of March 13th, 1922. Commissioner Hargett moved that a special permit be granted for the construction of the above mentioned garage. rerformance Bond from the Smith -Graham Construction Com- pany of Augusta, Kansas, for the construction of certain pav- ing as per contract awarded March 3rd, 1922, was presented.. On motion of Commissioner Hargett same was approved and ordered filed. City ,,Ianager, A. Layton appointed D. D. Hopkins as Special rolice at the Weber Flour ?rill, without pay from City. On motion of Commissioner �;ampbell the appointment was confiPmed. Mayor Dyar appointed the following as Directors of the Public Library: Mrs. Alice G. Bond, Mrs. IViary B. Brown, Mrs. Etta Crawford, `1. S. Heusner, C. F. McAdams, T. D. Mayor Dyar appointed r.;. S. Frey, Chas. J. Peck and Vim. Muir as appraisers to ascertain the value of the lots and pieces of ground to be condemned for the opening of Johnstown Avenue from Kansas Avenue to Ohio Avenue. On motion of Commissioner Campbell the appointments were confirmed. On motion of Commissioner Hargett, Board of Commissioners adjourned. MY Clerk. 0
