CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS January 3, 2022 4:00 p.m. Mayor Hodges asked the Clerk for verification that notice had been sent for today 's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107 , City- County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Melissa Rose Hodges (presiding), Trent W. Davis, M .D., Michael L. Hoppock, Aaron Peck and Karl Ryan. Also present: Mike Schrage, City Manager, Jacob Wood , Deputy City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford , City Clerk. A WARDS AND PROCLAMATIONS None. Prior to Citizens Forum , Jim Teutsch , Director of Public Works, provided a winter storm status update related to the first snow event of the year. A discussion ensued which included winter preparation, staffing issues , street maintenance, procedures and citizen notification. CITIZENS FORUM Dalton McDowell, Salina, Kansas, suggested hiring sub-contractors for winter street maintenance due to staffing shortages . PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (6.1) Approve the minutes of December 20 , 2021. Moved by Commissioner Davis, seconded by Commissioner Peck, to approve the consent agenda as presented. Aye : (5). Nay (0). Motion carried . ADMINISTRATION (7 .1) Approve Resolution No. 21-8009 adopting the 2022-2026 Capital Improvement Program. Debbie Pack, Director of Finance and Administration, explained the request, fiscal impact and action options. A brief discussion followed regarding Parks and Recreation capital improvement reserve fund balance and status of projects . Martha Tasker, Director of Utilities , added to the discussion with comments on water line improvements, utilities department projects and staffing. Debbie Pack, Director of Finance and Administration , explained the request, fiscal impact and action options. A discussion ensued related to investments, financial costs and policies. Moved by Commissioner Ryan , seconded by Commissioner Davis, to approve Resolution No. 21-8010 adopting certain Financial Policies for the City of Salina and repealing Resolution No. 00-5555. Aye: (5). Nay (0). Motion carried . DEVELOPMENT BUSINESS None. OTHER BUSINESS Moved by Commissioner Ryan , seconded by Commissioner Hoppock, to recess into executive session for 20 minutes to discuss the subject of the City Manager 's annual performance evaluation based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b )(1 ). The open meeting will resume in this room at 4:58 p.m. Aye : (5). Nay (0). Motion carried. The City Commission recessed into executive session at 4:38 p .m. and reconvened at 4 :58 p.m . No action was taken. ,.., 22-0005 Moved by Commissioner Ryan , seconded by Commissioner Hoppock, to recess into executive session for 10 minutes to discuss the subject of the City Manager 's annual performance evaluation based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(l). The open meeting will resume in this room at 5:10 p.m . Aye: (5). Nay (0). Motion carried. Ill .. The City Commission recessed into executive session at 5:00 p.m. and reconvened at 5:10 p.m. Also included in the executive session was Mike Schrage , City Manager. Mayor Hodges stated the Governing Body had concluded the annual review of the City Manager and as a result had a resolution to consider. 22-0006 Moved by Commissioner Hoppock, seconded by Commissioner Ryan , to approve Resolution No. 22-8013 concluding the 2021 evaluation of the City Manager's performance , review of the City Manager's base salary and awarding merit increase. Be it resolved the Governing Body of the city of Salina advised staff of its intent to award the City Manager with a merit-based increase of $3 ,523.20 , being a two percent increase to his base salary of $176 ,160.12 retroactively effective December 16 , 2021 , in accordance with the City Manager's anniversary date and evaluation due date noted in this employment contract and that the Director of Human Resources will take such actions as are necessary to implement the change.
