Regular semi-monthly meeting of the City council, 1viarch
7th, 1921. Mayor Mathews presiding, City Attorney A • K. Buz ick
and the following named councilmen answered to roll call; Dyar,
Givens, Spaethm Harne, Campbell, 'vaite, Bradford and carver.
Councilmen Howell and Barbee absent.
The minutes of the Regular Semi-monthly Meeting of February
21st, 1921, were read and approved as read.
C. C. Curtis appeared before the Council and asked for a per-
mit to do scavenger work in the Uity of Salina.
Councilman Vaite moved that a special permit be granted.
R. A. Rearwin appeared before the Council and asked for a
special permit to construct a frame building to be covered with
stucco on North Santa Fe Avenue, same being in the fire limits;
also asked for a special permit tp construct temporary coal sheds
on the Missouri Pacific Right of "dray on Fifth Street.
Councilman Bradford of the Building Committee stated that
the Committee had investigated the matter and moved that a special
permit be granted. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar, Givens, Spaeth,
Harne, Campbell, Waite, Bradford and Carver. (8) Nays: (0) Coun-
cilmen Howell and Barbee absent. The Iviayor approved the same and
is numbered 2372.
Councilman Campbell moved that the City Clerk notify the Se-
cretary of The !'Merchants Association, that if they would present
a pet it ion in accordance w ith Chapter 1007 of The General Stat -
utes of Kansas for 1915, relating to the sprinkling of streets th e
Council woa ld take the matter up and see if arrangements could not
be made for sprinkling the streets. Motion adopted.
Councilman Bradford moved that The Salina. Light, Power & Gas
Company submit prices on one -light "White gray" posts to be placed
on Fifth Street from w°lalnut to Ash Streets; also on Iron Avenue
from Seventh Street to Ninth Street . Motion adopted.
An ordinance was introduced entitled: I'An ordinance defin-
ing certain misdemeanors and providing penalties for the violation
thereof."
On motion of Councilman Spaeth the rules of order were sus-
pended for its consideration by the following vote: Ayes: Dyar,
Givens, Spaeth, Harne, Campbell, Waite, Bradford and Uarver. (8)
Nays: (0) Councilmen Howell and Barbee absent.
On motion of councilman Waite the ordinance was read and
adopted by sections and on its final adoption the rollwas� i called

Harne, Campbell, araite, Bradford, and oarver. (8) £lays: (0)
Councilmen Howell and Barbee absent. The Mlayor approved the same
and is numbered 2373.
Councilman Waite moved that the Fire Chief have the property
o,,=iners to comply with the ordinance, requiring the construction of
receptacles to burn rubbish at the rear of their building.
Councilman 'Naite of the Sidewalk Commit teereport ed unfavor-
ably on the petition asking for the construction of a sidewalk
on the west side of Connecticut Avenue from Iron avenue to Johns-
town Avenue; and reported favorably on the petition asking for a
sidewalk on the east side of Eleventh Street, south of Charles
Street; and also recommended that a sidewalk be constructed on the
west side of Putnam Avenue from South Street to the south line of
the South Precinct, Third Ward voting building.
On motion, the recommendations of the Committee were adopted.

Councilman Civens of the Public health Corunittee moved
that the Chief of Police notify the owner of the property at 909
East iron Avenue to connect same with the sewer at once. Motion
adopted.
Gourncilman Spaeth moved that the Street Uommissioner flush
the .sewer system in the City, especially on East Ash Street. Motion
adopted,
An ordinance was introduced entitled: "An ordinance amending
Section 31 and Section 43 of Ordinance No. 1678, and repealing said
original section."
On motion of Councilman Bradford the rules of order were sus-
pended for its consideration by the following vote: Ayes: Dyar,
Givens, Harne, Campbell, Vaite, Bradford and carver. (7) Nays:
(0) Councilman Spaeth not voting, and-ouncilmen Howell and Barbee
absent.
On motion of �jouncilmsn Givens the ordinance was read and
adopted by sections and on its final adoption the roll -ras called
and the following vote was had; Ayes: Dyar, Givens, Harne, Camp-
bell, iWait e , Bradford, and Carver. ( 7) PTays : (0) Councilman
Spaeth not voting and councilmen Howell and Barbee absent. The
Mayor approved the same and is numbered 2374.
Councilman Dyar of the Fark Committee stated that he had
received an estimate from The Salina Light, Power & Cas Company to
accomodate the auto camping ground in Oakdale Park; and also recom-
mended that the City construct an oven in Oakdale Park, and put in
any other necessities that would be needed for the tourists.
Councilman Givens moved that the matter be placed in the hands
o f the Park Committee with po aer to act, Motion adopted.
Mayor 1-flathews appointed the following named Judges and Clerks
for the Primary Elett ion of March 28th, 1921 and for the regular
City Election of April 5th, 1921:

On motion of ' Councilman Dyar, the appointments were confirmed.

A petition was received asking for the location of an arc
light at the corrier of Ash Street and Columbia Avenue. Same was
referred to the Street and Alley Committee.
A petition was received asking for the ciz,bing, guttering,
excavating, grading and paving of Bond Street from Highla 7d Avenue
to Ninth SStreet . Saine was referred to the Street and Alley Commit-
tee.
A petition was received asking for the cm.rbing, guttering,
excavating, grading and paving of Ohio Avenue from Iron Avenue to
Ash Street. Same ias referred to the Street and Alley Committee.
On motion of Councilman Givens, Council adjourned.
