Board of Commissioners met in regular session, Iionday, February 6th, 1922. Meeting was called. to order by h1ayor Dyyar, the roll was called and. Commissioners Campbell, Dyar andiar- Fett and City Attorney Buzick responded. The minutes of the Regular greeting of January 30th, 1922, were read and. approved as read. An ordinance was introduced entitled: "An ordinance mak- ing an appropriation for the purchase of time certificates of deposit from the Sinking Fund of the City of Salina, Kansas." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote Vias had; ayes: Campbell, Dyar and Hargett. ( 3 ) Na�,rs : ( 0 ) The lfayor approved. the same and is numbered 2438. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Hargett the ordinance was read and adopted bl.T sections and on its final adoption the roll was called and the following vote was had; :lyes: Campbell, Dyar and r'-argett. (3) Nays: (0) The Mayor approved. the same and is numbered 2439. An ordinance was introduced entitled for second reading: "An ordinance establishing and defining the boundaries and limits of certain sewer zones within the City of Salina, Kansas, for the purpose of providing a more convenient form of reference upon the books of said City to any lateral sewer district of said City, created or hereafter createdtherein.'r On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll vies called and the following vote'was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2440. The following resolution was introduced for second reading: BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas, that the curbing, guttering, exca- vating, grading and paving of College Avenue in the City of Salina, Kansas, from the south line of ":!alnut Street to the north line of South Street in said City, be and the same is hereby determined to be a necessary improvement, and that said College ::venue in the City of Salina, Kansas, be curbed, gut- tered, excavated, graded and paved within the limits above de- fined. Commissioner Campbell moved that the resolution be adopted as read and on roll call motion was adopted by the following vote: Ayes: Campbell, Dyra and. Hargett. (3) Nays: (0) Several letters and communications were presented by the City Commissioner, including the above was a letter from the Secretary of the Red Cross Chapter inquiring how the Commission- ers desired to render them assistance in accordance with the pro- visions made in the 1922 Budget. Commissioners stated that there was 5,1500.00 provided for in the budget to take care of deficiency in the Red Cross, if same was needed.. U The matter wzs referred back to the City Manager for further investig��tion and recommendation. The following communication was received from the State Board of Health: Topeka, Kansas, February 2, 1922. Mayor, Commissioners and Business P;Ianager, Salina, Kansas. Gentlemen: At a regular meeting of the Kansas State Board of Health held in the office of the Secretary, at Topeka, Kansas, January 3031 1922 the following resolution and order was unanimously adopted. V11TEREAS, The City of Salina is discharging untreated sewage from their sewer system into the Smoky Hill River, and �.-M ,REAS, Repeated investigations made by the Division of ';',Tater and Sewage of the State Board of Health has shown that the discharging of untreated sewage into the Smoky Hill River has created a s(rious nuisance which is believed to be dangerous and a menace to the public health, and WHEREAS, The permit of the State Board. of Health to discharge sewage into the waters of the state has expired, and "1IIER.E'AS, The City of Salina is desirous of making extensions to its sewer system and has made application for a permit to construct the same and to discharge untreated sewage into the Smoky Hill Diver. THEREFORE,, by virtue of the authority vested in the --- State Board of Health under the laws of the State of Kansas, IT IS H sREBY ORD-ERED, that the City of Salina discontinue discharging untreated sewage into the waters of the state on and after January lst, 1924. I trust that you will proceed without unnecessary delay to make such surveys, adjustments and betterments of the sewerage system of your City as may lend itself to the early adoption of plans and specifications for the treatment of the sewage of your City before being discharged into the natural waters of the state. A communication was received from the Salina Realtors' Asso- ciation asking the Commissioners to incorporate the territory bounded on the north by Crawford Avenue, on the east by Ninth Street, on the south by Jewell Avenue and on the west by the lois- souri Pacific Right-of-!:,Iay and include the same in the City limits. The communication was referred to the City Attorney for final report. Bids were received for fire hose from: i Lee hardware Company, B. F. Goodrich Company, New York .Belting & Packing Company, Anderson Coupling & Fire Supply Company. On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and establishing Lateral Sewer District No. Tyro -G in the City of Salina, Kansas." On motion of Commissioner Hargett same was referred to the Board of Commissioners. A protest against the construction of a sewer in the alley -- between Seventh and Eighth Streets from Grand Avenue to Lincoln Avenue -as received, and on motion was referred to the City Engineer for investigation. City Engineer asked permission to purchase a filing cabin- et and drafting table for the use of his office. Commissioner Hargett moved that the City Manager be author- ized to make the purchase for the above supplies. The matter of refunding Pool Hall License issued. to V1. B. Mc Miekle was presented by the City AJanager. Commissioner Campbell moved that same be taken under ad- visement. w Application for pool hall license from Byron D. Griffith was received. ' On motion of Commissioner Campbell license was.granted. R. H. Cravens appeared before the Commissioners and sub- mitted a proposition to take care of the renewal of all City I ; insurance on all property ovmed by the City of Salina; same to be divided among the different Insurance Companies in the City ac- cording to agreement agreed to by said agents. On motion of Commissioner Hargett the proposition was ac- cepted. City Manager reported favorable on the petition asking for the j construction of a sewer on Clark Street, south from University to Walnut Street, and pity Attorney was instructed to draw the neces- sary ordinance providing for the construction of said sewer. On motion of Commissioner Campbell, Board of Commissioners adjourned. City C ler .
