Mayor Mathews presiding, City Attorney A. R. Bu- zick and the following named councilmen answered to roll call; Stolper, Dyar, Spaeth, Howell, Harne, Campbell, Waite, Brad- ford., Barbee and Carver. The minutes of the Regular Semi-monthly meeting of August 2nd, 1920. were read and approved as read. A representative of the Union Pacific Railroad Company appeared before the Council and stated that the Company intend- ed to change t= eir track on Fourth Street south of South Street at once, and he also asked permission to construct oak plank crossing on Ninth Street. Councilman Bradford moved that permission be granted to construct crossing until street is repaved, this also includes the other crossings of the Company in the City. Motion adopted. H. A- Morse appeared before tl:e Council and asked permis- sion to locate his lunch wagon on the northwest corner of Santa Fe and Iron Avenue - Councilman Barbee moved that the matteA be referred to the Mayor and Chief of Police. Simon Dell appeared before the Council and asked permission to construct a stand on Walnut Street and Santa Fe avenue. The matter was referred to the Chief of Police. An ordinance was introduced entitled: "An ordinance making a levy of taxes for general revenue and other purposes in the City of Salina, Kansas, for the year 1920." On motion of Councilman Waite the rules of order were sus- pended for its consideration by the following vote ;, Ayes. Stol- per, Dyar, Spaeth, Howell, Harne ' Campbell, Waite, Bradford., Bar- bee and Carver. (10) Nays: (O� On motion of Councilman ''Naite the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Qtolper, Dyar Spaeth, Howell, Harne, Campbell, Waite, Bradford, Barbee and Garver. (10) Nays: (0) The Mayor approved the same and is numbered 2346. An ordinance was introduced entitled: "An ordinance mak- ing levying special assessments against the property herein de- scribed to pay the cost of constructing and repairing certain sidewalks in the City of Salina, Kansas." On motion of Councilman Barbee the rules of order were sus- pended for its consideration by the following vote; Ayes: atol- per, Dyar, Spaeth, Howell, Harne, Campbell, JJaite, Bradford, Bar- bee and Carver. An ordinance was introduced entitled: "An ordinance making a special assessment and levy of taxes for the cutting of weeds on certain lots and pieces of ground in the City of Salina, Kansas." On motion of Councilman Barbee the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth, Howell, Harne Campbell, Waite, Bradford, Barbee and Carver. (10) Nays: (0) The Nayor approved the same and is numbered 2348. 2bP(";G An ordinance was introduced entitled: "An ordinance relat- ing to the salaries and compensation of firemen of the City of Salina, Kansas, and repealing Section Eight (8) of Ordinance No. 2344." On motion of Councilman Dyar the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hada Ayes: Stolper, Dyar, Spaeth, Howell, Harne, Campbell, Waite, Bradford, Barbee and Carver. (10) Nays: (0) The Mayor approved the same and is numbered 2350. I An ordinance was introduced Entitled: "An ordinance vacat- ing acat- ing and discontinuing a certain alley in the Grounds of the Kansas vuesleyan University Addition to the City of Salina, Kansas." I _ On motion of Councilman Spaeth the rules of order were sus- pended for its consideration by the following vote; 1 -eyes: atol- per, Dyar, Spaeth, Howell, Harne, Campbell, cite, Bradford, bar - bee and Carver. (10) Nays: (0) On motion of Councilman Barbee the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Stolper, Dyar, Spaeth, Howell, Harne, Campbell, Waite, Bradford, Barbee and Carver. (10) Nays: (0) The Mayor approved the same and is numbered 4351. An ordinance was introduced entitled: "An ordinance regu- lating the building and maintenance of certain tanks used for the storage of fuel oil, petroleum, gasoline and other like combusti- ble, inflamable, and dangerous products or materials, and provid- ing certain penalties for the violation thereof.z On motion of Councilman Barbee the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth Howell, Harne, Campbell, Waite, bradford, Barbee and Carver. (10� Nays: (0) On motion of Councilman Barbee the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar Spaeth, Howell, Harne, Campbell, evaite, Bradford, Barbee snd Garver. (10) Nays: (0) The Mayor approved the same and is numbered 2352. Councilman Harne of the Street and Alley Committee reported that the remonstrance against the paving of Grand Avenue from Santa Fe Avenue to Fifth Street, Fifth Street from Grand Avenue to Forrest Avenue and Forrest Avenue from Fifth Street to a point 120 feet east of the east line of Second Street was declared lcbst . Street and Alley Committee reported favorably on the location of the following lights: Fifth and Bond, Incandescent Light Fifth and Republic, " of Ninth and Claflin, Ninth and Minneapolis, " Fifth and Wilson, Arc Light, Ninth and Bond, it it Councilrr.an Spaeth moved that the report of the committee be adopted and that the City Clerk be instructed to notify The Salina r Light, Power & Gas Company to install said lights. Councilman Dyar of the Park Committee stated that the Isis Patrol asked for th6 use of Kenwood Park to hold a race meet . Uouncilman Naite moved that the matter be referred to the Parks and Parking Committee. An application for a Junk Delaers License was received from Louie Medov. Councilman Dyar moved that same be granted, and on roll call the motion was lost by the following voter Ayes: Stolper and Dyar. (2) Nays: Spaeth, Howell, Harne, Campbell, Naite, Bradford, Barbee and Carver. (8) The resignation of Henry A. Stolper was presented and read as follows: Salina, Kansas, August 9th, 1920 Hon. Edd Mathews, Mayor, Salina, Kansas. My intention is to remove from the City of Salina soon, and therefore I tender you my resignation as Councilman of the First Ward of the City of Salina." Respectfully, H. A. Stolper. On motion of Councilman Harne the resignation was accept - ed. Mayor Mathews appointed Geo. J. Givens as Councilman of the First 4ard for the unexpired term, and on motion of Coun- cilman oun- cilman 'Waite the appointment was confirmed. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Howell, Council adjourned. City Clerk.
