Regular semi-monthly meeting of the City Council, July
19tbi, 1920. Mayor Mathews presiding, City Attorney A. R. Bu-
zick and the following named councilmen answered to roll call;
Dyar, Spaeth, Howell, Campbell, JJaite, Bradford and Carver.
Councilmen Stolper, Har, -.,e and Barbee absent.
The minutes of the Regular Semi -Monthly Meeting of July
5th, 1920, were read and approved as read.
Governor Henry J. Allen issued the following proclamation:

TO ALL TO WHOM THESE PRESET,TS SHALL COMES GREETING:
WHEREAS It appears to my satisfaction by proper documentd
duly certified and authenticated and now on file in my office
at the State Capitol in the City of Topeka that it has been
duly ascertained by lawful census and enumeration that the City
of Salina, in the County of Saline, and State of Kansas, has
atttained a population of over fifteen thousand inhabitants and
is, therefore, entitled to be declared and proclaimed a city
of the first class under Chapter 17 of the General Statutes of
Kansas of 1915.
NOW, THEREFORE., I, Henry J. Allen, Governor of the State of
Kansas, by virtue of the authority, vested in me by law do hereby
proclaim that the City of Salina, in the County of Saline and
State of Kansas, now is and shall hereafter be a City of the
first class, and that said City and the inhabitants shall now
and hereafter be entitled to enjoy and exercise all the rights,
honors, privileges, powers and duties conferred upon such cit-
ies and the inhabitants thereof in compliance with the laws of
I the State of Kansas.
Done at the State Capitol in the City of Topeka, this
ninth day of July, 1920.

Bert Holmquist appeared before the Council and stated that
he expected to open his amusement park soon, and wished to get
permission from the Mayor and Council to opergte the same as an
a irdome ; and also asked if the Salina Munc ipal Band would give
a concert on the opening day.
Councilman Spaeth moved that permission be granted, and
the Mayor instructed the leader of The Salina Municipal Band to
give a concert on the opening day.
Street and Alley Committee reported on the petition asking
for the location of an are light at the corner of Ash street
and Ohio Avenue, and recommendedthat an incandescent light be
located at the corner of Ash Street and Ohio Avenue also one at
the corner of Johnstown Avenue and Ohio Avenue.
Councilman Dyar moved that the report of the Committee be
adopted and the City Clerk notify the Salina. Light, Power &
Gas Company to install said lights.
Councilman Spaeth moved that the City Clerk advertise for
bids for the removal and re -construction of curbing and guttering
at the intersection of:
Ninth and South,
Walnut and College,
Front and Iron,
Ninth and Ash.,
bids to be received at the next Regular Meeting of August 2nd,
1920.
Councilman Spaeth moved that the City Attorney notify the
different railroad companies to put their railroad crossings

An ordinance was introduced entitled., An ordinance
making an appropriation for the payment of certain claims."
On motion of Councilman Carver the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes. DyaP, :Spaeth,
Howell, Campbell, Waite, Bradford and Carver. (7) Nays; (0)
Councilmen Stolper, Harne and Barbee absent. The Mayor approv-
ed the same and is numbered 2342.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of certain claims."
On motion of Councilman Bradford the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Dyar, Howell,
Campbell, Waite, Bradford and Carver. (6) Nays: Spaeth (1)
Councilmen Stolper, Harj-ie and Barber absent. The Mayor approv-
ed the same and is numbered 2343.
Councilman Howell of the Fire Department Committee made

requisition for a 45 -foot extension ladder.
Councilman Dyar moved that the Committee purchase the
ladder at once.
A protest .against the paving of Grand Avenue from east
c ide of Santa Fe Avenue to west side of Fifth Street; Fifth
Street from the south side of Grand Avenue to the north side
of Forrest Avenue; and Forrest Avenue from the east side of
Fifth Street to a point 1�&0 feet east of the east line of Sec-
ond Street, was received and referred to the Street and Alley

Committee.
A petition was received protesting against the turning
posts at the intersection of Santa Fe Avenue and Iron Avenue,

Mayor Mathews appointed the folloviing named Judges and
Clerks for the Primary Election, of August 3rd, 1920:
