pSand of Commissioners met in regular session, ,onday,
March th, 1922. I.4eeting was called to order by Mayor Dyar,
the roll was called and Commissioners Campbell, Dyar and nar-
r-ett responded.
The minutes of the regular meeting of March 6th, 192219
were readn and approved as read.
An ordinance was introduced entitled: "An ordinance mak-
ing appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor approved the same and
is numbered 2473.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the condemnation and appropriation
of a certain tract and parcel of ground in the City of Salina,
Kansas, for the purpose of widening Johhstow n Avenue in said
I City from the wrest line of Ohio Street to the east _line of Kan-
sas Avenue in said City, and providing for the appointment of
appraisers therefor."
On motion of Commissioner Hargett the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar
and Hargett. (3) Nays: (0) The Mayor apporved the same and
is numbered 2474.
Mgr. Earl Branson of the Salina Candy Company appeared be-
fore the Commissioners and asked for a special permit to con-
struct a garage on the lot across the alley from the Salina Oandy
Company factory on Ash Street,
Commissioner Campbell moved that the matter be referred
to the City Manager for investigation.
Owen Foran appeared before the Commissioners and re-
quested that the Commissioners investigate the drainage in the
alley between Fourth Street and Fifth Street, back of his new
building on Fifth Street, stating that the water could not I
drain away from his building.
The matter was referred to the City Engineer for invests- I
gation.
The following resolution was introduced for first read-
ing: "Concerning Union Pacific Sewer across McPherson Branch I
tracks in alley between Minneapolis and Beloit•Avenues."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners. j

The following resolution was introduced for first reading:
"Instructing City Treasurer to open new account called, In-
vestment Account -(Sinking Fund)."
On motion of Commissioner Hargett same was referred to
• the Board of Commissioners.

€ City Manager T. A. Layton, reported on the remonstrance
against the paving of u+ashin ton Avenue from Tenth Street to
Twelfth Street; also on College Avenue from Nalnut Street to
South Street, in the City of Salina, Kansas, as follows:
i "After a thorough investigation it was found that a majori-
ty of the resident property owners owning the majority of square
feet liable for the cost of the curbing, -guttering and paving of
the above named streets have signed the remonstrance, and there-
fore the resolutions adopted and approved by the Board of Com-
missioners were defeated."
Commissioner Campbell moved that the report of the City
Manager be accepted.

City Engineer, VIm• Theisner, reported favorable on the
petition asking for the construction of a sewer on Clark
Street from University Place to V.alnut Street.
Commissioner Hargett moved that the report of the City
Engineer be accepted.
A remonstrance was received protesting against the con-
struction of a sewer in the alley between Tenth Street and
Eleventh Street from Lincoln Avenue to Grand Avenue.
Same was received and ordered filed.
A communication was received from Roy F. Bailey, Chair-
man of the Saline County Chapter of the American Red Cross,
suggesting that the City Commissioners should appoint a member
of the City government to serve on the Board of Directors of
the Red Cross.
Commissioner Hargett, moved that City I.Tanager, 'V'i. A.
Layton be appointed to serve on said Board.
City Manager, 'E. A. Layton, appointed T_:: S. Ruggels
to serve as Special Police in the vicinity of the Kansas VYes-
leyan University.
Commissioner Campbell moved that the appointment be
confirmed.
The matter of sidewalks was discussed and the City
izigineer was instructed to make up a list of the sidevralks
that had been recommended, andsubmit the same to the City
Attorney for the drafting of an ordinance.
On motion of Commissioner Campbell, Board of Commission-
ers adjourned.
