07-11-1921 MinutesCommissioner Proceedings. it Commissioners Room, Salina, Kansas. July 11th, 1921. Board of Commissioners met in regular session July 11th, 1921. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbell$ Dyr, and Hargett and City Attorney Buzick responded. The minutes of the Regular Meeting of July 5th, 1921, were read and approved as read. The following resolution ,,,,,as introduced for second read - Ing and final adoption: BE IT RESOLVED, by the Board of Commissioners of the City of Salina, Kansas, that the excavating, grading, kaving., curbing and guttering of 1.1orrison A4enue in the City of Salina, Kansas$ from the west line of Tenth Street in said City, to the west line of Phillups Street in said City are each and all improvements necessary to be -made and done, and be it further resolved that said Morrison Avenue be excavated, graded., paved, curbed and guttered within and between the limits above defined. On motion of Commissioner.Hargett the resolution was adopted as read by the following vote; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The following resolution was introduced for second read - Ing and final adoption: BE IT RESOLVED, by the Board of Commissioners of the City of Salinas Kansas, that the excavating, grading, paving, curb- ing, and guttering of Baker Street in the City of Salinas Kan- sas, between the south line of Walnut Street in said City and the north line of South Street in same City, are each and all improvements necessary to be Trade and done, and be it further resolved that said Baker Street be excavated, graded, paved, curbed and guttered within and between the limits above defined. On motion of Commissioner Campbell the resolution was adopted as read by the following vote; Ayes: Campbell, Dyar, and Hargett. (3) Nays: (0) An ordinance was introduced for first reading entitled: "An ordinance relating to the takinge accepting and approving of certain bonds In the City of Salina.' On motion of Commissioner Campbell same was referred to the Board of Commissioners. A petition was received asking for the construction of a sidewalk in front of Lot 1., Block 162 Eleventh Street, South Park Addition, to the City of Salina., Kansas. Same was referred to the City Manager. A petition was received asking for the construction of a sewer in the alley between Beloit Avenue and Minneapolis Avenue, from Fourth Street to Osborne Street. Same was referred to the City Manager. An ordinance was introduced for final adoption entitled: "An ordinance classifying, creating, and establishing certain departments and offices, for the conduct and control of the governmental and administrative affairs of the City of Salina, Kansas, pursuant to the provisions of Chapter 86, of the Ses- sion Laws of Kansas for 1917, relating to the government of all the cities in Kansas and to establish an optional form of government after the adoption of the provisions of said Act; defining and fixing the duties of the officers and employ. ees within said departments and offices, and repealing all ordinance or parts of ordinances in conflict with its terms." I On motion of Commissioner Campbell the ordinance was i read and adopted by sections and on its final adoption the 1 roll was called and the following vote was had; Ayes: Camp- bell., Dyar and Hargett.
