COMMISSIONERS PROCEEDINGS, REGULAR MELTING
COMMISSIONERS ROOM,
1 SALINA, KANSAS.
FEBRUARY 13th, 1922.

/-/Board of Commissioners met in regular session February 13th,
10,22. Meeting was called to order by Mayor Dyar, the roll was
called and Commissioners Campbell, Dyar and Hargett and Acting
City Attorney Norris responded. City Attorney Buzick absent.
The minutes of the Regular Meeting of February 6th, 1922,

were read and approved as read.

An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Campbell, Dyar and
Hargett. (3) Nays: (0) The Mayor approved the same and is
numbered 2441.
Mr. Louis Gottschick of The Masonic Temple Aid Association
appeared before the Commissioners in reference to the opening up
of South Street between Santo Fe Avenue and Seventh Street, stating
that it would be an inconvenience to be compelled to 6pen up the
street, as it would be necessary to remove all material stored and
it would necessitate the using of one»third of Santa Fe Avenue and
Seventh Street for thea torage of same.
The Commissioners stated that if arrangements could be made
whereby the Asbury Hospital could have use of a portion of the
Street, the balance of the street could be used by the Association
for the storage of the material.
Mr. Gottschick assured the Commissioners that such arrange-
ments would be entirely satisfactory to all parties concerned.
Mr. Cy Gawthrop appeared before the Commissioners, and sub-
mitted a diagram of a nine -hole golf link to be constructed in
Kenwood Park, stating that the Rotary Club and the Lions Club
mould bear the expense of constructing the same.
Commissioner Hargett moved that if the links could be con-
structed the City would maintain the same.
City Manager Layton submitted the names of the following
Special Police, to act in such capacity without pay from City:

3 I submit to you the following named parties which I
desire to recommend as Special Officers in the Police Department
of the City of Salina, and advise that they be given a Special
Police appointment to act in such capacity without pay from City
and subject to removal at the will of the Commissioners and City
Manager:
Neal J. Smith, Robinson Milling Company;
G. A. Clark, Weber Flour Mill Company,
W. H. Murphy, Westernn Star Mill Company,
Jacob R. Dell, Shellabsrger Mill Elevator Co.,
B. A. Wolbert, Fire Chief.

Commissioner Campbell moved that the appointments be con-
firmed.
City Engineer, Vm. Theisner, stated that there was needed
! several short pieces of storm sewer to be constructed in advance
of paving.
Commissioner Campbell moved that the City Engineer pre- �
pare plans and specifications and estimate of cost and submit
the same to the City CommissiohErs at the next regular meeting.
The matter of constructing a sewer in the alley between
Tenth and Eleventh Streets from Lincoln Avenue to Grand Avenue
was discussed by the Commissioners, as there was some agitation
to have said sewer laid on Eleventh Street from Lincoln Avenue
to Grand Avenue.
Commissioner Hargett moved that the sewer be constructed
in the alley as heretofore planned by the City Engineer.
A/ I The following resolution was introduced for first reading:
"For the curbing, guttering, excavating, grading and paving of
Crawford Avenue from Fifth Street to Santa Fe Avenue."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
The following resolution was introduced for first reading:
"For the curbing, guttering, excavating, grading and paving of
Republic Avenue from Fifth Street to Santa Fe Avenue."
On motion of Commissioner Hargett same was referred to
the Board of Commissioners.
The following resolution was introduced for first reading:
"Providing for the curbing, guttering, excavating, grading and
paving of Bond Street from Fifth Street to Santa Fe Avenue."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
City Manager, Layton, stated that Mr. H. C. Siiither, asked
to have a certain portion of Leavenworth Addition west of Dry
Creek excluded from the City limits, as he intends to construct
an athletic park on said ground.
Commissioner Campbell moved that if Mr. Smither would con-
struct the athletic field as proposed the City would have no
objection of vacating the same.
City Attorney was instructed to file suit against the A. R.
Young Paving Company and the Surety Bonding Company on account of
defebtive paving on Santa Fe Avenue from :Walnut Street to North
Street.
City Attorney was also instructed to proceed to collect
the Utt Lumber bill in the amount of $187.30 from the Oscar G.
Nelson estate; same being lumber used in the construction of the
Judges Stand in Kenwood Park, and having not been paid for by
Mr. Nelson. .
The matter of opening a portion of Johnsontw Avenue from
Kansas Avenue to Ohio Avenue was discussed, and same was re-
ferred to the City Manager for investigation.
City Engineer was instructed to prepare plans and speci-
fications and estimate of cost for the construction of the drain-
age track in Kenwood Park.

City Engineer, Wm. Theisner submitted plans and specificap
tions and estimate bf'"cost for the curbing, guttering, excavating,

-Baker Street from Walnut to South;
-Ohio Avenue from Iron Avenue to Ash Street;
-Bond Street from Highland to Ninth; --
Wilson St. from Santa Fe to Fifth;
(-;Eleventh St. from Ash to State;
__Republic Avenue from Santa Fe to Highland;
-.Republic Avenue fom Highland to Ninth;
Ninth Street from Republic to Jewell;
-Ninth Street from Otis to Euclid Avenue; and
for the excavating, grading and xa ving of State Street from Ninth
Street to College Avenue.

Commissioner Hargett moved that the same be adopted
and approved by the Cormnissioners, and the City Clerk was In-
structed to advertise for bids for the above named wor#, bids
to be received up to and including March 3rd, 1922 at seven
1 o1clock P. M.
I Commissioner Campbell moved that the City Manager be in-
structed to have resolution drafted for thepaving of the unpaved
portion of the street occupied by the Salina Street Railway
i tracks, on East Iron Avenue from Penn Avenue to Delaware; also
on Santa Fe Avenue from the south line of Wal3YUtStreet to a
i point 200 feet south of South Street.

`Commissioner Hargett moved that the Commissioners adjourn
until February 14th, 1922, at 5 ofclock P. M.
