SEPTEIdiBER 6, 1920 Regular semi-monthly meeting of the City Council, September 6th, 1920. President of the Council and Acting Mayor 1''• S. Lyar presiding, City Attorney A. R. Buzick and the following named councilmen answered to roll call; Dyar, Givens, Spaeth, Howell, Harne, Campbell, 'Waite, Bradford, Earbee and Carver. The minutes of the Regular Semi-Ivionthly meeting of August 16th, 1920, were read and approved as read. Councilman Campbell moved that license fee of �;ortha.m Shows at Fall Festival be r6mitted and not collected. Motion adopted. ilii. J • Finnegan appeared before the Council and asked for permission to bend over trees on North Ninth Street to permit mov- ing of a house. Councilman Barbee moved that the .-,atter be referred to the Street and Alley; Committee with pourer to act . A committee of Board of Directors of Salina Chamber of Com- merce, composed of C. H. 1Dren, Frank Bangs, Chas. Schwartz and Russell Cravens, appeared before the Council and requested that the Mayor and Council investigate the attitude and bearing of police toward persons arrested, and whether or not the police force is functioning properly. Acting Mayor Dyar appointed Councilmen Harne, Howell and Carver to act as such committee. Mr. Elser appeared before the Council and asked permission to construct a boat landing on smoky Hill River immediately south of foot bridge on South Street. On motion, permission was granted. An ordinance was introduced entitled: "An ordinance iaaking an appropriation for the payment of certain claims." On motion of Councilman Barbee the ordinance was read and adopted by Sections and on its final adoption the roll was called and the following vote was had; Ayes: Dyar, Givens, Spaeth, Howell, Harne, Campbell, 'vJaite, Bradford, Barbee and Carver. Councilman Harne moved that the 1,4ayor, City Attorney and City Engineer interview persons unla,.,;fully in posse:>sion of public street on Olive Street . City Attorney was instructed to commence legal action upon bond of A. R. young Construction Company with Southern Surety Corn-- pany for reason of inferior material and workmanship on Santa Fe Avenue paving from 4 alnut Street to worth Street . City Attorney was instructed to see to removal of property on °Nilson Street from Fourth Street to Santa Fe Av--nue. A motion was made to notify ISI • R • Amerman to repair pavement on North Ninth Street, North Santa Fe Avenue alld East Elm Street . ]potion adopted. It was reported that work of Union Pacific Railroad Company on Fourth Street south of South Street was progressing nicely; also that Rock Island work on railroad crossings is progressing. A meeting with C. B. Salmon, a representative of Salina YJater �lorks ompany was set for Friday evening, September 10th, 1920. Building Committee was instructed to see if it is practical to put a cement floor in Fire Chief's office. Fire Chief was instructed to keep check on gasoline used by Police Lepartment and hand .report of same each month to City Clerk, and that same be charged against Police Department's account. 4v! City Engineer was instructed to prepare plans and speci- fications for covering openings on main serer to prevent escape odors and smells. A motion was made that D • L- ;ight , justice of Peace, be loaned some chairs for his office. A petition was received asking for the. extension of water mains on Seventh Street from Lincoln Avenue to trand Avenue. Same was referred to the Corporation and Franchise Committee. n petition was received asking for construction of a sew- er in alley between Seventh and Eighth atreets from Lincoln Avenue to Grand Avenue. Same was referred to the Sewer Commit- tee. On motion of Councilman Barbee, Council adjourned. City Clerk.
