SALINA, KANSAS. -
FEBRUARY 27th, 1922.
Board of Commissioners met in regular session, Monday,
February 27th, 1922. Meeting was called to order by Mayor
Dyar, the roll. was called and Commissioners Oampbell, Dyar
and Acting City Attorney Norris responded. Commissioner Har-
gett and. City Attorney Buziek absent.
The minutes of the regular meeting of February 20th,
1.922 were read and approved as read.
An ordinance was introduced entitled: '"An ordinance
making appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the following vote was had; Ayes: Camp-
bell and Dyar. (2) Nays (0) Co;nmissioner Hargett absent.
The Mayor approved the same and is numbered 2458.
An ordinance was introduced entitled: "An ordinance
establishing certain maximum rates and charges to be made for
electric current and gas in the City of Salina, Kansas, and
amending Sections One, (1), Two (2), Four (4), Five (5) and
Six (6) of Ordinance No. 2361, entitled: "An ordinance estab-
lishing certain maximum rates and charges to be made for elec-
tric current and gas in the City of Salina, Kansas, and lettin
t_le contract therefor.", and repealing said original sections.'
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the following vote was had; Ayes: Camp-
bell and Dyar (2) Nays: (0) Commissioner Hargett absent.
The Mayor approved the same and is numbered 2459.
The following resolution was introduced for second read-
ing:
BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas, that the excavating, grading and pav-
ing of all of the unpaved portion of Santa Fe Avenue, in the
center of the street, now occupied by the.tracks of the Salina
Street Railway Company, lying south of the south line of Val -
nut Street and a point two hundred (200) feet south of South
Street, in said City, are each and all improvements necessary
to be made and done, and be it further resolved that said un-
paved portion of Santa Fe Avenue be excavated., graded and paved
within the limits above defined.

BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas, that the excavating, grading and pav-

of the street, now occupied by the tracks of the Salina Street
Railway Company, lying east of the east line of Penn Avenue and
west of the west.line of Belaware Street in said City, are each
and all improvements necessary to be made and done, and be it
further resolved that said unpaved portion of Iron =avenue, be
excavated, graded and paved within the limits defined.

ment necessary to be made and done, and that said sewer lateral
shall extend in said sewer lateral district between the following
limits and bounds and along the following course:
Commending at present manhole at intersection of
Lincoln Avenue and Eighth Street, running thence
eastdrly to alley 170 feet, thence north in alley
about 600 feet. Manholes as designated on plans.
AND BE IT FURTH:H.R RESOLVED that all the cost and expense
of constructing said sewer lateral be paid by the levy of a
special assessment upon the lots and parcels of land within said
Lateral Sewer District No. One -A, as provided by law.

A claim from Dowling Brothers in the amount of J'15.50
was presented. It appears that former City Manager, F.
Sefton authorized the expenditure of this claim.

"Providing for a four -inch water main on Baker Street from the
end of its T esent main on Baker Street between Valnut Street and
Cedar Street, thence south on Baker Street to South Street."

On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
An Ordinance was introduced for first reading entitled:
An ordinance prohibiting persons without authority turning on,
unsealing or opening an electric, gas or 'rater mLter or service,
or tampering with any electric wire and gas pipe or water pipe
owned by an individual or corporation supplying gas, electric
current or water to the City of Salina or its inhabitants, and
providing for punishment for same.
On motion of Commissioner Campbell same was referred to the
i Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to the issuing of licenses in the City of
Salina, Kansas."

The following resolution was introduced for first reading:
"Providing for a four -inch water main on 'VVilson Street from
Fifth Street to Santa Fe Avenue."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
The following resolution was introduced for first reading:
"�?roviding for a four -inch water main on Eleventh Street from
Ash Street to State Street."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
The following resolution wzs introduced for first reading:
"Providing for a four -inch water main on Baker Street from the
end of its T esent main on Baker Street between Valnut Street and
Cedar Street, thence south on Baker Street to South Street."

On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
City Engineer, Vim. Theisner, submitted a report and plat
for the opening of a portion of Johnstown Avenue from Kansas
Avenue to Ohio Avenue.
Commissioner Campbell moved that the City Attorney bring
condemnation proceedings for the acquiring of a portion of the
ground necessary for the widening of said street.
City Engineer, Vim. Theisner, submitted a report for the con-
dition of Chicago Street in the western part of the City.
The matter was referred to the Citi- Attorney for investiga-
tion.
A remonstrance against the curbing, guttering, excavating,
grading and. paving of College Avenue from -�,alnut Street to South
Street was presented, and the Mayor referred the same for investi-
gation.
The matter of C. A. Everhart, who has been operating an auto
transfer in the City, and has been evading the payment of license
was discussed by the Commissioners.

Acting City Attorney Norris ruled that C. A. Everhart should
pay the regular City license and the police were instructed to
enforce the same.
A proposition was received from the Brown-Crumner In-
vestment Company of "ichita, Kansas, for the proposed paving
and sewer bonds.
Commissioner Campbell moved that the proposition be ac-
cepted.
Commissioner Campbell moved that the Board of Commission-
ers adjourn until Friday evening, March 3rd, 10-22, at seven
o1clock.
