04-04-1921 MinutesCouncil proceedings, Regular Meeting. COUNCIL CHAMBER SALIVA, KAiVSAS . I APRIL 4th, 1921. -- Regular semi-monthly meeting of the City Council, April 1 4th, 1921. Mayor Mathews presiding, City Attorney Buz ick and the following rammed councilmen answered to roll call; Dyar, Givens, Spaeth, Howell, Harne, Waite, Bradford and carver. Councilmen Campbell and Barbee absent. The minutes of the Regular Semi-monthly meeting of March 21st, 1921, and the Canvassing Board Meeting of April 1st, 1921, were read and approved as read. W. W. Watson appeared before the Council and asked for permission to construct a filling station at the northeast corner of Santa Fe Avenue and Walnut Street. Councilman Spaeth moved that permission be granted. Mo- t ion o-tion adopted. f A. Y. McCarty appeared before the Council and presented an ordinance entitled, "An ordinance regulating the business of dog kennels in the .City of Salina." Councilimn Givens moved that said ordinance be referred to a Special Committee. Mayor Mathews appointed Councilmen Waite, Bradford and Carver to act as such committee. An ordinance was introduced entitled: "An ordinance mak- ing an appropriation for the payment of certain claims." On motion of Councilman ,Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes., Dyar, Givens., Spaeth, Howell, Harne, Bradford, w_aite and Varver. (8) Nays: (0) Councilmen Campbell and Barbee absent. The Mayor approved the same and is numbered 2380. Councilman Waite called the attention of the Council to the dangerous condition of the foot bridge on South Street. Councilman Dyar moved that the , Street Commissioner re- pair and re -construct the railing of said bridge at once. Mo- t ion adopt ed . The Matter of leasing a strip of ground adjacent to lots facing on Oakdale Avenue south of Elm Street to accomodate and give space for the removal of the stroe building now locat- ed on the ground of the Riverside Park, owned by C. W• Johnson was discussed. Councilman Spaeth moved that the matter be referred to a Special Committee with power to act, Mayor Mathews appointed Councilmen Dyar, Harne and Spaeth to act as such Committee. Councilman Givens of the rublic Health Committee report- ed that he had investigated the unsanitary condition of the residence located at 438 S. Ninth Street, ard stated that the tenants have, agreed to clean up the premises, and put the same in a sanitary condition at once. On motion, the report of the Committee was accepted. Councilman Lyar stated that C_ A. EYerhart desired to hold a coyote race in Oakdale Park. Councilman Spaeth moved that the matter be refferred to the Park Committee for investigation and with power to act. Councilman Spaeth, Chairman of the Special Committee to whom was referred the communication from Mrs. J. T. Uarson, asking for relief from the amity on account of the death of her husband, who was killed while performing his duties as police- man of the City of Salina, reported as follows: 2bP(,'C 1 1 I J 1 Salina, Kansas. Apr. 4th, 1921 To the Mayor and _ouncil of Salina: We, your committee, appointed for investigation of Mrs. J. T. Carson, submit you the following report: After thorough investigation we recommend the follow- ing, "That the City pay Mrs. parson the sum of $750.00 ina lump sum, as we believe it will help her more than by giving her a monthly allowance." J. H. Spaeth, I. H. Bradford, I• S. Waite. Councilman Dyar moved that the report of the Uommittee be accepted, and that the City Attorney be instructed to draw up an agreement to be executed by Mrs. Uarson, reliev- ing the City of all liabilities on payment of said $750.00. Motion adopted. Councilman Dyar moved that the City Attorney file suit against the Bonding Company, who gave the maintenance bond to A • R. Young & Company for the paving of Santa Fe Avenue from Walnut Street to North Street, as the said pave- ment has proven defe.:'ct ive . Councilman Givens moved that the City Clerk notify L. 60 Ruggels that if he desired to operate an auction stand as per his statement to the Council at a prior meeting.. that if he pay the $300.00 license, and after a reasonable trial found that said buisness would not be satisfactory the Council would refund any portion of the license fee that had not been used. Motion adopted. . A petition was received asking for the sprinkling of Santa Fe Avenue between Walnut Street and Elm SStreet. The City Attorney ruled that said petition was not suf- ficient and referred the same back to the petitioners. On motion of Councilman Waite, Council adjourned. City Clerk.
