MAY 3rd, 1920. i Regular semi-monthly meeting of the City Council, May 3rd, 19201 Mayor Mathews presiding, City Attorney C. A. Spencer and the following named councilmen answered to roll call; Stolper, Dyar, Spaeth, Harne, Campbell, Waite, Bradford, Barbee and Carver. Councilman Howell absent. The minutes of the Regular Semi -Monthly meeting of April 19th, 1920, were read and approved as read. Otto Peterson of The keterson Construction Company appeared before the Council and stated that he is willing to re -construct a portion of the alley paving between Santa Fe -avenue and Seventh Street south of Elm Street, as he is instructed by the Mayor and Council so to do. Councilman Spaeth moved that Mr. Eeterson be given until October 15th, 1920, to re -construct said paving. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims. On motion of Councilman Spaeth the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar. Spaeth, Harne, Campbell, Waite, Bradford, Barbee and Carver. (9) Nays; (0) Councilman Howell absent. The Mayor approved the sante and is numbered 2334. :street and Alley Committee reported favorably on the peti- tion asking for the location of a street light at the corner of Tenth Street and 6rawford Avenue, and recommended that an incan- descent light be installed at said location. Councilman Dyar moved that the report of the Committee be adopted and that the City Clerk be instructed to notify The Salina Light, Power and Gas Company to install said light. Councilman Bradford of the Building Committee stated that they had met with The Board of Education, and they have accepted the rooms on the third flor of the City Hall, if the City would lower the stage and make the necessary repairs. Councilman Spaeth moved that the request be granted, and that the Euilding Committee be authorized to have the work done at once. councilman Bradford of the Building Committee reported that they have notified R. A. Rear+ain to at once cover with corrugated iron the sheds which were erected some time ago. Building Committee reported favorably on the location of the oil storage tanks of the Midland Refining Company, west of College -venue. On motion of Councilman 'A`aite the report of the Committee was adopted. Councilman Eradford called tie attention of the Oouncil to the practice of certain parties corraling horses on Second Street be- tween Iron Avenue and The Smoky Hill River, stating that complaint had been made by the property ownebs in this vicinity. On motion, the property owners were to be notified to abate said nuisance. Councilman Campbell called the attention of the Council to the practice of fruit venders throwing decayed fruit and vegetables in the street. Cn motion of Councilman Dyar the City 1karshal was instructed to notify said venders to at once discontinue said practive. Councilman CamNbell moved that the Street Commissioner be in- structed to clean the drinking fountains on the streets, and keep the same in a sanitary condition. City Engineer, P. G. IlVakenhut, submitted plans and speci- fications and estimate of cost for the construction of sewers and catchbasins as ordered by the Council some time ago. Councilrran Spaeth moved that the same be adopted and ap- proved by the Council. Motion adopted. Amerman & Snyder submitted a bid for the construction of the above named sewers and catchbasins, and on motion of Council- man Spaeth the contract was awarded to Amerman & Snyder as per their bid. A petition was received asking for permission to play baseball in Oakdale kark on Sundays. Councilman Stolper moved that the prayers of the petition- ers be granted, and on roll call the motion was adopted by the following vote; Ayes: Stolper, Spaeth, Campbell, Bradford and Barbee (5) mays: Dyar, Harne, 6aite and Carver. (4) Coun- cilman Howell absent. The following resolution was introduced: BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, ''ansas, that the "Aayor and City Clerk be, and they are hereby kuthorized and directed to execute and deliver on behalf of said City, the contract with The Union Pacific Railroad Company, covering the construction, maintenance and operation of the City Sewer extending underground across the premises and underneath and across the roadbed and track of The McPherson Branch of the Union racific Railroad, along a straight line parallel with and approximately five (5) feet distant east of the west line of the alley extending through the block bounded on the east and west by Fourth Street and Fifth Street, respectively, and on the north and south by North Street and Fine Street respectively, in the City of Salina, Kansas. On motion of Councilman Spaeth the rules of order were suspended for its consideration and the resolution adopted as read by the following vote; Ayes • Stolper, Dyar, Spaeth, fiarne, Campbell, haite, Bradford, Barbee and Carver. (9) Nays: (0) councilman Howell absent. The following resolution was introduced: khEKEAS, at the regular annual City Election held on the 6th day of April, 1920, in the City of Salina, Kansas, theere was submitted to the qualified electors of said City the propo- sition as to whether or not the City of Salina, Kansas, should issue bonds of said City in the sum of Three Hundred Thousand (300,000.00) Dollars for the construction of a military memorial in accordance with the prpvisions of Chapter 279 of the Session Laws of Kansas for 1919; and AiHERE&S, a ma jotity of the votes cast at said election upon said proposition were cast in favor of the issuance of such bonds in such amount for such purpose; and OVHEREA5, at the same time and in the same election there was submitted to the qualified electors of said City three (3) separate locations as proposed sites for the erection of such military memorial; and WHEREA";, at such election the largest number of votes were cast for the locations described as Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 and 11, in Replat to Bishops heserve in the City of Sali- na, Kansas. AICA THEFLLFCRE, 2hPCG 1 1 1 LI 1 BE IT RELCLVLD, by the Mayor and Councilmen of the City of Salina, Kansas, that the Honorable Dallas Grover, Judge of the District Court of Sa line County, Kansas , be and he is hereby requested to appoint three (3) disinterested free- holders a to appraise and condemn the lots and pieces of ground hereinbefore described to be used as a site for the erection of the military memorial hereinbefore referred to and that a proper application be presented to the said the Honorable Dal- las Grover, Judge of the above said Court for the appointment of such appraisers all in accordance with the provisions of Chapter 279 of the Session Laws of the State of Kansas for the year 1919.
