05-16-1921 Minutes2bPGG 1 1 Commissioners Proceedings. Commissioners Room, Salina, Kansas. May 16th, 1921. Board of Commissioners met in regular session, May 16th, 1921. Meeting was called to order by Mayor Dyar, the roll was called and Commissioners Campbell, Dyar and Hargett and City Attorney Buz ick responded. The minutes of the Regular &ieeting of May 9th, 1921, were read and approved as read. An ordinance was introduced entitled; "An ordinance mak- ing an appropriation for the payment of certain claims." i On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2384. The following resolution was presented for final adoption: BE IT RESOLVED, by the Board of Commissioners of the City of Salina, Kansas, that F. 'o"i- Sefton of Wichita, Kan- sas, be and he is hereby employed by the City of Salina, Kansas, as City Manager of said City, effective as of May 9th, 1921, at a salary of Three Hundred Fifty ($50.00) Dollars per month, said person to devote all of his time to the discharge of the duties of said office, and to hold the same only at the pleas- ure of the Board of Commissioners of said City. i Passed and approved, May 16th, 1921. j F. On motion of Commissioner Hargett the resolution was adopted as read by the following vote: Ayes: Campbell, Dyar, and Hargett. (3) Nays: (0) An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Uyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2385. City Manager, Sefton, called the attention of the Com- missioners to the practice of residents sweeping lawn clippings in the gutters, thereby causing an unnecessary expense to the Street Department in cleaning up the sane, and suggested that if the City did not have an ordinance regulating the same, one should be enacted at. once. �,orrnmiss ioner Campbell moved that the City Manager invest i - gat e the same and have an ordinance drafted. City Manager, Sefton reported that he had investigated the petition protesting against the construction of a suitatorium on Lot 1, Block 5, Leavenworth Addition, and stated that in his opinion the City has no authority to prohibit the construction of same as said building was outside of the fire limits. H petition was presented, asking for the curbing, gutter- ing, excavating, Grading and paving o f : Republic Avenue from Santa Fe -venue to Ninth Street; Eleventh Street from Ash Street to State Street; Fourth Street from 4alnut Street to iron Avenue; Elm Street from Oakdale Avenue to Ohio Avenue . All were referred to the City ivianager for invest igat ion. A petition was received asking for the construction of a sidewalk on the east side of Eighth Street From Grand Avenue to Decatur. Same was referred to the City Manager. A petition was received asking for the extension of water mains on Third Street from North Street to the south side of the Union Pacific Railroad. Same :vas referred to the Cit y Manager . An ordinance was read for final adoption, entitled: - - "An ordinance authorizing and directing the issuance of 4300,000.00 of negotiable coupon bonds of the City of Sa- lina, Kansas, for the purpose of paying the cost of erect- ing a military monument and purchasing a site therefor in the City of Salina, providing for the levy of taxes for the payment of the same and directing the sale and delivery of said bonds." Commissioner Campbell moved that the ordinance be read and adopted by sections, and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The ITtayor approved the same and is numbered 2386. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Hargett the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Dyar and Hargett. (3) Nays: (0) The Mayor approved the same and is numbered 2387. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief Frere received and ordered filed. - There being no further business appearing, on motion of Commissioner Hargett, Commissioners adjourned.
