Commissioners Room,
Salina, Kansas.
October 10th, 1921
Board of Commissioners met in regular session, Monday
October 10th, 1921. Meeting was called to order by Mayor
Dyar, the roll was called and Commissioners Campbell, Dyar
and Hargett and City Attorney Buzick responded.
The minutes of the regular meeting of October 3rd,
1921, were read and approved as read.
An ordinance was introduced for second reading entit-
led: "An ordinance providing for the construction of certain
sidewalks in the City of Salina, Kansas."
On motion of Commissioner Campbell, the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the following vote was had; Ayes* Camp-
bell, Dyar and Hargett. (3) Nays: (0) The Mayor approved
the same and is numbered 2408.
P. G. iakenhv t having failed to qualify as City Engin-
eer, on motion of Commissioner Campbell the appointment of
tiJm. L. Theisner as City Engineer was confirmed, and. Surety
Bond in the amount of $5,000.00 was approved.
A request was received from The International Harvest-
er Company asking for a special permit to construct rolling
doors along their storage shed located on Lots 38 and 40
on Fifth Street, so as to,afford-protection to their property
that is stored in said shed.
On motion of Commissioner Hargett a special permit
was granted.
A petition was received asking for the extension of
water mains -on Highland. :`,venue from Claflin Avenue to Cloud
Avenue. Same was referred to the City Manager.
City Clerk was instructed to see that a resolution be
prepared for the paving of State Street from Ninth Street
to College Avenue.
A proposition was submitted from The Avery Company
for the purchase of a road razer, as follows:

Above price delivered Salina, Kansas, and settlement
to be made on above February 1, 1922. Above price
guaranteed up to September 1, 1922, but should price
be reduced then AveryCompany to refund such amount
as is reduced.
Avery Company to furnish competent operator at �_�150
per month for one motnh or longer if City so desires,
Said wages to be paid by City, February 1, 1922.
On motion of Commissioner Hargett the proposition was
accepted.
The matter of grading and filling the street on North
Penn avenue in front of Chas. Johnsonfs property was discussed
and the matter was referred to the City Engineer for inves-
tigation and recommendation.
Grainage in the vicinity of College Avenue and Spruce
Street and other locations in the southwest part of the City
was discussed and the matter was referred to the City Engin-
eer for investigation and recommendation.

`The numerous sewer petitions that have been filed
heretofore were read and the matter was referred to the
City Engineer to make a final report on the necessary sew-
er extensions and report the same to the Commissioners at
the next regular meeting; also water extension petitions
were presented and the same referred to the City Engineer
for investigation; and paving petitions were presented and
same were referred to the City Engineer to check up and
bring in recormnendations on streets that proceedings have
not yet been started.
City Clerk was instructed to notify The Salina, Light,
Power cc Gas Company to install an are light at:
Ninth Street and State Street;
Penn avenue and Iron Avenue;
Fifth. Street and Prescott Avenue;
and incandescent lights at:
Eighth Street and Prescott Avenue;
Des T,Toines Avenue, mid -way between Ash and Elm;
Johnstown Avenue and Oakdale Avenue;
and to remove the incandescent light now located at Penn
Avenue and Iron Avenue to Penn Avenue and Elm Street.
City Attorney was instructed to notify The Union
Pacific Railroad Company to install electric signal at the
crossing on Iron Avenue opposite the Iron Avenue Bridge;
also to construct other signs or signals at such places
as necessary.
On motion of Commissioner Campbell, Board of Commis-
sioners adjourned.
