01-16-1922 MinutesCOMMISSIONERS PROCEEDINGS COMMISSIONERS ROOM, SALINA, KANSAS. JANUARY 16, 1922. — Board of Commissioners met in regular session, January 16th, 1922. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbell. Dyar and Hzrgett, and City Attorney Buzick responded. The minutes of the regular meeting of January 9th, 19221, were read and approved as read. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2422. An ordinance was introduced for second reading entitled: "An ordinance making the director of Public Service ex -officio Sanitary and Health Officer and combining the duties of said offices and repealing all ordinances or parts of ordinancesin conflict herewith." On motion of Commissioner Hargett the ordinance was read and adopted b7 sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2423. An ordinance was introduced for second reading entitled: "An ordinance creating and establishing the offices of Assist- ant Chief and two Police Sergeants; and defining and fixing the duties of said offices; and abolishing the office of Chief of Detectives; and repealing all ordinances or parts of ordinances ih conflict with its terms." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2424. An ordinance was introduced for second reading entitled: "An ordinance rdleating to salaries and compensation of offi- cers and employees of the City of Salina, Kansas, and repealing all ordinances or parts of ordinances in conflict herewith." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The mayor approved the same and is numbered 2425. A resolution was presented from the Board of Directors of The Chamber of Commerce requesting the Board of Commissioners of the City of Salina that they not accept plans for the proposed Memorial Hail Building with a seating capacity of less than 3,0000; and pledging themselves to assist the Commissioners in securing additional money if said Building could not be construct- ed with the money provided for in the Bond Issue. A communication was received from The Union Pacific Rail- road Company with reference to the Iron Avenue crossing; stating that in their opinion it would be useless to put in a signal as requested by the Commissioners some time ago. ,',An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Ohio Street in the city of Salina, Kan- sas, from the north line of Iron Avenue in said City to the south line of Ash Street in said City and providing for the cost thereof, how the same shall be assessed and the manner of pay- ment therefor." i 2hP(jG I, - I 1 1. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Wilson Street in the city of Galina, Kansas, from the east line of Santa Fe Avenue in said City to the west line of Fifth Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Corrmiissoiner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2429. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Republic Avenue in the city of Salina, Kansas, from the west line of Highland Avenue in said City of Salina to the east line of Ninth Street in said City, providing for the cost thereof, how the same shall be assessed and the man- ner pf payment therefor." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2430. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, t curbing and guttering of Eleventh Street in the city of Salina, j from the north line of State Street in the City of Salina, to the south line of Ash Street in the City of Salina and providing for the cost -thereof, how the same shall be assessed and the man- ner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2431. A) An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Republic Avenue in the city of Salina, Kansas, from the west line of Santa Fe Avenue in said City to the east line of Highland Avenue in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2432. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Ninth Street in the City of Salina, Kansas, from the north line -Of- 4t -is Avenue in said City to the south line of Euclid Avenue in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2433. An ordinance was introduced for second reading entitled: '"An ordinance providing for the excavating, grading, paving, curbing and guttering of Bake --Street in the City of Salina, Kansas, from the south line of Walnut Street in said City to the north line of South Street in said City and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its find adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nasy: (0) The Mayor approved the same and is numbered 2434. An ordinance was introduced for second reading entitled: "An ordinance providing for the excavating, grading and paving 1,2 of State -----Street in the city of Salina from the west line of Ninth street to the east line of College Avenue in said City, except the intersections of Tenth Street and Phillips Street, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2435. The following resolution was introduced for second read- ing: BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas, that the curbing, guttering, excavating, grading and paving of flashington Avenue in the city of Salina, Kansas, from the west line of Tenth Street to the east line of Twelfth Street in said City, be and the same is hereby deter- mined to be a necessary improvement, and that said 114tashington Avenue in the C ty of Salina be curbed, guttered, excavated, graded and pave within the limits above defined. (3) Nays: (0) A petition was received signed by Joe Langer, et al., asking for the extension of water mains on Eleventh Street from State Street to Ash Street in advance of the proposed paving. i On motion, same was referred to the City Manager. C. W. Shaver, Architect, submitted preliminary plans for j i the erection of the Memorial Hall Building. I j On motion of Commissioner Campbell same were approved by the Commissioners. f An ordinance was introduced entitled: "An ordinance mak- ing appropriation for the payment of a certain claim." On motion of Commissioner Campbell the ordinance was read i and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2436. A surety bond in the amount of $50,000.00 for Henry H. Eberhardt, City Treasurer of the city of Salina, Kansas, was presented, and on motion of Commissioner Hargett same was re- ceived and ordered filed. -/There being no further business appearing, on motion of Commissioner Hargett, Board of Commissioners adjourned.
