JANUARY 23rd, 1922.,
Board of Commissioners met in regular session, January
23rd, 1922. Meeting was called to order by Mayor Dyar, the
roll was called and Commissioners Campbell, Dyar and Hargett and _
City Attorney Buzick responded.
The minutes of the regular meeting of January 16th, 1922
were read and approved as read.
The following Rules of Order governing the proceedings
of the Board of Commissioners were presented and read as fol-
lows:
RULE 1. The Commissioners shall meet in regular session
Mondaynr3.g=of each mek as provided by Statutes. The Mayor
shall call a Special Meeting of the Commissioners on the writ-
ten request of any two members of the Commission, specifying
the object and purpose of such meeting, and it shall be the
duty of the City Clerk to notify all members of such special
meeting.
RULE Every members presenting a petitionxcor other
paper, or making a report or motion, shall address the Mayor,
and shall not proceed until recognized by him.
RULE 3. All petitions introducing new business shall,
when in ro uced, be read and at once referred by the Commis-
sioners to the City Manager.
RULE 4. All ordinances or resolutions (except Appropria-
tion Oi;dinances for the payment of claims previously author-
ized), shall be read and then referred to the Board of Commis-
sioners for consideration at the next Regular Meeting, unless
further time for such report be given by the Commission.
RULE 5. The order of Business shall be as follows:
lst. Roll Call
2nd. Reading of Minutes of previous meeting and ap-
proval thereof.
3rd. Introduction and passage of Ordinances,
4th: Final reading of Ordinances &: Resolutions pre-
viously introduced.
5th. Communications received by City Clerk, Commis-
sioners or Manager.
6th. Introduction of Ordinances and Resolutions on
new subject matter.
7th. Report from any Commissioner.
8th. Report of City Manager.
9th. Report from heads of Departments.
10th. New Business
llth. Unfinished Business.
12th. Presentation of petitions by City Clerk.
13th. Adjournment.
RULE 6. Roberts Rules of Order shall govern the Proceed-
ings of—EFe Commission in all cases not provided for by Law,
Ordinance or Rules of the Commission.
RULE 7. The above Rules of Order of Business may be sus-
pended a, any meeting by the concurrence of two members of the
Commission present and voting, excepting Ordinances or Resolu-
tions declared emergency measures by a full vote of the Commis-
sion.
On motion of Commissioner Hargett the above Rules of
Order were adopted as read.
A communication was presented and read b7 the City Clerk
from The Kissel Motor Car Company; also one from the President
of the North Side Booster Club.
On motion of Commissioner Campbell, same were ordered
placed on file.

the following ordinance was introduced for first read-
ing: "An ordinance establishing and defining Sewer Districts
in the City of Salina, Kansas, and repealing Ordinance Number
613.11
On motion, sante was referr,�d to the Board of Commission -
ers.
City Manager, 101. A. Layton, submitted the names of the
following named Special Police, to serve without pay from.

Gentlemen:
I submit to you the following named parties which
I desire to recommend as Special Officers in the Police De-
partment of the City of Salina, and advise that they be given
a Special Police appointment -to act in such capacity without
pay and subject to removal at the will of the Commissioners
and City #anagen:

On motion of Commissioner Campbell the above appointments
were confirmed by the Board of Commissioners.
Commissioner Hargett moved that: the City Clerk notify
The Salina Light, Power & Gas Company to install an incandes-
cent light at the corner of Ninth Street and Grand Avenue.
City Manager stated that the State Board of Health had
agreed to meet representatives from the City in reference to
the disposal of sewage in the City of Salina.
Commissioner Hargett moved that the City Engineer, City
Manager and City Attorney be authorized to attend the meeting
at Topeka, Kansas, January 30th, 1922, in reference to the dis-
posal of sewage in the City of Salina.
Application for Pool Hall License was received from Chas.
0. Smith.
On motion of Commissioner Campbell, license was granted.
Commissioner Campbell moved that the City Engineer be
authorized to purchase a supply of sewer pipe from 1l,. R. Amer-
man.
There being no further business appearing, on motion of
Commissioner Hargett, Board of Commissioners adjourned.
