Regular semi-monthly meeting of the City Council, Ivlarcli
I 21st, 1921. Mayor Mathews presiding, City <'ttorney h. R. Buzick
and the folloaing named councilmen res;�onded to roll call; Dyar,
Givens, Spaeth, Howell, Harne, Campbell, ',8aite, Bradford and Carver.
Councilman Barbee absent.
The mirnites of the Regular Semi-TvIonthly N;eeting of March 7th,
1921, were read and approved as read.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
Ore motion of Councilman Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar, Givens, Spaeth, Howell ,
Marne, Campbell, 4aite, Bradford and Carver. (9) Nays: (0)
Councilman Barbee absent. The IV'Iayor approved the same and is num-
bered 2375.
Councilman Harne of the Street and Lilley Committee reported
favorably on the petition for air Incalldescent light at the corner
of t,sh Street and Columbia �svenue; also recommended that an are
light be located at the corner of Nlinth Street a_:_ld RePablic Avenue.
On motion the report of the Committee was accepted and the
City Clerk was instructed to notify The Salina Light, power & Cas
Company to locate said lights.
An ordinance was introduced entitled: An ordinance vacating
a portion of Oakdale Avenue between Ash Street and Johnstown avenue
in the City of Salina, Kansas."
Ori motion of councilman Dyar the rules of order were suspend-
ed for its consideration by the following
vote; Ayes: Dyar, Givens,
Spaeth, Howell, Harne, Campbell, Naite, Bradford and Uarver. (9)
gays : (0) Counc ilman Barbee absent.
On motion of Councilman Givens the ordinance was read and
adopted by sections and on its final adoption the
roll was called
and the following, vote was had; Ayes. Dyar, Givens, Spaeth, Howell

Tlarne, Campbell, Waite, Bradford and Carver. (9) Nays: (0) Coun-

absent. The Mayor approved the same and is numbered
2376.
Councilrnan Bradford of the Building Committee stated that Mr.
Geo. T. Reaves asked if the City would rent the rooms on the second
floor of the Rest Room Building.
Councilman Campbell moved that the rooms be not rented, as in
- all probabilities the City would have use for them at any time, and
he did not think it was advisable to rent the rooms. I
Councilman Spaeth of the Se.aer Committee reported favorably
on the several sewer petitions, and the City Engineer vas instructed
to prepare plans and specifications and est imat e of cost for the con-
struction of the same. Motion adopted.
An ordinance was introduced entitled: "An ordinance amending
Section Ordinance "tin
3 of No. 1923 being; ordinance ere ti a
Board of Public uNelfare for the City of Salina, and fixing the pourers
and dutues of such Board," and repealing such original section."
On motion of Councilman Spaeth the rules of order .ere sus-
pended for its consideration by the following vote; Ayes: Dyar,
Givens, Spaeth, Howell, Harne, Campbell, .`aite, Bradford, and Carver.

On motion of Courncilran Dyar the ordinance was read and adopt -
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Dyar, Givens, Spaeth, Howell, Harne,
Campbell, 4Vaite, Br adford and Carver. (9) Nays: (0) Councilman
Barbee absent. The Mayor approved the same and is numbered 2377.
An ordinance Y,as introduced entitled: "tin ordinance
amending Section 2 of Ordinance No. 1952 and repealing such orig-
inal section." —
On motion of Council -Ian Givens the rules of order were
suspended for its consideration by the following vote; ' yes:
Dyar, Givens, Spaeth, Howell, Harne, Campbell, Waite, Bradford
and Carver. (9) Mays: (0) Councilman Barbee absent.
On notion of councilman Givens the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; byes; Dyar, Giv-
ens, Spaeth, Howell, Harne, Campbell, J'Jaite, Bradford and Car-
ver. (9) Nays: (0) Councilman Barbee absent. The Mayor
approved the same and is numbered 2378.
An ordinance was introduced entitled: "Ari ordinance
prohibiting the manufacture of intoxicating liquors in the
City of Salina, and providing penalties for the violation there-
of ."
On motion of Councilman Bradford the rules of order were
suspended for its consider ation by the following vote: Ayes:
Dyar, Givens, Spaeth, Howell, IIarne, Gampbell, �daite, Bradford
and Carver. (9) Mays: (0) Councilman Barbee absent.
On motion of Councilman `,Vaite the ordinance was read
and adopted by sections and on its final adoption the roll was
called and. the following vote was had; Ayes: Dyar, Givens,
Spaeth, Howell, Harne, Campbell, 'Naite, Bradford and Garver.
(9) Nays: (0) Councilman Barbee absent. The Mayor approved
the same and is numbered 2379.
A Petition was received protesting against the house lo-
cated at 438 South Ninth Street, asking that the property be
connected with the sewer.
The matter was referred to the Public '?ealth Committee.
The resignation of S. Britt as Assistant ,;arshal was re-
ceived, and on motion was accepted.
Mayor Mathews appointed B. R. Alldaffer as Assistant
Marshal for the unexpired term.
The monthly reports of the City Clerk, City Treasurer,
Police Judge and. Fire Chief were received and ordered filed.
Mr. Chas. Schwartz appeared before the Council in refer-
ence to the suit filed by C. +N• Burch against the City of Sa-
lina, asking for a restraining order against the Memorial Hall
proposition.
Councilman Dyar moved that the City I`ittorney be instruct-
ed to file an answer, and that if an injunction was granted in
the District Court, appeal the same to a higher court. Motion
adopted.
A pet it ion was presented from the property owners on
Iron Avenue between Seventh Street and Ninth Street asking the
Council to install a "'Nhite 'lay" system between Seventh Street
and p inth Street, at once and signified their desire of the
installation of a one -light standard post .
Councilman Givens moved that the request of the petition-
ers

ers be granted, and that the City Clerk notify the Salina
Light, rower & Gas Company to install said system at once,
A communication °ras received from Mfrs . J • T. Carson, in
reference to aid, on account of the death of her husband, who
was killed while performing duties of policeman in the City of
Salina.
Coul-icilman Givens moved that the Mayor appoint a special
committee of three to report at the next meeting.
Mayor Mathews appointed Councilmen Spaeth, Bradford and
'Naite to act as such Committee.

Councilman ?Jaite moved that the City bring suit. against
C. 'N. Lamer for dumping refuse on the property on South Front
Street. Motion adopted.
Councilman Bradford moved that the Street Commissioner
clean up the street and parking in front of the abrn*e mentioned
property.
The matter of locating the cannon recently donated to the
City by the government was discussed.
Councilman Givens moved that the locating of the same be
left in the hands of the Park Committee and Park Commissioner.
Councilman :'+cite moved that the City Clerk convey the sym-
pathy of the Council to Mr. Frank L. barbee, on account of the
death of his father.
On motion of Councilman 'Vaite, Council adjourned.
