01-09-1922 MinutesCOMMISSIONERS PROCEEDINGS. COMMISSIONERS ROOM, SALINA, KANSAS. JANUARY 9th, 1922. Board of Commissioners met in regular session, Mon- daym January 9th, 1922. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbell, Dyar and Hargett and Acting City Attorney Norris respond- ed. City Attorney Buzick absent. — The minutes of the regular meeting of January 3rd, 1922, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes. Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor ap- proved the same and is numbered 2421. The following resolution was introduced for first reading: "Providing for the paving of Washington Avenue from Tenth to Twelfth Streets." On motion of Commissioner Campbell same was deferred for further consideration. -✓'An ordinance was introduced for first reading entit- led: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Ohio Street in the City of Salina, Kansas, from the north line of Iron Avenue in said City to the south line of Ash Street in said City and pro- viding for the cost thereof, how the same shall be assessed and the manner of payment therefor." .,,On motion of Commissioner Hargett same was referred to the Board of Commissioners. .-,,-An ordinance was introduced for first reading entit- led: "An ordinance providing for the edcavating, grading, paving, curbing, and guttering of Bond Street in the City of Salina, Kansas, from the west line of Highland Avenue in said City to the east line of Ninth Street in said City and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell same was referred to the Board of Commissioners. -'An ordinance was introduced for first reading entit- led: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Wilson Street in the City of Salina, Kansas, from the east line of Santa Fe Avenue in said City to the west line of Fifth Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." — r -On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entit- led: "An ordinance providing for the excavating, grading, paving, curbing and guttering of Eleventh Street in the City of Salina from the north line of State Street in the City of Salina to the south line of Ash Street in the City of alina, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell same was referred to the Board of Commissioners. --` An ordinance was introduced for first reading entit- led: "An ordinance providing for the excavating, grading, paving, curbing, and guttering of Baker Street in the City of alina, Kansas, from the south line of walnut Stret in said City to the north line of South Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Hargett same was referred to the Board of Commissioners. An ordinance was introduced for first reading entit- led: "An ordinance providing for the excavating, grading, and paving of State Street in the City of Salina from the west line of Ninth Street to the eas=t line of College Av- enue in said City, except the intersections of Tenth Street and Phillips Street, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell same was referred to the Board of Commissioners. "An ordinance was introduced for first reading entit- led: An ordinance making the director of Public Service ex -officio Sanitary and Health Officer and combining the duties of said offices and repealin§ all ordinances or parts of ordinances in conflict herewith.! On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entit- led: "An ordinance creating and establishing the offices of Assistant Chief of Police and two Police Sergeants; and defining and fixing the duties of said offices; and abolish- ing the office of Chief of Detectives; and repealing all ordinances or parts of ordinances in conflict with its terms." On motion of Commissioner Hargett same was referred to the Board of Commissioners. µ An ordinance was introduced for first reading en- „ tided: "An ordinance relating to salaries and compensa- tion of officers, and employees of the City of Salina, Kansas and repealing all ordinances or parts of ordinances In conflict herewith." On motion of Commissioner Campbell same was referred to the Board of Commissioners. A communication was received from J. F. Barwick of the Taxpayers League. Same was read and on motion of Com- missioher Campbell ordered filed. A communication was received from John Pyle, with reference to installing engine on the Anderson Fire Truck. On motion of Commissioner Hargett the matter was de- ferred for further consideration. City Manager stated that the Fire Chief had made re- ` quisition to him for house supplies, in the way of bedding. On motion of Commissioner Hargett the City Manager was instructed to purchase the necessary supplies needed for the Fire. epartment, also for the City Hail. City Manager, Layton, submitted the, following recom- mendations for appointments for the various offices of the City: Salina, Kansas, January 9th, 1922. Hon. Kemper The above appointments constitute the appointive positions of the various deaprtments of our City government and are not made for any specified time. The appointees to serve at the fiscretion of the City Manager and may be removed from office at any time. The tenure of office of newly appointed Officers to begin January 16th, 1922. Layton, _��� City Manager. �on motion of Commissioner Hargett the above list of appointments were unanimously confirmed by the Commissionrrs. 4 1 1 1 1 Sewer bids as advertised for were received from Amer- man & Snyder and M. A. Stevenson. As bids were over the City Engineer's estimate, Commis- sioner Hargett moved that all bids be rejected and that the City Clerk be authorized to return the certified checks to the bidders. The Auditors Report for the auditing of the City's books from November 1st, 1921 to December 31st, 1921, was presented, and on motion of Commissioner Campbell ordered filed. Surety Bond in the amount of $10,000.00 was received from The National Bank of America. On motion of Commissioner Campbell same was approved and ordered filed.
