Regular semi-monthly meeting of the Uity Uouncil, rebruary
21st, 1921. Mayor Mathews presiding, City Attorney Buz ick and
the following named councilmen responded to roll call; Dyar,
Givens, Spaeth, Harne, Campbell, Waite, Bradford and �'arver.
Councilmen Howell and Barbee absent.
The minutes of the Regular semi-monthly meeting of Febru-
ary 7th, 1921, and the Adjourned Meeting of February 8th, 1921
were read and approved as read.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of certain claims."
On motion of Councilman Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dyar, Givens, Spaeth
Harne, Campbell, Waite, Bradford and Garver. (8) Nays: (01
Councilmen Howell and Barbee absent. The Mayor approved the
same and is numbered 2371.
Complaint was made against the contractor constructing
the new school building on Mulberry Street, having the street
blockaded.
Councilman Bradford moved that the contractor be notified
to keep a passage -way open to accomodate the residents living
on said street.
Councilman. Spaeth moved that the Police and Fire Chief
inspect the alleys in the business district and have the same
cleaned up at once.
A petition was presented by Councilman Harne, Chairman
of the Street and Alley Committee, asking the City to sprinkle
the streets in the business district.
The matter was referred to the Street and Alley Committee
to report on same at the next Regular Meeting.
G The following communication was received from The Salina
Cgatist,,Wbrka.°Company accepting the new rates on hydrant rental
as adopted by the Mayor and Council, rebruary 8th, 1921.

Dear Sir:
We have received from Mr. Bell a resolution adopted and
approved on the 8th day of February 1921 by you as Mayor of
the City of Salina, attested by Charles E. Banker, City Clerk.
We have decided to accept the proposition as embodied
in said resolution, but do not wish you to understand that we
feel that the advance given us is equitable or that it will
furnish the amount of income to which the company is justly
entitled, and the proposition is acceptde only to avoid vexa-
tions and expensive litigation at this time.

City Clerk presented an order from the 6tate Fire Mar-
shal ordering fire escapes to be placed on the south end of
the City Hall, from the third story to the garage roof at the
rear of said building.
Councilman Campbell moved that the order be complied with
at once, and that the matter be referred to the Building Uommit-
tee with power to act.

Several complaints were entered against outside toilets,
that should be connected with the sewer.
The matter was referred to the rublic Health Committee
with power to act .
An ordinance was introduced and read, repealing certain
sections of the dumbing ordinance.
Councilman Dyar moved that several changes be made in said
ordinance, and that same be referred back to the pity attorney
to be re -drafted. Motion adopted.
Councilman Dyar of the Warks and Parking Committee stated
that parties desire to hold a race meet in Oakdale Park the third
week in July, 1921, agreeing to pay the Gity 10% of the gross
rete ipt s .
On motion the matter was referred to the Parks and Parking
Committee with power to act.
Councilman Spaeth moved that the City Engineer open the
sewer in the alley between Santa Fe Avenue and Fifth Street, im-
mediately north of Ash Street, to find out where the defect is
in causing the stopping of said sewer.
The monthly reports of the City Clerk, City `Treasurer,
Police Judge and Fire Chief were received and ordered filed.
On motion of Councilman Waite, Council adjourned.
